Y . ] APRIL 14th, 1986 j i A hearing was held before the Board of Trustees of the Village of North Iferrytown, N.Y. on the Tentative Budget for the Fiscal Year 1986-1987. PRESENT: PHILIP E. ZEGARELLI, MAYOR JAMES J. TDfGNGS, ALAN WILLIAMS, STEVEN SAIMAN, FRANK MANGIERI, SUSAN GALGANO, ARTHUR GBOONI, j TRUSTEES ALSO PRESENT: ROBERT J. PONZINI, COUNSEL The meeting was held in the Court Room on the first floor of the Village Hall in order to enable handicapped persons to attend. Mayor Zegarelli called the meeting to order at 8:10 P.M. and stated that the hearing was being filmed and would be shown on Cable Television. » Mayor Zegarelli stated that the purpose of the hearing was to review the Tentative Budget and permit the residents and taxpayers of the Village an opportunity to comment on the various items listed. ( j \ Mayor Zegarelli proceeded to offer information listed on various charts stating which items had been increased or decreased and then asked if there was anyone present who would like to address the Board. j j Mr. James Donovan, 133 Hunter Avenue stated that he had several questions he would like answered pertaining to the Budget. First, why is the Total Taxable Assessed Value of all Real Property 1986-1987 on Page 2 marked "Tentative"? On Page 5 why was Insurance so high in comparison with last year, and why was Contingency increased so much over last year's Budget as Modified? Lastly, on Page 5 why was Parts & Supplies decreased so much. He also stated that there should be a policeman or auxiliary policeman on duty on Saturday night when people are attending Mass at the Holy Cross Church on Cortlandt Street. He stated that last Saturday night there was an incident and he was afraid someone would get hurt. Mayor Zegarelli stated that in answer to his first question the Tentative Budget was filed prior to the Final Adoption of the Assessment Roll, therefore the figures might be slightly different. He stated that the Insurance item has been increased from $80,000. budgeted last fiscal year to $134,000. due to the increase in insurance premium. He reported that the amount in Contingency is the Final Balance as of the filing of the Tentative Budget and is due to the transferring of Contingency to various other accounts. The transfers we 2 to cover increases in salaries as mandated by the signing of new contracts. Mayor Zegarelli reported that the Auxiliary Police do work on Saturday nights covering the various Church crossings and asked Trur ee Williams to check with Chief Spota regarding coverage for Holy Cross Church. . I jj 1 1 j �-2Michael Frascati, 250 Relbourne Avenue felt that village children were being shortchanged and that more money should be apent on Recreation. Mayor Zegarelli reported that the Village had applied for and been granted a grant for renovations of Friendship Park, Barnhart Park and Margotta Courts playground. Debbie van Glahn, 27 College Avenue stated that she lives across the street from Patriots Park and she would like to see more money spent on the Park. Mayor Zegarelli informed Mrs. van Glahn that the Park, although partially in North Tarrytown is owned solely by the Village of Tarrytown and that we do give them $500. a year to help with the maintenance of the Park. Mayor Zegarelli stated that the Village will be spending $130,000 of Grant and Village funds in the renovation of Friendship Park which lies both in Tarrytown and North Tarrytown and that the Village of Tarrytown is not donating any money for this project. He also informed Mrs. van Glahn that the village is installing additional lighting in that portion of the park that lies in North Tarrytown. Kate Slater, 251 Farrington Avenue stated that she was representing the Community Opportunity Center of Tarrytown and was distressed to see there were no funds allocated for the Center in last year's budget or in the new budget. Mayor Zegarelli stated that the Village would be donating $10,000. to the operation of the Center, and it would be in the new budget also. Berkeley Rice, 265 Hunter Avenue speaking as a "Friend of the Library" asked for an increase in the allocation for the Warner Library. She stated that the Village of Tarrytown was increasing their allocation by 8% and North Tarrytown should increase their donation in keeping with the Library's Budget. Mayor Zegarelli reported that the Tentative Budget did not reflect an increase in the allocation to the Library as the Board had not met with the Tarrytown Board to discuss the Library Budget and as in past years the Tentative Budget reflected the same allocation as the prior years. The Mayor stated that the Village of Tarrytown wanted an entirely different type of contract with several items not previously covered which would take effect over the next three to five years. Trustee Galgano stated that the Village would support the Library as we have in the past. Trustee Ceconi stated that he had just been elected and had attended a meeting of the Library Committee and the Committee would discuss the budget with the Board. He also stated that we would continue to support the Library. Carol Caro, 262 Farrington Avenue stated the Board should continue to support the Library and she was in favor of giving additional funds. Mr. Donohoe stated that the Library should give consideration to providing a Mobile Unit for the use of the Senior Citizens. Mrs. Caro stated that the Library does offer these services. �& -3Alex Fudali, 123 Gordon Avenue asked why the Board did not inform the public that the Tentative Budget would be increased by 14.8% before the Election and that several items were stated at the debate that he would like clarified. Mr. Fudali asked where the Administrator's salary was being charged and Mayor Zegarelli stated that a portion of it was being charged to the Water Fund and the balance to Administrator on Page 3 of the Budget. Mr. Fudali questioned the increase in Duracell's a$£essment and what would the Village do if Duracell contested the increase. * Mayor Zegarelli informed the audience that several years ago the Village Assessor had lowered the assessment of Duracell in accordance with Section 485-b and the Assessor did not increase the assessment every year as provided for in said Section 485-b. Therefore, last year's assessment roll reflected the entire increase. Trustee Timmings reported if Duracell objected to the increase they had an opportunity on Grievance Day to file a Grievance which they did not. Dr. Richard Sweet, 309 North Washington Street questioned payment in lieu of taxes that General Motors would be paying, and inquired if the addition of the Paint Shop would have an effect on the amount of payment in lieu of taxes that would be paid in the future. Mayor Zegarelli stated that the construction of the paint shop would not effect the payment in lieu of taxes as the paint shop was being built to conform to E.P.A. regulations and was not taxable. He reported that the levels of payment to be paid over the next ten years have been set within the agreement signed with General Motors. Dr. Sweet appealed to the Mayor to ask the Town of Mt. Pleasant and the School Board for a more equitable division of funds received by the Town and thqt the taxpayers of North Tarrytown be treated fairly. Mayor Zegarelli stated that he will approach the new Town Supervisor to meet with the Village Board and to pursue the matter. Frank Caro, 262 Farrington Avenue stated that he felt a more equitable solution woul be a general reassessment of the village and town. Mayor Zegarelli stated that a general reassessment would have to be done in conjunction with the Town and County and the cost of same would have to be bonded. The cost of such a project would be several hundred thousand dollars. He also reported that the new Assessor has been investigating various properties which have been converted from one family to multi-family dwe flings and other properties who have improved their properties without first obtaining building permits. Marios DiFelice, 35 Gory Brook Road stated that the type of rate increase was out of whack for the size of North Tarrytown and he believed the village was on a collision course. He felt that the village should cut the budget rather than increase the rate. �-4Mayor Zegarelli asked if there was anyone else who would like to speak. There being no further comments, Trustee Salman moved, seconded by Trustee Galgano that the hearing be closed.
