Present Philip E. Zegarelli, Mayor James J. Timmings Allen T. Williams Steven Salman Frank Mangieri, Jr. Susan Galgano Arthur B. Ceconi, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag, after the re-elected and newly elected Trustees were sworn into office. Mayor Zegarelli gave the following address: (See attached) At this time, the following appointments were made or continued: Village Clerk - Mayor Zegarelli stated that filomena Fallacaro continues as Village Clerk, Dep. Tax Collector and Registrar of V. S. term of 2 yrs. Village Treasurer - Mayor Zegarelli stated that Irene Amato continues as Village Treasurer and Tax Collector for a term of two years. Village Attorney - Mayor Zegarelli stated that Robert Ponzini continues as Village Attorney for a term of one year. Village Prosecutor - Mayor Zegarelli stated that Robert Peirce continues as Village Prosecutor for a term of one year. Village Auditor - Mayor Zegarelli appointed Bennett - Keilson as Village Auditor for a term of one year. Trustee Timmings moved, seconded by Trustee Williams that action of the Mayor be confirmed. Trustee Timmings pointed out that Landry & Toole Co. has provided very competent auditing service to the Village. This change reflects a more comfortable attitude on the part of our new future plan. The change in no way would be indicated as any lack of confidence in the work that Landry & Toole has done in the Village of North Tarrytown. Mccion carried. Village Assessor - Mayor Zegarelli stated that Carrie Prezzano continues as Village Assessor for a term of one year. �Member Recreation Commission - Mayor Zegarelli stated that Eileen Meade continues as a member of the Recreation Commission for a term of five years. Member Building Board - Mayor Zegarelli stated that James Margotta continues as a member of the Building Board for a term of one year. (Building Inspector) Member Zoning Board of Appeals - Mayor Zegarelli stated that Aldo Ceconi continues as a member of the Zoning Board of Appeals for a term of three years. Fire Inspector -(Fire Chief) - Mayor Zegarelli appointed Richard Green as fire Inspector for a term of one year. Trustee Williams moved, seconded by Trustee Salman that action of the Mayor be confirmed. Carried. Acting Village Justice - Mayor Zegarelli stated that Thomas Maroney continues as Acting Village Justice for a term of one year. Member Plumbing Board (Permanent) Mayor Zegarelli appointed Adrian Domingues (Master Plumber) a member of the Plumbing Board. Trustee Galgano moved, seconded by Trustee Ceconi that action of the Mayor be confirmed. Carried. Member N. T. Housing Authority - Mayor Zegarelli stated that Ida Mae Smith continues as a member of the N.T. Housing Authority for a term | of five years. Member N.T. Housing Authority - Mayor Zegarelli appointed Kay Brown Grala a member of the N. T. Housing Authority to fill unex. term J. Tinm(15 Member N.T. Member Electrical Board - Mayor Zegarelli stated that James Margotta continues as a member of the Electrical Board for a term of one year. Ippolito continues as Police Surgeon for a term of one year. Police Matron - Mayor Zegarelli stated that Josephine Moore continues as Police Matron for a term of one year. Village Historian - Mayor Zegarelli stated that Fred Gross continues as Village Historian for a term of one year. Economic Council - Mayor Zegarelli stated that Frank Rey continues as a member of the Economic Council for a term of three years. Member of Economic Council - Mayor Zegarelli stated that William Palmer continues as a member of the Economic Council for a term of three years. Member Environmental Council - Mayor Zegarelli stated that Ralph Cellante continues as member of the Environmental Council for a term of two years. Member Handicapped Committee - Mayor Zegarelli stated that Eva Piedimonte continues as a member of the Handicapped Committee for a term of two years. Member of Handicapped Committee - Mayor Zegarelli stated that Gwendolyn Carter continues as a member of the Handicapped Committee for a term of two years. Member of Handicapped Committee - Mayor Zegarelli stated that Aretha Allen continues as a member of the Handicapped Committee for a term of two years. Library Board - Mayor Zegarelli stated that Trustee Galgano continues as liaison Library committee member. i Library Board - Mayor Zegarelli appointed Trustee Ceconi as liaison Library committee member. Trustee Timmings moved, seconded by Trustee Williams that action of the Mayor be confirmed. Carried. Member of fire Board of Appeals - Mayor Zegarelli stated that Stanley Pulaski continues as a member of the Fire Board of Appeals for a tern) of five years. Mayor Zegarelli appointed Trustee Timmings Deputy Mayor for a one year term. Mayor Zegarelli stated that the Technical Service Review Board will be reconstituted within thirty days. Mayor Zegarelli designated the First National Bank of North Tarrytown as the Official Depository of Funds. Trustee Timmings moved, seconded by Trustee Williams that action of the Mayor be confirmed. Carried. �-5Mayor Zegarelli designated the Daily News as the official newspaper of the Village of North Tarrytown. Trustee Timmings moved, seconded by Trustee Galgano of the Mayor be confirmed. Carried. that action Mayor Zegarelli stated that the Police Pension Fund shall consist of the Mayor, Chief Spota and Trustee Williams. Trustee Timmings moved, seconded by Trustee Galgano that action of the Mayor be confirmed. Carried. Mayor Zegarelli stated that official meetings of the Board will be held on the Second and Fourth Mondays of each month and at the Call of the Chair. Trustee Timmings moved, seconded by Trustee Williams that action of the Mayor be confirmed. Carried. Mayor Zegarelli stated that Roberts Rules of Order shall be utilized as the official Parliamentary Procedure of the Board. Trustee Galgano moved, seconded by Trustee Ceconi that action of the Mayor be confirmed. Carried. Mayor Zegarelli appointed the Board as a Committee of the Whole for the study and consideration of the 1986-87 Village Budget. The Mayor filed the tentative budget with the Village Clerk on March 20, 1986. Mayor