FEBRUARY ?. 4, 1987 7 A regular meeting of the Board of Trustees of the Village of North Tarrytown, was held on the above date. PRESENT: Philip E. Zegarelli Mayor James J. Timmings Allen T. Williams Steven Salman Susan Galgano Frank Mangieri, Jr. Arthur B.Ceconi, Trustees ALSO PRESENT: R. Tom Homan, Administrator Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Mayor Zegarelli moved, seconded by Trustee Ceconi that the minutes of February 9, 1987 be approved as written. Carried. Mayor Zegarelli asked if anyone present who would like to address the Board. John Lofaro of 29 Pine Close, addressed the Board, stating that there are problems with parking, he said. Since 1983 the Village said they would look into it and still nothing has been resolved. Mayor Zegarelli stated that Trustee Williams will research the problem and give him an answer at the next meeting. Mario Belanich 153 No. Washington st., addressed the Board stating that tie received a post card that Second Election District has been moved to the Union Hose Co., for election on March 18, 1987 and all future elections. Mayor Zegarelli stated, that possibly there should be police posted down there to keep order, because there will be two Districts together. It will be very crowded and inform the leaders to try and maintain a smooth running election. Mayor Zegarelli stated that in Union Hose District the fire apparatus will be placed on the street if it is a nice day. There will be enough signs posted to let people know where to vote. MAYORS' REPORT: Mayor Zegarelli stated, that the Administrator is collecting items to put together for the budget. Department Heads have already been notified and their budget are pass due. If any citizen would like to have input on the budget to get the infoi? mation to use, said the Mayor. ' �-3- y&i Trustee Williams stated that during the course of campaigning, residents have asked for the Village to look into street lighting, Administrator commented that Con Edison is looking into the matter and a report is being prepared by Con Edison, which is due in a couple of weeks. Fire: Trustee Williams reported that the completion of painting of Union Hose Headquarters. Central and Rescue Hose painting will begin. Pocantico Hook & Ladder was authorized monies from the Board to fix up their back room. Trustee Williams stated that the trophies f° r Hudson VAlley Firemen Volunteer Assoc. Parade are displayed in the North Tarrytown, Post Office, The parade is to be held in June. Public Works; Trustee Salman moved, that James Manca, 11 Howard St., North Tarrytown be appointed Sanitation Man at a salary of $19,937.70 ($22,153 minus 10%) pursuant to sec. 2, Article IV, subject to six months probation, effective February 25, 1987, seconded by Trustee Ceconi, Carried. Trustee Mangieri stated that there will be a meeting of the Parking Authority tonight. Positive progress on the Beekman Ave., Parking Lot in the Administrator's Report tonight. Recreation & Human Resources: Trustee Galgano, reported progress. Administration: Trustee Ceconi offered the following resolution, WHEREAS Almighty God has seen fit to take unto Himself the soul of the late Vincent Cannillo, Sr. and WHEREAS the said Vincent Cannillo, Sr., was the Father of Angela Everett, Int. Acct. Clerk and a resident of the Village for many years, having been held in the highest esteem by all those who knew him, now, therefore, be it RESOLVED that this resolution be made a part of the official minutes of this meeting and a copy sent to the family of the deceased. Administrator Homan reported on the off Street Parking on Beekman Avenue. Linking property behind the Bank and the Post Office in one large lot and placing meters by the Village and Parking Authority. Hopefully will start construction in the Spring. This is funded through a grant to the Village. Administrator Homan stated that the Substation relocation will be starting sometime next month. Railroad will be building a temporary bridge down Devries Avenue so that the Softball will not be interrupted. Administrator Homan stated he will be working with the Highway and Water Foremen to develop a Capital project in the Village in the near future. Administrator reported that he attended NYCOM Conference in Albany, during which several issues were discussed which the Board will be taking action on tonight, on State Revenue Sharing Program and State "Mandate" Bill. Administrator Homan stated that he met with Bob Black and Mick Taley of DOT to discussed the problem of Arch Hill when there is a snowstorm. Jurisdiction is in the Town for salting and plowing after the State has been through. Hopefully this will be resolved before the next snowstorm. Administrator Homan reported that bids were opened on February 23, 1987at Village Hall for renovation of Village Hall and Courtroom. NORTH TARRYTOWN, N.Y. FEBRUARY 23, 1987 PRESENT: R. Certified check enclosed. 