PRESENT: ALSO PRESENT: James J. Timmings, Deputy Mayor Allen T. Williams Steven Salman frank Mangieri Susan Galgano Arthur Ceconi, Trustees Robert J. Ponzini, Counsel Shirley Marmo, Dep. Village Clerk Catherine Gravenese Dep. Treasurer ABSENT: Philip E. Zegarelli, Mayor Tom Homan, Administrator Deputy Mayor Timmings called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Ceconi moved, seconded by Trustee Galgano that the minutes of January 26, 1987 be approved as written. Carried. Deputy Mayor Timmings asked if there was anyone present who would like to address the Board. Mario Belanich, 153 No. Washington St., addressed the Board about the the snow storm which occurred about ten days ago. five days later some of our local streets were not passable, he said. There was only one truck in working condition, he said, which required the Village to hire outside trucks, He stated that since last November the street was not cleared because the sweepers were broken and being repaired, Village employee told him that they were waiting for parts. They were both out-of-order at the same time, he said. ^Last year , the Mayor stated around budget time that they wouldn't cut services. A few weeks later, the budget was adopted and service were cut. We are hearing again that residents will have to put their garbage at the curb. Why do we have to pay high taxes and cut services, he said. All other villages were clear, but we weren't. General Motors had a sign posted on exit to not use Howard Street, because it was not passable. Worst in twenty years. Deputy Mayor Timmings stated that he checked with the Admininstrator and he assured me there were seven trucks out in the storm. Certainly this is a big difference from one truck, he said. �-2Trustee Salman stated that Mr. Belanich made a few comments he would like to answer, cutting garbage and bulk pickup remains the same as always. At the time of the snowstorm, we had nine trucks out. Sidewalk pickup was generated by a group of people, not the Board to elminate curb side pickup. The only thing that was discussed was the automated process. Trustee Salman also stated that during/storm some men worked twenty-seven hours straight, going into the weekend, all equipment was out and workable. Yes, some snow was on some streets. We had twelve inches of snow. It got very cold and the snow did not melt. The Village trucked away twenty loads of snows on Howard Street alone, he said. Trustee Salman stated that one year, the Village spent $70,000 to remove snow, We spent only $4,000 this year. Trustee Salman stated that if We lease equipment and drivers under emergency circumstances and we did have the Mayor declare Snow Emergency, it is less expensive for the Village. Trustee Salman stated if We had the three vehicles that the Village leased it would cost the Village $200,000 of equipment lying around until being used, plus three extra exployees on the payroll at cost of $25,000 plus benefits. Trustee Salman stated that as for the sweepers, they are not used below freezing weather. They have to spray water which freezes and makes the streets slippery. We have an employee who sweeps the street by hand, unfortunately, He just had a heart attack, the Village wishes their best to Mr. Petta., He's in Phelps Memorial Hospital in stable, but critical condition. Trustee Salman stated that North Tarrytown was not in any worst shape than any other Village from what he observed. Trustee Salman stated that considering that the Village hasn't made it a habit of towing cars and cars were parked on both sides o^the street made it almost impossible to clear snow. He stated that/the Village is going to do is to post some streets as snow streets. The Village has had Local Laws on the books indicating snow streets and what we are going to do is pass them. We have a problem with parking, especially On weekends when people are home and can't park. We have had police with bull horns asking people to move their cars and they weren't moved. Mr. Donald C. Caetano, 14 Lawrence Ave., addressed the Board stating that the police asked people to move their cars on Lawrence Ave. and they were moved right away. It took five days to do a wonderful job, he said. When a man commits himself to the Village He should be out there working. You had only two vehicles, not seven vehicles out, he said. �-3Trustee Salman stated the comment made previously that the Village had only one vehicle out is not so. Trustee Salman stated will not go into backyards shoveled and cleaned. The compensation just recently during snowstorm, the Sanitation Dept. to collect garbage if they are not Village has several employees out on because of job related injuries. Deputy Mayor Timmings stated that Mayor Zegarelli is away on business in Los Angeles until Wednesday. REPORT OF COMMITTE ADMINISTRATION: Trustee Ceconi