April 6, 1987 ORGANIZATION MEETING . / The Organization Meeting of the Village of North Tarrytown, was held on the above date. Present: Janet Gandolfo, Mayor Alexander Fudali Allison Fine Francis G. Caro Steven Salman Susan Galgano Arthur Ceconi, Trustees John J. Hughes, Jr. Counsel Also Present: R. Tom Homan, Administrator Mayor Gandolfo called the meeting to order at 8:00 P.M. with a prayer and salute to the flag, after the elected Mayor and Trustees were sworn into office. Mayor Gandolfo gave the following address: (See attached) At this time, the following appointments were made or continued: Village Attorney - Mayor Gandolfo appointed John Hughes as Village Attorney for a term of one year. Trus.tee Fudali moved, seconded by Trustee Fine that the action >[ the Mayor be confirmed. Village Prosecutor - Mayor Gandolfo stated that Robert Peirce continues as Village Prosecutor for a term of one year. Acting Village Justice - Mayor Gandolfo appointed Gregory Bartolomei as Acting Village Justice for a term of one year. Motion carried, while Trustee Galgano, Trustee Salman and Trustee Ceconi voted no. Village Auditor - Mayor Gandolfo stated that Bennett-Keilson continues as Village Auditor for a term of one year. Village Assessor - Mayor Gandolfo stated that Carrie Prezzano continues as Village Assessor. Member Building Board - Mayor Gandolfo appointed Ugo Checchi as Member of the Building Board for a term of one year. / �-zMember Buildin;; Board - Mayor Gandolfo appointed Mario DiFelice as a member of the Building Board for the term of two years. Motion Carried. Zoning Board - Mayor Gandolfo appointed Jerry Sturgill as a member of the Zoning Board for a term of three years. Motion Carried. Zoning Board - Mayor Gandolfo appointed Ray Dool as a member of the" Zoning Board for a term of three years. Motion Carried. Planning Board - Mayor Gandolfo appointed Miguel Jiminez as a member of the Planning Board for a term of three years. Motion carried, while Trustee Galgano, Trustee Salman and Trustee Ceconi voted no. Recreation Commission - Mayor Gandolfo appointed Charles Ortiz of the recreation commission for a term of five years. Motion carried while Trustee Galgano, Trustee Salman and Trustee Ceconi voted no. North Tarrytown Housing Authority - Mayor Gandolfo stated that Joseph Ortiz continues as a member of the N. T. Housing Authority for a term of five years. Electrical Board - Mayor Gandolfo stated that Edward McCarthy continues as a member of the Electrical Board as a Con Edison representative for a term of one year. Electrical Board - Mayor Gandolfo stated that Stanley Zablocki continues as a member of the Electrical Board as Board of Fire Underwriters representative for a term of one year. Electrical Board - Mayor Gandolfo stated that James Margotta continues as a member of the Electrical Board as Building Inspector for a term of one year. Senior Citizen Commission - Mayor Gandolfo appointed Alice Santos a member of the Senior Citizen Commission for a term of six years. Trustee Galgano stated she will vote, but she would like to review the members on the Commission. Motion Carried. Police Matron - Mayor