Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Galgano moved, seconded by Trustee Ceconi that the minutes of the meeting held on May 12, 1986 be approved as written. Carried. Mayor Zegarelli called for bids on the sewer line under the ramp at General Motors. Treasurer Amato opened the following bids: Thale Construction Co., Briarcliff Manor, N.Y. Option A $176,350 Option B 100,325 Certified check in the amount of $5,000 enclosed. J. C. Perri, Tarrytown, N.Y. Option A Option B 218,920 75,650 Bid bond enclosed. Trustee Timmings moved, seconded by Trustee Galgano that the bids be referred to the Administrator and public works Trustee liaison for a report at the next meeting, June 16th. Carried. Mayor Zegarelli called for bids for roofing of Municipal Building. Treasurer Amato opened the following bids: . Mortelliti Roofing Co., Inc., Elmsford, N.Y. All roofing $52,790.00 Install one interior roof drain & new piping 3,200.00 Total $55,990.00 Check in the amount of $2,000 enclosed. �-2Trustee Timmings moved, seconded by Trustee Ceconi that the bid be referred to the Administrator and Trustee liaison for study. Carried. Mayor Zegarelli called for bids on curbs and sidewalks. No bids received. Trustee Timmings moved, seconded by Trustee Galgano that the Clerk re-advertise for bids, returnable June 23rd, at A P.M. Carried. Mayor Zegarelli stated that the Board called for an information hearing on a proposed law for the creation of Historic Districts and Landmark sites in the Village of North Tarrytown. Dr. Edward Zegarelli, representing the Historical Society of the Tarrytowns, stated that the Village of North Tarrytown is rich in historical landmarks and sites. He stated that these historical landmarks attract more tourists into the community. North Tarrytown and surrounding areas are synonymous with historical landmarks, he said, and it is important to identify those landmarks that have not been identified before. Dr. Zegarelli stated that the survey by the County of Westcheste might serve as a foundation for the Village to study. Should this advisory board be adopted by the Village, the Historical Society will aid the Board in completing the proper forms for processing. He stated that we should not delay in identifying these structures. Dr. Zegarelli stated that he was authorized by Fred Gross to state that he was totally in support of this advisory board. Mrs. Mildred Barbella stated that the Historical Society will be very pleased to help the Board as soon as the law is passed. Mr. Nicholas Robinson stated that he supported and echoed the statements of Dr. Zegarelli. I Mayor Zegarelli stated that the Economic Council is looking | into the redevelopment of Beekman Avenue. There are no grants involved--only private monies. He stated that many people feel that a historic preservation district or series of laws could actually ham-string the landlord or owner from over-selling his or her propert] and receiving just compensation for their original investment. He asked if this was a common occurrence in communities that have i historical preservation laws on their books. Dr. Zegarelli stated that this would depend on what you put in your ordinance. It could be referred to the Zoning Board. Should the owner want to improve or remove the building, the advisory board would have to come in. Mayor Peter Barbella of Tarrytown stated that the Village of Tarrytown experienced very little remonstrance and urged him to take the step. Mr. Robinson stated that the historical testimony can enhance the value. �Trustee Salman stated that he has been working on getting a landmark for the railroad station which will be on the State register in the fall. Mayor Zegarelli stated that we should also be looking to having the name of the Village changed. No other comments, Trustee Timmings moved, seconded by Trustee Galgano that the informational hearing be closed. Carried. Mayor Zegarelli stated that the Board will review the proposal and comments will be taken under close consideration. the Administrator - Mr. T. Homan stated that/Chestnut Street storm drain extension which the County has agreed to will be starting. Within the next month or so, a contract will be signed, he said. REPORTS Of COMMITTEES ADMINISTRATION Trustee Ceconi reported "progress". GOVERNMENTAL RELATIONS Trustee Mangieri stated that the Senior Housing committee met and discussed some of the proposals. Section 202 of the federal Housing Code was also discussed. After calling Washington, said Trustee Mangieri, the program is not dead, but it is extremely difficult to get funds. Another meeting will be held in June. MANAGEMENT & BUDGET Trustee Timmings reported a cash balance in the General Fund and that the Treasurer continues to ./I?aP1tc*eJrtificates of deposit in the first National Bank of North Tarrytown. Trustee Timmings moved, seconded by Trustee Salman that the Treasurer be authorized to make the following transfers: (see attached) Trustee Timmings moved, seconded by Trustee Galgano that the Treasurer be authorized to transfer the amount of $2,734.76 from the General Fund to the Police Justice account in order to close out the account formally used by Judge Maroney. This account was overdrawn because many checks were returned marked insufficient funds. Mayor Zegarelli suggested that the administration look into the taking over the running of the collection of fines from tickets, especially since we have established the North Tarrytown Parking Authority. They will be responsible for the collection of tickets since the monies will be utilized for developing off-street parking. The Mayor stated that he was in receipt of a letter from an official who was attending a meeting with him and who received a ticket. When he had paid by check, it was returned. He stated that �-4he was accosted on the train by several people who have complained that their checks were returned. This was very embarrassing, he said There is legislation which would allow the State to credit municipalities in successive monthly reports as a result of checks which have been returned for insufficient funds. PUBLIC SAFETY Trustee Williams stated that he is in receipt of a request from Sgt. William Patten to attend a seminar at Horseheads, N.Y., on negotiating successful release of hostages June 2-3, at a cost of $135. Mayor Zegarelli questioned as to where the money will be taken and what effect the scheduling has on this request. He stated that we are in court because of a claim that there is no supervisory officer on the police desk. The matter was referred to the administrator. Trustee Williams stated that he is in receipt of a letter from the North Tarrytown Realty Associates, owner of 100 College Avenue, granting permission to the police to enter his building to control trespassing and drug traffic in his building. Trustee Williams moved, seconded by Trustee Galgano that the letter be made a part of the record. On the question, Mayor Zegarelli stated that while the letter is appreciated, the Village will do whatever it can in the matter of policing, however, he would like to believe that the landlord is not abdicating his own responsibility. This is an authorization, but he has a responsibility as any other landlord, said the Mayor. Trustee Timmings stated that this is a good opportunity for the Village to make periodic inspections by the fire department. Mayor Zegarelli stated that the Village is responsible for proper policing, but we should not be the ones to take care of the property in total, and recommended that a letter be sent to Mr. Kavy. Trustee Salman so moved, seconded by Trustee Ceconi. Carried. Trustee Williams stated that he is in receipt of a letter from a Mr. Michael Stutter, 126 Millard Ave., thanking Ptlmen. Nevelus Pelligrino and DiCairano for their help when his house was about to be burglarized and moved that a copy be placed in their folders, seconded by Trustee Timmings. MAYOR'S REPORT: Mayor Zegarelli stated that he is in receipt of the agreement with Gallagher Bassett, our new insurance company. Trustee Timmings moved, seconded by Trustee Salman that the Mayor be authorized to sign same. Carried. He stated that he would be thankful for our support and making known their needs for the new expansion. They would also like to be included in any other future grant applications, he said. Mayor Zegarelli stated that there will be a meeting on June 12th for all organizations, groups, senior citizens, etc. to discuss the fall events to be held in the Village. COMMUNICATIONS Communication from John Murphy, fireworks Chairman, Tarrytowners and Proud Of It, requesting a donation for the fireworks display on July 4th was read. Trustee Timmings moved, seconded by Trustee Williams that the same donation as last year be granted. Carried. Communication from William Johnson, Skilled Laborer in the Public Works Department, resigning as of May 30th, 1986 was read and on motion of Trustee Salman, seconded by Trustee Timmings, his resignation was accepted with regret and that a letter of appreciation be sent to him. Carried. Communication from Kay Lingardo, President of the Neighborhood Association, requesting permission to hold a Tag Sale on June 8th was read and on motion of Trustee Galgano, seconded by Trustee Salman permission be granted and police notified of same. Carried. The Clerk noted a letter which was placed on each Trustee's desk, from Michael Gilman, Staff Director of a Citizens Campaign Group, that their non-profit organization concerning with ensuring everyone's right to a healthy environment will canvass the Village between May 27-Jan. 1, 1987 from 4 - 9 P.M. �-6Mayor Zegarelli stated that the matter be referred to the Police Chief for background check and report back to the Board. UNFINISHED BUSINESS Trustee Salman moved, seconded by Trustee Timmings that the bid for street lighting maintenance contract for the year commencing June 1, 1986 - May 31, 1987 be awarded to Edward McCarthy in the amount of $7,779.00. Carried. NEW BUSINESS Trustee Galgano moved, seconded by Trustee Ceconi that bids { be received on June 16, 1986 for bathroom work in Union Hose Company. Carried. Trustee Salman stated that many contractors are not aware that building permits should be obtained before work is done and suggested that we look into the manner of enforcing this regulation. Trustee Salman moved, seconded by Trustee Galgano that the Mayor be authorized to sign the bus shelter agreement with the County for the shelter to be installed at the corner of Beekman Avenue and Cortlandt Street. Carried. With regard to the N.Y.S. Conference of Mayors which will be held in Niagara Falls commencing June 5th, Trustee Galgano moved, seconded by Trustee Ceconi that reimbursement for expenses will be made upon the submission of proper vouchers, etc. Carried. Trustee Ceconi moved, seconded by Trustee Galgano that the bills submitted on the General Fund and Water & Sewer warrants dated May 27, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolutio; be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Salman moved, seconded by Trustee Ceconi that the same be duly adjourned. Carried. It has been brought to my attention (through numerous complaints by residents and tenants of the building) that there is trespassing, loitering and drug trafficking going on in the common areas (including the basement, roof, lobbies, hallways and stairwells) of the building. It has also been brought to my attention that the Ncrth Tarrytown Police Department cannot enforce certain violations of the Law which occur on the premises without my authorization due to the legal restrictions or requirements. This letter is being provided to you tc show my support and cooperation with the North Tarrytcwn Police Department in enforcing violations which may occur on the premises of 100 College Avenue. Therefore, please be informed that I have not given permission (nor has anyone else entitled to grant it) to "anyone" to take, use, possess, enter or damage the premises and its common areas (including but not limited to the basement, roof, lobbies, hallways and stairwells) for the purpose of trespassing, loitering, drug trafficking or any other illegal activity. Thus, I hereby authorize the Village of North Tarrytown Police Department and its Agent to enter 100 College Avenue for the purpose of enforcing violations of the law which may occur on said premises. Also, please be advised that I and my designated agents will sign any paperwork and/or documentation that may be necessary in order to enforce and properly prosecute any violations of the Law which occur at 100 College Avenue.
