May 12, 1986 ,, ^^j A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Allen T. Williams Steven Salman Arthur B. Ceconi, Trustees Robert J. Ponzini, Counsel Absent frank Mangieri ; "an Galgano, Trustees Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Timmings moved, seconded by Trustee Williams that the minutes of the meetings held on April 14, 1986 and April 28, 1986 be approved as written. Carried. Mayor Zegarelli called for street light maintenance bids for the year commencing June 1, 1986 - May 31, 1987. Treasurer Amato opened the following bid: Edward McCarthy, North Tarrytown, N.Y. (Check in the amount of $779 enclosed.) $7,779.00 Trustee Timmings moved, seconded by Trustee Salman that the bid be referred to the Administrator and liaison for public works committee for study. Carried. Mayor Zegarelli introduced Ms. Cynthia Russell, Westchester County Dept. of Planning and Edward Penn, Code Enforcement Officer, Division of Housing, Westchester County. Mayor Zegarelli stated that Mr. Penn will provide an up-to-date report on our VIP program. He stated that Mr. Penn has been working with Mr. Margotta, Building Inspector, to bring up-to-date all code enforcement violations and add new strength to the building inspector's office. He will be paid by the County, but will be working in the Village. We as a Board will be looking to the possibility of an amnesty for residents to come in voluntarily and provide information on their own homes to bring codes up-to-date without penalty. Trustee Timmings moved, seconded by Trustee Salman that Edward Penn be appointed Deputy Building Inspector. Carried. �-2Mr. Penn stated that there are some violations in the general area, some serious. The best we can hope to do is to hit the ones in the crucial area, he said. Mr. Lawrence Sally, Deputy Commissioner, stated that the purpose of the program is to maintain safe and sanitary housing. He stated that this was a cooperative effort. He stressed the fact that North Tarrytown was not being singled out in this program. There are other Villages along the Hudson who are in this program, he said. A discussion was held regarding the Westchester County Housing Code after which Mayor Zegarelli moved that the code be added as an addendum to our present Village Housing Code to take effect immediatel upon favorable review by Counsel and consultation with New York State] authorities, seconded by Trustee Salman. Carried. I Ms. C. Russell reported progress in the program. She stated that North Tarrytown was a model Village with which to work. Merchants are meeting on a monthly basis. The new project that the merchants will be discussing will concern activities for the September festival. A sign grant program for merchants has been introduced also, said Ms. Russell. She thanked the Mayor, Administrator and Building Inspector for their help. Mr. T. Homan stated that the Data Processing Complus Associates Watch-wear Firm presented a demonstration to the Court Clerk of on line computer for parking ticket management. We are now in the process of evaluating the cost of that and of the Municipal Computer Services, he said. A detailed report will be made at the next meeting REPORTS Of COMMITTEES ADMINISTRATION Trustee Ceconi reported "progress". GOVERNMENTAL RELATIONS I In the absence of Trustee Mangieri, Mayor Zegarelli stated that ™ the Parking Authority will meet with the public on May 20th to solicit discussions on parking, etc. MANAGEMENT & BUDGET Trustee Timmings stated that the Treasurer is continuing to maint^ a cash balance in the General fund and moved that action of the Treasuri in redepositing certificates of deposit in the first National Bank of North Tarrytown be confirmed, seconded by Trustee Salman. Carried. Trustee Timmings stated that the April financial statement for the Water and General fund has been placed on each Trustee's desk. �-3Trustee Timmings stated that in checking the library payments for 1985-86, we made twelve payments in eleven months to the Village of Tarrytown. At the June, 1985 meeting, Tarrytown reported to us that they had a cash flow problem and we paid them two payments in the month of June, said Trustee Timmings. When we paid the April payment, we paid our payment in full, he said. We have contributed $870 more to the Village of Tarrytown for the support of the Warner Library, said Trustee Timmings. Trustee Timmings stated that at the last work session, Trustee Ceconi brought back a library report through to the month of April. He stated that he was surprised that we were eleven months into a fiscal year and Tarrytown charged zero to electricity account. As of the end of April, there is still 38% of the library budget that is unspent, said Trustee Timmings. If he was aware of this at the time, we would not have been inclined to vote for an increase, he said. He cited mechanical mistakes in the report, as well as minor violations of the State finance Law. Trustee Timmings stated that there is a lot of shaping up required before we get into any serious discussion with Tarrytown on the library. PUBLIC SAFETY Trustee Williams stated that the police awards dinner will be held on Wednesday. A