Gandolfo stated that Josephine Moore continues as police matron for a term of one year. Village Historian - Mayor Gandolfo appointed Theodore and Lucille Hutchinson as Village Historians. Motion Carried. Econonmic Council - Mayor Gandolfo appointed Chris Skelly as a member of the Economic Council for a period of three years. Motion Carried. Economic Council - Mayor Gandolfo appointed Joan Rose, as a member of the Economic Council for a term of three years. Motion Carried. Economic Council - Mayor Gandolfo appointed Juan Feliciano a member of the Economic Council for a term of three years. Motion Carried. Economic Council - Mayor Gandolfo stated that Harrison and Mark Rudman continue as members of the Economic Council for a term of three years. �-3- V3> Tree Commission - Mayor Gandolfo appointed Steven Shroba a member of the Tree Commission for a term of two years. Motion carried while Trustee Galgano, Trustee Salman and Trustee Ceconi voted no. Library Board - Mayor Gandolfo appointed Sue Ford Goldhagen a member of the Library Board for a term of five years. Motion Carried. Library Board - Mayor Gandolfo appointed Trustee Allison Fine and Trustee Frank Caro members of the Library Board for a term of one year. Environmental Council - Mayor Gandolfo appointed Mario Belanich a member of the Environmental Council for a term of two years. Fire Board of Appeals - Mayor Gandolfo stated that Orazio Celtruda continues a member of the Fire Board of Appeals for a term of five years. Technical Service Review Board - Mayor Gandolfo appointed Vincent Chebetar a member of the Technical Service Review Board for a term of five years. Motion Carried. Handicapped Committee - Mayor Gandolfo appointed Willis Moon as Chairman of the Handicapped Committee. Motion Carried. Drug Council - Mayor Gandolfo appointed Marcine Dillard a member of the Drug Council. Motion Carried. Parking Authority - Mayor Gandolfo appointed Ugo Checchi as Chairman of Parking Authority for a term of five years. Motion carried while Trustee Galgano, Trustee Salman and Trustee Ceconi voted no. Parking Authority - Mayor Gandolfo appointed Dr. Elio Ippolito a member of the Parking Authority for a term of one year. Motion Carried. Parking Authority - Mayor Gandolfo appointed Barbara Frees a member of the Parking Authority for a term of three years. Motion Carried. Parking Authority - Mayor Gandolfo appointed Timothy Coon a member of the Parking Authority for a term of three years. Motion Carried. Parking Authority - Mayor Gandolfo appointed Frank D'Eufemia a member of the Parking Authority for a term of four years. Motion Carried. Mayor Gandolfo stated that she will appoint a Citizens Assessment Council which is still in formation. Mayor Gandolfo appointed John Cappello as chairman of Citizens Assessment Council. Mayor Gandolfo stated that she will appoint a Community Advisory Committee to the Board of Trustees which is still in formation. Trustee Fine will be the liaison. Mayor Gandolfo designated the First National Bank of North Tarrytown as the Official Depository of Funds. Motion Carried. Mayor Gandolfo designated the Daily News as the Official Newspaper �-4of the Village of North Tarrytown. Motion Carried. Mayor Gandolfo stated the Officials Meeting of the Board of Trustees will be held on the 1st and 3rd Tuesday of each month and at the call of the Chair. Mayor Gandolfo stated that the Police Pension Fund shall consist of the Mayor, Chief Spota and Trustee Fudali. Mayor Gandolfo appointed the following Trustees to committees: Trustee Galgano as liaison for administration. Trustee Fine as liaison for Community Relations Committee. Trustee Fudali as liaison for Budget Forecast Committee. Trustee Caro as liaison for Future Planning Board and Trustee Salman as Co-Chairman. Trustee Fine as liaison for Fire. Trustee Ceconi as liaison for Recreation Commission. Trustee Ceconi moved, seconded by Trustee Salman that the Roberts Rules of Order as Official Parlimentary Procedures of the Board. Carried. Mayor Gandolfo appointed Trustee Fudali as Deputy Mayor. Mayor Gandolfo appointed the Board as a Committee for study and consideration of the budget. Motion Carried. Mayor Gandolfo stated that there will be a Budget Hearing and Regular Meet ing on Wednesday, April 15th, 1987 at 8:00 P.M. and Work Sessions on April 8, 9, and Saturdays on the 11th and 25th at (10:00 a.m.). Mayor Gandolfo stated there will be a regular meeting to adopt the Budget on Tuesday, April 28. Mario DiFelice introduced Mayor Thomas Vezzati of Hoboken, who was present. No further business to come before the meeting, Trustee Ceconi, seconded by Trustee Salman that the meeting be duly adjourned. IT HAS NOT GONE UNNOTICED THAT THE PEOPLE OF NORTH TARRYTOWN VOTED FOR AN ENTIRELY NEW ADMINISTATION IN VILLAGE HALL BECAUSE THEY WANTED A DIFFERENT KIND OF LEADERSHIP. I MAKE THIS PLEDGE TO YOU RIGHT NOW, THAT WE WILL EXERT ALL OF OUR ENERGIES AND EXPERTISE INTO BEING THE KIND OF LEADERS THAT YOU ARE SEEKING. WE STRIVE FOR THE SAME IMAGE OF NORTH TARRYTOWN THAT YOU DO, ON OF A COMMUNITY FULL OF PRIDE AND HOPE FOR ITS FUTURE. I SPEAK FOR MYSELF AND THE NEW TRUSTEES WHEN I SAY THAT WE LOOK FORWARD TO WORKING WITH THE ALREADY SITTING TRUSTEES IN THIS ENDEAVOR. NORTH TARRYTOWN NEEDS TO GET BACK ON TRACK. WAY WE LOST DIRECTION. SOMEWHERE ALONG THE WE NEED TO PLAN A COURSE OF ACTION, ROLL UP OUR SLEEVES, AND WORK FOR A NEW TOMORROW. WE PROPOSE TO YOU A THREE POINT PLAN TO HELP US DO THIS. THE FIRST POINT IS TO REDIRECT THE FOCUS OF THIS VILLAGE TO SET UP LONG TERM FUTURE PLANNING. WE MUST ABANDON THE REACTIONARY TYPE Cf GOVERNMENT THAT WE HAVE HAD IN THE PAST. MUST BE ADDRESSED SOON: TrtERE ARE SEVERAL ISSUES WHICH BROADENING OUR TAX BASE, IDENTIFYING PROPERTIES FOR DEVELOPMENT, THE INCONSISTENT PATTERNS OF LAND USE WITH OUR ZONING CODE, THE ENFORCEMENT OF OUR SAFETY CODES TO ENSURE THE HEALTH AND WELL-BEING OF OUR RESIDENTS, THE VAST NUMBERS OF ILLEGAL APARTMENTS IN THIS VILLAGE, AND LASTLY, AND SO VERY IMPORTANT TO US, WE MUST REVITALIZE OUR DOWNTOWN AREA. SUCCESSFUL AT IT. WE CAN BE ALSO OTHER COMMUNITIES HAVE BEEN WE HAVE GOT TO LOOK TO THE PRIVATE SECTOR, AS WELL AS THE PUBLIC SECTOR, IF WE ARE TO SUCCEED WITH ANY REVITALIZATION PROGRAM. �THE SECOND POINT TO OUR PLAN ALSO HAS TO DO WITH THE IMAGE Of THE