Zegarelli stated that the Budget Hearing will be held on April 14, 1986. Mayor Zegarelli appointed the following Trustees to committees: Trustee Arthur Ceconi as liaison for Administration. Trustee Frank Mangieri as liaison for Governmental Relations. Trustee James Timmings as liaison for Management and Budget. Trustee Allen Williams as liaison for Public Safety. Trustee Steven Salman as liaison for Public Works. Trustee Susan Galgano as liaison for Recreation and Human Resources. Mayor Zegarelli stated that the Board will meet to consider the awarding of the bid for rehab work at the parks. Trustee Galgano moved, seconded by Trustee Salman that the bid for the rehabilitation of Rev. John Sykes Park, Barnhart Park and Margotta Park be awarded to Cali Brothers, Inc., in the amount of $118,565 according to specifications. Carried. No further business to come before the meeting, Trustee Timmings moved, seconded by Trustee Ceconi that the same be duly adjourned. Carried. Tonight marks the beginning of another Village year for our community, Thi H year will guide us through the 112th year since the incorporation of our community in December of 1874. Our thoughts and concerns tonight reflect pas accomplishments and most of all the goals we seek to achieve this year. Our organizational meeting is established under New York State Village Law and provides for the re-organization of government. Tonight's meeting is different from the traditional format this administration has governed by ... allowing our residents to participate and question their elected officials. Tonight we establish and appoint committees and officials. We welcome to our Village Board a newly elected Trustee in the name of Arthi Ceconi and look forward to his future contributions to our village ... we i likewise congratulate Trustees Susan Galgano and Steve Salman on their re-election and are confident of their continued good-works for the bettermen of North Tarrytown. Before we go into this more formal aspect of government, we would like to share with you a feu thoughts and plans we have for North Tarrytown. �General Motors: It took three long years to reach the General Motors settlement plan that this Hayor and Board worked on. We have erased 3 years past Tax Certiorari claims by General Motors totalling over $4.5 million (dollars and established an income stream that ye feel we can live with over jthe next 10 years. We are dedicated to making the plan work and most of all • the least possible cost to the village and its residents. This year also Irks a systematic effort on our part to turn AWAY from General Motors as being the single economic force in our community. This is necessary because jthere is also so much that this can offer but has not and eprograms to that direction. turned its direction We do NOT intend to abandon General Motors or to ignore the significant role the plant plays in the everyday life of North Tarrytown ... we want to be able to develop other aspects of our community which in turn will add to and compliment what General Motors provides this area in general revenue funds, jobs, payroll, purchases and trade. Our pivot to the future will be the enhancement of North Tarrytown as an historical community with an array of national backgrounds and people. We feel that this being the first full year of the opening of the Rockefeller ate Park will mark a new avenue for us to pursue. It is estimated that me 250 thousand people will be transitting this area just to visit the park. This is an untouched resource for us to tap and we intend to move in this direction. 1986-1987 Village Budget: We have filed our 1986-87 budget to reflect ' he maintenance of ALL existing services we provide our residents. increase of 14.8% i The tentative shows the impact the General Motors settlement will have �i ^ but when taken with the previous two years where we actually reduced taxes, the increase averages 4% per year ... the basic rate of inflation for the saie time period. We will be reviewing every department and every line item in our budget so as to achieve the maximum use of every tax dollar. We will look to our citizens to tell us what they want from their village ... we have established Monday, April 14th as our official budget hearing night. Economic Development: North Tarrytown is on the move. The Mayor's Economi Council is working hard to provide the basis for new and expanded economic development in North Tarrytown. The efforts for the Brana-Solari building on Beekman Avenue with it's mixed use of retail, apartments and off-street parking is designed in keeping with what we want for our village ... the unique community that we are. We know of and have provided guidance for othe developmental plans for our village both for housing and business and will utilize the section 485(b) program that we have in place with any and all programs that come available especially through the County Government. Certainly the V.I.P. program is a start but we will be the first to note that this program itself is not the beginning and end of our efforts. We hope to be the spark plug for the re-establishment of the North Tarrytown Business organization to show that Government does have a vested interest in the expansion of its business community. Unlike other communities which have sell-imposed moratoriums on development, we will welcome development in keeping with what our long range goals are for our community. North Tarrytown Parking Authority: With the hard work of this administration, we have established the North Tarrytown Parking Authority �under New York State Law and with the capacity on its own to buy land, bond for and administer parking facilities. North Tarrytowners may feel skeptical about anything any elected official providing a solution to our parking needs and dilemma ... we feel that the Parking Authority will be the single most iiportant vehicle for the solving of the parking problen than anything ever proposed. Our efforts have already paid off ... and the work of this •uthority will bear fruit. Future Plans and Events: He will not stand still. Ue will re-establish the village newsletter, "The