K9 demonstration will be held at St. Teresa's School to which the public is invited. Trustee Williams moved, seconded by Trustee Salman that bids be returned on August 11, 1986 on the old ambulance with an upset price of $1^1,000.5^ Carried. Trustee Williams reported all apparatus in good condition. Trustee Williams reported that a piece of fire equipment was damaged during a call for mutual aid in Tarrytown, but was never replaced. It was understood that it would be taken care of by Tarrytown, he said. The matter was referred to the former fire Chief, Administrator and Trustee Williams for discussion with Tarrytown. PUBLIC WORKS Trustee Salman stated that the water department will begin flushing hydrants on May 19 - 30th. The first week in the Village proper and the second week, the Manors. �-4Trustee Salman moved, seconded by Trustee Williams that Charles DePaola, Sanitation Man, be placed on permanent basis, retroactive to March 27, 1985, $1500 increase. Carried. Trustee Salman moved, seconded by Trustee Ceconi that Otto Armstrong, Sanitation Man, be placed on permanent basis, effective February 6, 1985, $500 increase. Carried. Trustee Salman moved, seconded by Trustee Timmings that the water rate be increased to $9 per thousand cu. ft. and that the minimum rate be increased to $4.50, effective in the August billing. Carried. RECREATION & HUMAN RESOURCES In the absence of Trustee Galgano, Mayor Zegarelli stated that the Board was aware of a disagreement about the softball league (mens There may be a possibility of five teams for the league. MAYOR'S REPORT: Mayor Zegarelli stated that an informational hearing will be held to discuss the report on the Duracell plant on Thursday, at 7:30 Village Hall. Dr. Brazil and Mr. Noyes, Administrator at Phelps Memorial Hospital will also be present. Mayor Zegarelli moved to appoint a court stenographer for the hearing, money to be taken from Contingency, and that the Treasurer be authorized to establish separate sheets for all expenditures presently accrued and for the expenses associated with the Duracell matter, seconded by Trustee Williams. Carried. Mayor Zegarelli noted summer meetings and so moved the following: June 16, July 14 and August 11th, seconded by Trustee Salman. Carried. Mayor Zegarelli stated that the American Cable system has within the franchise a government access channel that is available to municipal government and agencies and moved that the American Cable and the N.Y.S. Cable Television Commission be notified of our desire : the establishment of government channel according to the provisions of the current franchise agreement with American Cable, seconded by Trustee Timmings. Carried. Mayor Zegarelli moved, seconded by Trustee Ceconi that our subscription to the National League of Cities be paid. Carried. Mayor Zegarelli stated that he is in receipt of a letter from the Builders Institute of Westchester County that the landfill will be closed on June 30, 1986 and no longer will building construction material be disposed of at the Croton landfill. They are requesting suggestions for sites within the community, if any, which can be used for the disposal of construction waste. The matter was referred to the Administrator. Mayor Zegarelli noted a letter from John Campbell of GallagherBassett Insurance Service thanking the Board for its selection of their company. �-5- *&¥- Mayor Zegarelli moved, seconded by Trustee Ceconi that United Nations Day be proclaimed in November. Carried • Mayor Zegarelli stated that May 17th is Community Day at Lyndhurst for the three Villages and the public is invited to tour the historical site free of charge. Trustee Timmings moved that the flyer be posted, seconded by Trustee Williams. Carried. Mayor Zegarelli stated that he had sent a letter to the Supt. of Schools requesting permission for overflow of cars of those people who will be attending Msgr. Potocek's anniversary Mass at Holy Cross Church to park their cars on the Morse School parking lot, Sunday, June 1st. He also requested permission to issue a proclamation to Msgr. Potocek. Trustee Timmings so moved, seconded by Trustee Ceconi. Carried. COMMUNICATIONS Communication from Andrew and Lena O'Neill, 134 New Broadway, requesting a curb cut was read and referred to public works and building inspector. UNFINISHED BUSINESS Trustee Williams moved that Sally Isler, Animal Control Officer, hourly rate be increased to $5, retroactive to April 17, 1986, seconded by Trustee Timmings. Carried. NEW BUSINESS Trustee Timmings moved, seconded by Trustee Williams that the Mayor be authorized to sign the second amendment to the agreement with the County of Westchester and Village for rehab work on the three parks. Carried. Trustee Timmings moved, seconded by Trustee Williams that the Mayor be authorized to sign the contract with the SPCA for the year commencing June 1, 1986 - May 31, 1987. Carried. Mayor Zegarelli moved, seconded by Trustee Salman that the bills submitted on the General fund and Water & Sewer warrants dated May 12, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Timmings moved, seconded by Trustee Ceconi that the same be duly adjourned. Carried.