VILLAGE, BUT NOT THE PHYSICAL IMAGE, OUR "CHARACTER" IMAGE. HOW WE RESPOND TO THE NEEDS AND CONCERNS Of ALL THE MEMBERS Of OUR COMMUNITY REFLECTS ON OUR CHARACTER AND INTEGRITY. WE SHOULD BE ABLE TO SHOW PEOPLE THAT WE CAN IDENTIfY OUR OWN PROBLEMS AND DEAL WITH THEM IN A fIRI.BUT FAIR MANNER. CONfRONTATIONAL ATTITUDES • DO NOT TEST THE TRUE METTLE Of TOUGHNESS. WHAT WE WOULD LIKE TO I DO IS TO WELCOME ALL GROUPS Of THE COMMUNITY TO TAKE AN ACTIVE ROLE • IN VILLAGE GOVERNMENT, WE WILL NOT TOLERATE USING PEOPLE AS TOKENS. EVERONE MUST BE INVOLVED IN THE MAINSTREAM OF VILLAGE GOVERNMENT. TO THAT END, SOME OF OUR APPOINTMENTS THIS EVENING WILL REFLECT THIS ATTITUDE, AS YOU WILL SEE. FOR AN EXAMPLE, WE ARE APPOINTING AN HISPANIC ATTORNEY TO SIT AS ACTING VILLAGE JUSTICE. FOR THOSE MEMBERS OF OUR VILLAGE WHO ARE NOT CITIZENS, BUT ARE ELIGIBLE TO BECOME CITIZENS, THE VILLAGE WILL TAKE A MORE ACTIVE ROLE IN MOTIVATING THEM TO PROCEED THROUGH THE NATURALIZATION PROCESS. IT IS MY FIRM BELIEf THAT OUR ENTIRE COMMUNITY WILL BENEFIT FORM THI§, FOR IT IS ONLY WHEN PEOPLE ARE CITIZENS Of OUR COUNTRY THAT THEY WILL TAKE ON THE INCUMBENT RESPONSIBILITIES Of THAT PRIVILIEGE. I THERE ARE OTHER AREAS WHERE THIS VILLAGE HAS BEEN NEGLECTFUL. ONE GLARING EXAMPLE IS THE DURACELL CLEANUP, WHICH HAS STOPPED DEAD IN ITS TRACKS. WE OWE IT TO THE PEOPLE WHO LIVE IN THAT AREA TO FOLLOW THAT PROBLEM THROUGH TO ITS RESOLUTION. DR. PERCY BRAZIL HAS GRACIOUSLY OFFERED TO BE A PUBLIC HEALTH INSPECTOR TO OVERSEE THE CLEANUP OF THE AREA AND TO ENSURE THE SAFETY OF OUR RESIDENTS. i i �3 7 THE THIRD POINT TO OUR PLAN I S TO SET UP A FINANCIAL FORECAST FOR THE VILLAGE. VERY FEW PEOPLE REALIZE, AT THIS POINT, JUST HOW DESPERATE THE FINANCIAL OUTLOOK OF THE VILLAGE I S . I F WE WERE TO CONTINUE ON OUR PRESENT COURSE WE WOULD REACH OUR CONSTITUTIONAL TAX LIMIT WITHIN THE NEXT TWO YEARS. HAS BEEN DEPLETED. THE CASH RESERVE OF THE VILLAGE AND WE ARE FACING THE LARGEST TAX INCREASE IN THE VILLAGE'S HISTORY. THIS C R I S I S HAS REACHED THE BO)ILING POINT BECAUSE NOW OF THE GM SETTLEMENT, AND ALTHOUGH SOME MIGHT ARGUE THAT THE AGREEMENT WAS INEVITABLE, THE SUBSEQUENT ACTIONS, OR INACTION I SHOULD SAY, ON THE PART OF THIS VILLAGE GOVERNMENT I S SHOCKING. THE VILLAGE KNEW WHAT THE SHORTFALL WOULD BE TO I T S BUDGET BUT YET DID NOT PURSUE OTHER AVENUES OF REVENUE TO HELP ALLEVIATE THE PROBLEM. THE ONE THE EXAMPLE I S REQUESTS FOR STATE A I D . LAST WEEK WE MET WITH SENATOR SPANO, ASSEMBLY SULLIVAN AND A REPRESENTATIVE FROM GOVERNOR CUOMO*S OFFICE TO REQUEST MONEY. THEIR RESPONSE WAS BASIC BEWILDERMENT THAT WE WOULD WAIT UNTIL TWO DAY.S BEFORETHE STATE HAD TO ADOPT I T S BUDGET BEFORE MAKING THIS REQUEST. I HAVE BEEN ASSURED, ALTHOUGH THEY ARE UNDER THE GUN THEY WILL DO EVERYTHING THEY CAN FOR US AND I AM AWAITNG THEIR RESPONSE. IN ADDITION TO THAT MEETING I ALSO HAVE A MEETING IN NEW YOR CITY NEXT WEEK WITH MEMBERS 05 THE NEW YORK STATE DEPT. Of OMERCE TO REQUEST FURTHER HELP. ALTHOUGH OUR VILLAGE GOVERNEMET HAS BEEN ASLEEP AT THE SWITCH I CAN PROMISE YOU RIGHT NOW THAT WE WILL NOT' LET ANY OPPORTUNITY GO BY TO BRING IN ADDITIONAL REVENUES TO THIS VILLAGE.
