PRESENT Philip E. Zegarelli, M&YOR James J. Tinmtngs Allen T. Williams Steven Salman frank Mangieri Susan Galgano, TRUSTEES Robert J. Ponzini, COUNSEL Mayor Zegarelli called the first meeting of the year to order at 8:00 P.M. with a prayer and salute to the flag. I Trustee Timmings moved seconded by Trustee Galgano the minutes of the special meeting on December 23, 1987 be approved as written. Carried Mayor Zegarelli opened first Public Hearing and read the notice of proposed local law entitled "Residence Requirement Village Clerk/Deputy Village Clerk and Village/ Treasurer'.' Pursuant to the authority provided in the Village .Law of the State of New York, Sec. 3-300, the Village of North Tarrytown shall provide that in lieu of any residence requirement imposed by Village Law, the person appointed the position of Village Clerk or Village Treasurer/Dupty Village Treasurer, may reside within the County of Westchester, said county being the County in which the Village is wholly or partially situated. » Mayor Zegarelli asked anyone oresent would like to address the board. Ifo comment. Mayor Zegaielli moved that the hearing be closed. Seconed by Trustee Ceconi; Carried. Mayor Zegarelli opened second Public Hearing and read the notice of proposed Local Law entitled "Recreation Fees" which shall provide that whenever the Planning Board of the Village of North Tarrytown, in approving a plat showing lots, blocks, or sites, with or without streets or highways, determines that a suitable park or parks of adequate size cannot be properly located in any such plat, or as otherwise not practical, there shall be paid to the Village a sum of money to be used for a neighborhood park, playground or recreation purposes, including the acquisition of such land for such purposes, to be computed in accordance with a formula contained in this local law and subject to various conditions including but not limited to, that the fee shall be 10 cents per sq. ft. of area subject to a nrinimum of $1,00C per lot. Mayor Zegarelli asked if there was anyone present who would like to address the Board on the hearing. Mayor Zegarelli stated that if there was property to be developed for condos or any other development, the developer would have to remunerate/ a fee, which would be a one-shot fee, to the Village so that additional services in the way of recreation would be provided. No other conments, Mayor Zegarelli moved that the hearing be closed, Secon.ded by Trustee Galgano, Carried. �0 -2Mayor Zegarelli opened third Public Hearing read the notice on the proposed local law entitled "Niinbering of Buildings" The purpose of this local law shall be to require the clear display of house numbers from public streets for all properties that contain principal buildings within the Village of North Tarrytown in order to assist the general public or the authorities in identifying any property in case of an emergency, as well as for the welfare of the general public conducting its normal affairs. This local law shall provide for specifications existing numbers and assessments for those who fail to comply. A full text of this local law is available for inspection in the Office of the Village Clerk during regular business hours. Being no comment Mayor Zegarelli proposed the hearing be closed, seconded by Trustee tinmings. Carried. REPORT Of OOtfUTTE AEMINISrRATION: Trustee Ceconi reported "progress". FINANCE & BUDGET: Trustee Tinmings explained revenue sharing and distribution of taxes. He stated that in the past, we receivjed revenue sharing from the Federal and State Governments, however, the Federal Government has discontinued the Federal Revenue sharing program. This money was used to purchase police cars, fire department equipment, etc.. The Village will now have to look elsewhere for fund ing. The County Legislators have been talking about a 1% % sales tax to be distributed among the Villages. This would be of benefit to the Village, he said. POLICE & LIGHT: Trustee Williams stated that he is in receipt of a request for Ptl. DiCairano to attend PR-24 Side-Handle Baton Instructor School in White Plains April 1,2 and 3, 1987 at a cost of $245.00. No overtime would be involved. tee Williams gave the following police report;, / / (IN DETAIL OFFICAL MINUTES) \ {Trustee Williams moved, seconded by Trustee Tinmings that Ptl Dicairano be authorized to attend the school. Carried Trustee Williams reported that an article appeared in a consumers magazine regarding motor oil for vehicles. He stated that we should be using 10W30 oil as well as certain filters. This would reduce expenses, he said. The article will be given to the Administrator. Trustee Williams stated that REscue HOse and Union Hose Companies will be celebrating their 100th Anniversary with different events. �-3North Tarrytown has been selected for the Hudson Valley fire Convention, said Trusteee Williams. Ihere will be a 3 - A hour parade of over 10,000 marchers. The companies will be reco gnized at the first