stated that our Administrator Tom Homan is attending N.Y. Conference of Mayors meeting in Albany. GOVENMENTAL RELATION: Trustee Mangieri, Reported Progress PUBLIC SAFETY: Trustee Williamss moved, seconded by Trustee Galgano that Patrolmen DiCariano and Biro be granted permission to attend a TWI Program in Ellenville, Feb. 25-26 at a cost of $136.00 and permission be granted for use of a Village Vehicle. Carried. No overtime involved. Trustee Williams moved, seconded by Trustee Galgano that the the Chief of Police be granted permission to attend the N.Y.S.L.I.P Conference at the Turf Inn, Albany on Feb. 19, 1987. Carried Trustee Williams stated that Rescue Hose apparatus was in a minor accident last week because of the ice road, it slid causing minor damage to a car. There was an estimate of $1200, damage to the running board of the fire truck. Trustee Williams stated there was a bad accident near 117, Town of Mt. Pleasant, our police and firemen were summoned. Jaws of life were used. Our men did a terrific job. Trustee Williams stated that if fire hydrants have not been dug out by the Water Dept. Village , residednts are asked to dig them out near their home for their own protection. PUBLIC WORKS: Trustee Salman stated nothing else to report other then, what was discussed. Trustee Salman stated We had a lot of input on the automated garbage program from our citizens. A lot people volunteered and some had negative comments. We have had such a negative response to this, so at this point, the the program will be dropped at this time and so moved, seconded by Trustee Williams, Carried. ?>r" �-4RECREATION & HUMAN RESOURCES: Trustee Galgano moved, seconded by Trustee Ceconi that Mary Zimmerman be granted permission to attend the annual State Conference, at N.Y. State Recreation & Park Society, Albany, on April 5-8 at a cost of $290.00. MAYOR'S REPORT: Deputy Mayor Timmings stated that as required by law, the Board of Trustees will sit as a Board of Assessment review for Grievances, on February 17,1987 from 4:00 to 8:00P.M. at 28 Beekman Avenue in the Board Room. Notice has been published in the local paper. Deputy mayor Timmings stated that the Annual Washington Birthday Dinner is being held on February 23, 1987, which is also the next Board Meeting. COMMUNICATIONS ,(None) UNFINISHED BUSINESS: Trustee Galgano stated taht a couple week's ago comments were made regarding Recreation Employees. She stated that comments should be made at a proper time and place, at a meeting, or call the Trustees or Administrator so that complaints can be taken care of properly. Deputy Mayor Timmings stated that this Board has been one of the most open and willing to listen to the residentsjof the Village. I Deputy Mayor Timmingsjstated that he is in receipt of a memo from the Administrator calling for a Public Hearing on March 23, 1987 on "Accessory Use" in the Hospital District to enable the Hospital to use the James House. Trustee Ceconi so moved, seconded by Trustee Salman. Carried. Trustee Galgano moved, seconded by Trustee Williams that the Mayor be authorized to sign the Library Agreement between the Village of Tarrytown and No. Tarrytown. Carried. Trustee Ceconi moved that the Mayor be authorized to sign the agreement with Bob Barstow, Architect, to proceed with the work on the addition to the Village Hall, seconded by Trustee Galgano. Deputy Mayor Timmings stated that by addition, this means additional office space on this floor. Motion Carried. Deputy Mayor stated that the total Tentative Assessement Roll, Total is $21,563,298.00. �» -5- Trustee Ceconi moved, seconded by Trustee Salman that the Mayor be authorized to sign the contract with Bilotta Construction for the Chestnut Street drainage program. Carried. NEW BUSINESS: Counsel Ponzini stated that a contribution be given to Pace university, Municipal Law Resource Center for $500.00. Trustee Salman moved, seconded by Trustee Ceconi, Carried. Trustee Salman moved, seconded by Trustee Ceconi, Carried. Trustee Williams stated he has a bill for the Police copy machine which we own, which has been repaired on two separate occasion at $80.00 labor each time to replace a $10.00 part. He stated he will check into a service contract. Trustee Galgano moved, seconded by Trustee Ceconi bills on General Fund and Water & Sewer warrants dated February 9, 1987 be paid after approval of Department Heads and that the Treasurer be authorized to pay same and that a copy of this REsolution be attached to the warrants, Carried. Trustee Salman stated that in addition to the comments on snow removal, We did get a lot of positive comments also. There was a lot more positive comments than negative ones, he said. There being no further business to come before the meeting, Trustee Ceconi moved, seconded by Trustee Williams that the same be duly adjourned. Carried.