Legend", which this administration first printed in 1979. Ue think that even on a quarterly basis, our own newsletter will best bt- able to inform the residents of North Tarrytown on what's going on and how they in turn can be helpful to their community. We are planning for a North Tarrytown Festival in mid to late September which will, we hope become an annual event highlighting our business community and the diversity it provides. In addition we are working on a 5 to 8 KM "Fun Run" in North Tarrytown during the same village festival. While the route is not completely worked out, the "Legend of Sleepy Hollow" Run will begin and end in our •illage, parallel the famous run of the Headless Horseman and utilize some of "he scenic trails of the Rockefeller and Taconic Park preserves. Host of all, ue intend to highlight our own identity and uniqueness as a village. Even though we will have obvious financial restraints, we will seek to have an all-purpose bobd to help repair our historical sites and key areas that are in need of repair. Administration of Government: i i In keeping with the direction this �administration has taken in the establishment of our first Administrator and the various changes we feel are necessary for the delivery of services to our residents, we will be changing both the way we function and report at •eetings. He will have single Trustees as liaison to the 6 format government sectors we now have. Bach separate Trustee will work with the Administrator in providing the direction and help necessary for efficient government. We fuJly support our Administrator and fell that true cost savings and the continued delivery of services will be enhanced through the cadre of dedicat officials that we all too often take for granted these many years. We have set as a goal the computerization of our village government and we feel that our analysis is now complete and we can move ahead in implimenting a new system. Jn other areas, we see some problems with the traditional levels of government we have cooperated mot with. Ue want to stay in the Warner Librar but must also mentioned that cooperation is a two way street and one that can only be resolved by negotiation ... not the ultimatum of a contract and tht insistence of a mandated amount of money that North Tarrytown MUST contribute to THEIR Library. The Warner Library is a great resource but we would be doing our residents an injustice if we did not review our present participation before ue agree to a lasting change in the amount and manner inwhich we contribute to the Library. Local Law and Code Enforcement: This administration has already enlisted tW help and support of Westchester County in the upgrading of the various codes in our village. No single resident should fear this effort on our part ... ^ seek to enforce the laws and codes for the health and safety of our citizens, Like the Village of Elmsford, ue too have a problem with the unfettered �£<2 £> expansion of residential use by landlords for a variety of reasons ... some for good reason but unfortunately too many times at the risk of the very health and safety of the people they provide a roof to. And thjs situation costs the village money in unattained revenues ... tax dollars that could be used to improve our own budget and the personal needs and services our residents desire. I Is it right for a landowner to be assessed for a one family use while collecting rent for 2, 3 or more families ? Is it right for the st of the village, those with properly assessed property, to basically be picking up the "tab" in increased cost demands for services now provided to those who have ignored our codes and zoning? Whether we want to admit it or not, the answer is no and we will be working in this direction this year. Fairness is a two-way street and people should be adhering to the codes, and zoning and those who do shouldn't have to pay for those who don't. In addition, we will rigoriously seek to enforce our "keep North Tarrytown" clean laws. Merchants and residents should be making sure that our street and sidewalks are clean. Non-residents have an obligation too... and will not be left off the hook. I e Village Assessment Roll: Ue hope to expand our assessment roll by the owth of our economic development plans into tangible new and more modern buildings and residences. But the honest truth of the matter is that North Tarrytown's assessment roll is way out of date. . . the last village re-assessment was done in 1936 ... if anyone even remembers. All new buildings or changes have been assessed on a case by case basis... not the best method of providing "fairness" to our residents. While this may sound like political suicide to some, this village needs to be completely �re-assessed in the near future. Our County Executive has provided a pian or series of suggestions on a County roie ... New York State provides reimbursement for re-assessing to Towns and Cities ... not villages. Now thai the General Motors tax certiorari natter is solved for the next 10 years, we will investigate the possibilities and costs of who should, how Much and when we should plan on a general re-evaluation of North Tarrytown. .... „.„.. _ . . . . . _.,.. „.. _ i administration has provided our Senior Citizens Club and Commission . But more needs to be done especially in the area of affordable, safe and convenient rental housing for our senior citizens. We have a sizable older population and they too are a resouce for this village. Many are actually prisoner to their own homes and while they can sell their own homes, do not have a place to go and want to stay locally. If we were to become the nucleous of a senioi citizen housing complex here in North Tarrytown, we coul also help relieve the housing crunch for our younger citizens and newly nane families who want to live in our village. Our community to work on a senior citizen housing project is directed to meet this challenge and we hope to see progress in the near future. I North Tarrytown is unique ... and we intend to keep it this way by providing the services our residents all want and at a cost that is affordable.