meeting in June, he said. Trustee Williams stated that we were unable to sell the fire ambulance. He stated that the Board should discuss its future. The Administrator stated that he received a call from an Interested party who had given us a price. MftYgR'S REPORT Mayor Zegarelli stated that he is in receipt of a letter from Chief Oliva (XHmending the police department for the wonderful job they did in capturing the prisoner who escaped from Sing Sing. Mayor Zegarelli stated that through negotiations with the work force and teamsters, all offices,department*will be closed on January 19th, 1987, Martin L. King's Birthday. Trustee Timmingsbo moved, seconded by Trustee Ceconi, Carried. Mayor Zegarelli stated that February is Black History month. will be made during the month. PUBLIC WORKS: Trustee Salman stated that he i s in receipt of a l e t t e r from Or i n Lehman, Director of P a r k s , R e c r e a t i o n & H i s t o r i c P r e s e r v a t i o n , r e g a r d i n g t h e Philipse Manor S t a t i o n which p r o v i d e s funding for h i s t o r i c p r o j e c t s . He s t a t e d t h a t before t h e a c t u a l p r o j e c t p r o c e s s can b e g i n , they must put i n p l a c e t h e r e g u l a t i o n s which w i l l implement the T i t l e 9 Grant programs, s a i d T r u s t e e Salman. Trustee Salman stated that a bus shelter is being installed at the corner of Cortlandt Street and Beekman Avenue. Trustee Salman stated that we will be testing a new piece of machinery "vac-all" which would be of benefit to the Village. The men have been cleaning the storm drains A decision will be made based on the testing of this machine. Trustee Salman stated that a pilot study has been made regarding the automotive method of picking up barbage. This was mentioned at a previous meeting. He demonstrated a sample type of container which would be rolled to the curb by the property owner. Ihe container would be attached to the rear of the truck and enptied into the truck. He stated that this system was implemented in other areas. He stated that i t would be tried. Trustee Salman stated that if the program works and we think i t is appropo, the man would be transferred to another department. Following a discussion, Mayor Zegarelli stated thatthis would be done as a t e s t . �O k ^ -4- RECREATIQN & HIMAN RESOURCES: Trustee Galgano stated that the Village joined the North East Westchester Special REcreation, Inc. last year which provided special programs for the physically handicapped people. We will be going into the same program this year. Trustee Galgano moved, seconded by trustee TirnnLngs that the Mayor be authorized to sign the agreement with the North East Westchester Special REcreation, Inc. for 1987 in the amount of $1,570. Carried. OOMflJNICATIONS The Clerk Read notices of claims from the Black Elite Social Club, Williams Williams, Sylvester Williams, Henrietta Brand, James Brand and Leanne Blalock which were referred to the Insurance Company. Trustee Timmings moved, seconded by Trustee Ceconi that action of the Clerk be confirmed by the Board, Carried. UNFINISHED BUSINESS Mayor Zegarelli stated that he is in receipt of a letter from the White House that our bill for the extra security of our police during the President's visit to the Rockefeller Estate was turned down. Mayor Zegarelli stated that even though the amount was not that great, he was of the opinion that it was going to be paid. He stated that New York City is always paid for their securing. Trustee Timmings moved that the Mayor be authorized to sign the prisoner transportation reimbursement agreement with the County, seconded by Trustee Ceconi. Carried. Trustee Timmings mo^d, seconded by Trustee Ceconi that the Mayor be authorized • the drainage study in Philipse Manor, Sleepy Hollow Manor. Carried. NEW BUSINESS Counsel Ponzini stated that a title report was received from Westhab in connection with 79 College Avenue. A status report will be made at the next meeting of 79 College Avenue Corporation in order to transfer money back to the general fund. Mayor Zegarelli requested the Administrator to look into the Insurance coverage for the Cable TV Center to be housed in the Water Department Building on North Broadway on a temporary basis. Trustee Ceconi inquired if a report was received from the COC and was answered in the negative by the Mayor. Trustee Ceconi moved, seconded by Trustee Galgano that the Mayor be authorized to send a letter to the COC Board of Directors for a report. Carried. Trustee Williams stated that the Fire Department Convention Comuittee Chairman of Publicity has requested to erect a sign at the triangle and across Beekman Avenue advertising the Convention and so moved that permission be granted, seconded by Trustee Ceconi, Carried �-5Mayor Zegarelli moved, seconded by Trustee submitted on the General Fund and Water January 12, 1987 be paid after approval the Treasurer be authorized to pay same resolution be attached to the warrants.
