December 15, 1986 v A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Steven Salman frank Mangieri Susan Galgano Arthur B. Ceconi, Trustees Absent Robert J. Ponzini, Counsel Allen T. Williams, Trustee Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Salman moved, seconded by Trustee Ceconi that the minutes of the meeting held on November 24, 1986 be approved as written. Carried At this time, everyone in the room had to evacuate the building. After returning to the Board room, Mayor Zegarelli stated that the police received a telephone call which was recorded on tape that there were two bombs planted upstairs. Taking precautions for the safety of people, the Chief and members of the department decided to evacuate the building, said the Mayor. Mayor Zegarelli stated that tonight's meeting is founders day of the Village. Our 112th Anniversary. (December 17, 1874) He gave a brief background of the incorporation of the Village and extended an invitation to the many people representing various boards, commissions, present to participate in refreshments after the meeting. Mayor Zegarelli read the notice of hearing for an increase in taxi fares and asked if there was anyone present who would like to address the Board. Mr. Joseph Valcarce, owner of Knapp-McCarthy stated that the request for an increase in fares is due to the increase in insurance premiums. From this increase, he stated that drivers will be given an increase which he hopes will attract better drivers who will provide better service to the community. Mayor Zegarelli stated that a 50c fare discount will be given to all senior citizens. This amount doubles the increase from last year. No other comments, Trustee Timmings moved, seconded by Trustee Galgano that the hearing be closed. Carried. Mayor Zegarelli stated that since our next Board meeting will not be held until next month, asked the pleasure of the Board regarding taxi increase. �-2Trustee Salman moved, seconded by Trustee Ceconi that the following Local Law #7 be adopted: (L. L. #7 in detail official minutes) Trustee Ceconi moved, seconded by Trustee Salman that the meeting be abbreviated at this time in order for presentations to be made. Carried. Mayor Zegarelli presented John Margotta, retired M.E.O. a certificate of appreciation for his twenty years' of service to the Village. 1 Mayor Zegarelli stated that the Board joins him in recognizing I two policemen and a member of the K9 Patrol for the exemplary service that they committed for the Village of North Tarrytown in the most recent seisure of an escaped convict. He presented Ptl. John CappelL a certificate of appreciation for his capture of the escapee. He stated that some of the print media did not recognize the singular effort that John put into the capture. Mayor Zegarelli presented Ptl. John DiCairano with a certificate of appreciation for being instrumental in helping to locate the priso with Zoltan, K9. (A beef bone was presented to Ptl. DiCairano for Zoltan). Mayor Zegarelli stated that the commentary in his place of business was that the police department acted extremely professional. They were well-disciplined and worked hard. The men turned out in ! force, he said. The men brought honor to the Village, said the Mayo! (REPORTS OF COMMITTEES) ADMINISTRATION Trustee Ceconi stated that the Village's consultant, Barry Strocll is evaluating the fourteen computer proposals. His evaluation willi be completed in January. ' Trustee Ceconi stated that the architect, Bob Barstow, has prepared two plans for offie expansion, following public input on the two plans, the Board will make a decision sometime in early January. Trustee Ceconi moved, seconded by Trustee Galgano that the Administrator be authorized to prepare a request for proposals for Village Wide Reassessment Services. Carried. RECREATION Trustee Galgano reviewdlrecreation activities over the year. Sh< stated that the three parks were renovated and completed in the spri Day camp and Tot Camp was successful. There were band concerts, a race, etc. We are presently working on a grant for additional fund for recreational facilities. GOVERNMENTAL RELATIONS �-3- <^v Trustee Mangier! stated that the Parking Authority has come to an agreement with owners to provide additional parking on Beekman Avenue. The meetered parking area is located in the rear of the first National Bank and Post Office. We will gain about 15 spaces, he said. PUBLIC WORKS Trustee Salman moved, seconded by Trustee Timmings that a public hearing be held on January 12th on a proposed local law for the numbering of buildings. Carried. Trustee Salman moved, seconded by Trustee Ceconi that John Vincek be appointed Assistant Road foreman at a salary of $26,145, effective immediately. Carried. Trustee Salman stated that the sewer project was completed on Beekman Avenue. It eliminated a sewer problem which existed. He stated that a drainage system was installed on New Broadway to eliminate the flooding problem. Trustee Salman stated that the department repaired the water main breakage on Elm Street and saved the Village $1500. He stated that the new sweeper did an excellent job on Beekman Avenue. We are ahead of the leaf collection schedule, he said. December 19th is the last day for leaves to be picked up by the vacuum, after which they must be placed in bags. Trustee Salman stated that there were upcoming projects, i.e. drainage study at Bellwood and Hunter Avenues. Options will be provided to alleviate the flooding, he said. He stated that a new system for garbage pickup is being studied. A replacement of the Palmer Avenue bridge will be done in the spring. Trustee Salman stated that the Village will be developing a street construction program. He stated that some of the roads are 50-60 years old and some are in excellent condition. Trustee Salman stated that the Village is contemplating on purchasing two trucks, combination storm drain cleaner and a vacuum cleaner. Trustee Salman stated