74,500 Robert Charles Enterprises, New Rochelle,N.Y. 74,650 Administrator Homan reported a Planning Board Meeting was held on Thursday and one of the projects discussed was condominum on the Occhipinti property. The matter was referred to Zoning Board Board for the necessary variances. Trustee Timmings moved that the Board of Trustees of the Village of North Tarrytown petition the New York State Legislature and the Governor of New York to adopt a new and fair formula for Revenue Sharing in a more equitable manner and amend the motion to delete the three words, "based on population" seconded by Trustee Cecohi, Carried. Mayor Zegarelli moved the following resolution,"Mandate Bill" Whereas: Through statutory enactments, judicial decisions, and regulatory promulgations, the state is currently able to mandate types and levels of service provisions without taking fiscal responsibility; and whereas : The State of New York continues to impose such mandates on Local Governments throughout the State and Whereas : The cost of these mandates must be borne by the local taxpayer, which inflate the cost of Local Government, Whereas: The very concept of "Home Rule' is diminished by the imposition of costly state mandates; �-7 NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of Village of North Tarrytown supports legislation introduced by Legislators Gorski and Cook which requires State reimbursement for local governments for additional costs created by the imposition of State mandates. BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Governor and the Leaders of the State Assembly and Senate Seconded by Trustee Timmings Mayor Zegarelli moved that the Deputy Village Clerk be authorized to advertise for bids for the following equipment. Communications: Mayor Zegarelli stated that he is in receipt of a letter from the Town of Mamaroneck, Supervisor, concerning the homeless population. Referred to the Administrator. Mayor Zegarelli stated that he is in receipt of a letter from the N.Y. State Commission on American Cable Television application for renewal of the Cable TV. Franchise in North Tarrytown and referred the matter to Counsel. Counsel also suggested that it also be referred to the Board as a committe as a whole for review. Mayor Zegarelli moved that he be authorized to schedule a meeting with Franchises or Municipalities to review anything new that has come up, seconded by Trustee Williams Carried. Mayor Zegarellistated that he is in receipt of a letter from Andrew CTRourke regarding the 1987 State Legislature Program for which the County has set forth various items they would like to see passed by local Municipalities to be worked out with the State, such as Hotel Visitors Tax and the Homeless. �to -8The matter was referred to Trustee Titnmings and to WCVOA. Mayor Zegarellt stated that Cfctef Spota received a letter from the Chief Oliva, Town of Mt. Pleasant commending the police and dogs for assisting the Town in the capture of two robbery suspects in Thornwood. Mayor Zegarelli stated, that he received a letter from N.Y. Public Authorities, which the No. Tarrytown Parking Authority belong to. Mayor Zegarelli stated that he received documentation on the case of Gleason Vs. McBride, Court case to be file4 by the Clerk. UNFINISHED BUSINESS: Trustee Galgano stated that residents have been asking about extending Parking on Dell St. and Gordon Ave., and suggested the police look into it and get back to them. There is a lack of parking. Mayor Zegarelli asked Trustee Williams to look into parkinr situation, as well as thestrij> on Gordon Ave., and report back to the Board of Trustees. Mayor Zegarelli stated it is very hard for the fire truck to turn onto Gordon Ave. Lines were supposed to be painted but never were. Administrator Homan reported that he has a letter from all interested partieJfo purchase the old ambulance for $1500 and recommended that^he Village keep it and use it, instead of giving it away for that price. Mayor Zegarelli stated instead of letting it go for that small amount, we should look into what the Village could do with the ambulance. Mayor Zegarelli stated that he and the Board are in support of the Chief in the investigation of drugs in the Village of North Tarrytown. NEW BUSINESS: Mayor Zegarelli stated that a booklet will be made available by Tarrytown containing various phrases in Spanish which would be helpful in better communication throughout the Community. He stated that Chief Spota, under the authority of the Board had taken the initiative to have such a booklet available a couple of years' ago. �tf 3-7 -9Trustee Williams proposed that the Village have a point of interest, in the form of a statue of the Headless Horseman, which would be a tourist attraction. ,^ Mayor Zegarelli stated the problem with that~is fund-raising. The Village has restored a lot of points of interest in the Village, he said. A committee could be formed for this. Trustee Ceconi stated that possibly we could have volunteers for this project. Mayor Zegarelli proposed to put this in the Newsletter and moved that a committee be formed, seconded by Trustee Mangieri, Carried. Trustee Galgano moved, seconded by Trustee Ceconi that bills on General Fund and Water & Sewer warrants dated February 23, 1987 be paid after approval of Department Heads and that the Treasurer be authorized to pay same and that a copy of this Resolution be attached to the warrants, Carried. There being no further business to come before the meeting, Trustee Ceconi moved, seconded by Trustee Galgano that the same be duly adjourned. Carried.