that we have a local law regarding garage sales during which signs have to be removed within three days of the sale and he is requesting that publicity be given to notify residents of same. MANAGEMENT & BUDGET Trustee Timmings stated that at the Westchester County Village Officials meeting last week, an applause was received for the fine police work that our police department did during the prisoner escape. He stated that there was no report in the paper. Everyone present at the meeting was aware of the negative press that generated into North Tarrytown after June 29th. He stated that he just wanted people to know how much support the police do receive. �-4Trustee Timmings moved that the Treasurer be authorized to transf< the following funds from Contingency Account to Water Department and from Contingency Account to the General Fund Account to cover salary actions that we plan to take at next week's special meeting for nonunion people in water and recreation, seconded by Trustee Ceconi. Carried. Trustee Timmings stated that the Village Law of the State of New York, provides that the Treasurer, Clerk, Deputy Treasurer and Deputy Clerk be residents of the Village, however, it does provide that if a local law is passed and established on the books, any of the four titles can reside anywhere within the County. Trustee Timmings stated that we have several long-term employees J retiring in the near future and a long term employee who is qualified to step into the job. 1 Trustee Timmings moved, seconded by Trustee Galgano that a public! hearing be held on January 12th on a proposed local law to allow Counj residents in these positions. Carried. Trustee Timmings stated that the Village continues to maintain a balance in the General fund. We have c.d. notes in the First National Bank of North Tarrytown which will mature January 6, 1987 and moved to confirm action of the Treasurer, seconded by Trustee Galgano. Ca! Trustee Timmings stated that the Westchester Village Officials are having its annual dinner dance and in accordance to law, members of the Board of Trustees, Clerk and Treasurer are authorized attend the dance and the Village may reimburse those attending. Trustee Timmings moved, seconded by Trustee Ceconi that the Village support the people attending the WCVOA dance. Carried. Trustee Timmings moved, seconded by Trustee Ceconi that North Tarrytown take an ad for the Village in the journal. Carried. Mayor Zegarelli stated that the money collected for the ads is ui to pay the lobbyists in the State and County legislature. Trustee Timmings stated that we are in the final draft stage of the contract with the teamsters union. He stated that several items were to be added to it and moved that the Mayor be authorized to sigi same, seconded by Trustee Galgano. Carried. Trustee Timmings stated that the WCVOA has taken a position on t County budget and moved that the Village of North Tarrytown, join with the Association asking that the County legislators review and minimize the amount of tax increase that is contained in the propose budget for the following year, seconded by Trustee Galgano. Trustee Timmings amended the motion that copies be sent to the leaders of the majority and minority parties and County Executive, seconded by Trustee Galgano. Amendment and motion carried. �4*3 PUBLIC WORKS Trustee Salman stated that a letter has been received from Richard Gross, Sewer Main. Man, Grade II, that he passed a Civil Service exam for Water & Sewer Main, foreman and ranked #1 with a grade of 82% and he would like to have it placed in his file for future use and so moved, seconded by Trustee Timmings. Carried. MAYOR'S REPORT: Mayor Zegarelli moved that a public hearing be held on a proposed local law to establish recreation fees for the fiscal year 1987, on January 12, seconded by Trustee Galgano. Carried. Mayor Zegarelli moved, seconded by Trustee Timmings that a public hearing be held on January 26th on a proposed local law to rezone a portion of the Phelps Memorial Hospital property for a Day Care Center. Mayor Zegarelli amended the resolution that the Mayor be declared to be the lead agency for all Environmental matters that may come before the Board with regard to public hearings on different matters, seconded by Trustee Timmings. Carried. Mayor Zegarelli moved that a public hearing be held on a proposed local law for condominiums as per request of the North Tarry town Realty Associates, seconded by Trustee Timmings. Carried. Mayor Zegarelli moved to hold a special meeting on December 23rd to consider salary adjustments for non-union employees, seconded by Trustee Ceconi. Carried. Mayor Zegarelli stated that he, together with the Administrator, attended a series of meetings on the Pocantico River Watershed. The idea of the study was to provide a basis of understanding in ratifying future developments. It was agreed that all communities abounding the Pocantico River would share in the expenses, and so moved that $14,000 be appropriated for North Tarrytown's participation, seconded by Trustee Timmings. Carried. COMMUNICATIONS Communication from Assistant Chief A. Apollonio, Sec'y. of fire Council regarding changes in membership in Union Hose and Columbia Hose Companies was read and on motion of Mayor Zegarelli, action of Council was confirmed, seconded by Trustee Timmings. Carried. Communication from Douglas Voight, 23 Fremont Road, requesting that a tree be trimmed in front of his property was read and referred to the tree inspector. Mayor Zegarelli moved, seconded by Trustee Galgano that the bills submitted on the General Fund and Water & Sewer warrants dated December 15, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. �-6At this time Mayor Zegarelli introduced members of various boards and commissions who were in attendance. There being no further business to come before the meeting, Trustee Salman moved, seconded by Trustee Galgano that the same be duly adjourned. Carried.
