Present: Village Administrator, R. Thomas Homan Janet Gandolfo, Mayor Alexander Fudali Francis G. Caro Allison Fine Susan Galgano Steven Salman Arthur Ceconi Trustees Mayor Gandolfo called the meeting to order at 8:00 p.m. with a salute to the flag. PUBLIC HEARING .1 Mayor Gandolfo began by announcing that there were going to be two public hearings. The first one was regarding the parking on Gordon Avenue and the Public Notice read as follows: PLEASE TAKE NOTICE that the Board of Trustees of the Village of North Tarrytown will hold a Public Hearing in the Municipal Building, 28 Beekman Avenue, North Tarrytown, New York on Tuesday, April 28, 1987 at 8:00 p.m. to consider an amendment to Section 57-7A of the General Code of the Village of North Tarrytown, "Parking Prohibited in Certain Designated Locations" and to add "(13)". For a distance of thirty (30) feet or the north side of Gordon Avenue in an easterly direction from the intersection of Gordon Avenue and Dell Street, as posted.". Mr. Ugo Checchi, Chairman of the Parking Authority, explained the amendment to the ordinance. He stated that the proposal was to add three parking spaces which he showed on a layout. The proposal also was to relocate the no parking sign to 30 ft away from its original place. Mayor Gandolfo asked if the Fire Department had a chance to review this proposal. Tom Homan, Administrator, stated that he had sent a memorandum to the Fire Chief and the Police Chief a week before asking for their comments. He further stated that he �/ -2- had heard from the First and Second Assistant that this proposal was acceptable to them and the Police Chief concurred as well. Richard Gross, Assistant stated that from what the sketch showed it looked acceptable. PUBLIC COMMENTS Eileen Meade of 38 Gordon Avenue, raised a question to the Board asking if there was parking on the opposite side of the street. Mr. Checchi stated that there was no parking on the opposite side of the street. Ms. Kay Lingardo of 27 Pine Close, stated that she sees a school bus stop there and children across tjie street every morning. She further stated that the Board should talk to the School Bus Drivers or the Transportation Department of the School District to see if there are problems and a lot of children picked up at this corner. She feels that this is a bad spot for parking. Mr. Checchi stated that the school bus in his opinion should stop up further and that the three parking spots would not effect this. Mayor Gandolfo asked how this all originated and why was it brought to the attention of the Parking Authority. Mr. Checchi stated that there has been another house added on to a building not far from the corner on Dell Street. There is five houses there and it seems that from Holland Avenue to Gordon Avenue there is always cars and that additional parking spaces were needed. Trustee Galgano stated that last November she was contacted and also people at a Board meeting asked if additional parking could be considered and this is why it was brought to the Parking Authority and the Board's attention. Ms. Lingardo asked if the Board could check with the School authorities before making a decision. Mr. Checchi stated that he would look into this matter the following morning when the school buses arrive. Trustee Fudali stated that another consideration could be a restriction on the hours that parking be allowed there so that maybe by 7:30 in the morning that parking area could be restricted since that is the time the buses come up in the morning. �-3Mayor Gandolfo stated that the Board should ask the State Department since Route 9 is a State Road to give an opinion on this matter. Mr. Checchi stated he would look into this matter and speak with some of the drivers in the morning. Mayor Gandolfo motioned that this Public Hearing be closed seconded by Trustee Fudali and carried. PUBLIC HEARING JLE Mayor Gandolfo announced the second Public Hearing and the Public Notice read as follows: PLEASE TAKE NOTICE that the Board of Trustees of the Village of North Tarrytown will hold a Public Hearing in the Municipal Building, 28 Beekman Avenue, North Tarrytown,New York on Tuesday, April 28, 1987 at 8:00 p.m. to consider an amendment to Section 57-7A (9) of the General Code of the Village of North Tarrytown, "Parking Prohibited in Certain Designated Locations" to add: "On the south side of Pine Close from a point sixty two (62) feet east of the intersection of Pine Close and Pine Street easterly to the end of Pine Close, all as duly posted pursuant to local law." Mr. Checchi explained the amendment to the ordinance. He stated that he was asked by the Village Administrator to check the measurements on Pine Close in which he sketched these measurements. He further stated that the proposal was to eliminate two parking spaces. He stated that coming east on Pine Street into Pine Close there is only two houses on the south side. He suggested that the elimination of a proposed parking space would make room for four additional parking spaces on the other side. Administrator Homan stated that the Police and Fire Departments concurred that it would pose no problem. He further stated that at present, the area is congested with cars on both sides of the street. This is the reason that this was brought to the Board and that a resident living at the end of that street asked if the Board would consider eliminating parking on one side so that there would be access and room for a fire truck to come through. PUBLIC COMMENTS Mr. John Tucci, of 21 Pine, stated that in his opinion either way this was done someone would not be happy. If the parking was left the way it is now it would not be a problem to him because it has been like that so many years. �^l -4- Administrator Homan added that what is trying to be done is to keep as many on street parking as possible. He further stated that the reason the South side of the street was chosen is because only two existing on-str^et parking spaces have to be given up. To have chosen the other side more would have to be given up. Mr. John Lofaro stated that he was the one who issued the complaint. He stated that he gets up early in the morning before others and he has a hard time getting his car out. Mayor Gandolfo asked him if he was talking about getting rid of the cars in the area of the aqueduct. Mr. Lofaro stated that this was correct. Mr. Checchi explained that Mr. Lofaro woujd have enough room to back in or back out if the two parking spaces were eliminated because they would be on the street. He further stated that this road was 20 feet wide and that the Village has ten more feet of property on each side „ The way the curving is made however, only makes it so parking off the road is available in two parking so therefore the two parking spaces have to be eliminated. Mr. Steve Vincik, General Coordinator of Highway Department stated that the when the opening was made up at the top it was made for access for people to turn around not to be a parking lot. Mayor Gandolfo asked Mr. Vincik if he had a problem with the Highway trucks in this area. Mr. Vincik stated that in the winter time even his smallest dump truck up there. He has there and can't because of the cars. They can they have to back up and one man can not watch the street with a plow on at the same time. he can not get driven in not drive in both sides of Mr. John Cappello of 51-1 2 New Broaclvay suggested eliminated the four parking spaces by the aqueduct because then you can save two spaces on Pine Street. Mr. Checchi stated that if the residents parked their cars in the driveways there wouldn't be a problem with parking. Chief Richard Gross of 127 New Broadway stated that the largest fire truck which is the ladder truck has to come up Pine Close. Mr. Checchi stated that perhaps Con Edison could move the pole that is on the corner of Pine Street and Pine Close �-5- ^5" base about 10 feet which would make a round about turn for any large vehicle. Mr. Frank Gallagher of 28 Pine Street stated that the problem for the Village is that there is one family in that area which has seven cars and one house. He stated that from the curb in it is 10 feet suggested that the Village clean that up and throw some gravel in that area and make parking. In one spot it is 17 feet from the curb in. The Mayor asked Mr. Checchi to go back and measure this area again. Trustee Salman asked if they were all two family homes. Mayor Gandolfo stated that the homes were zoned for two family homes and that she believed that the most of the homes there are one family. , Ms. Lingardo stated that the ruling was set that all emergency vehicles have no choice but to never come up Pine Street because the trucks can't make that turn because of the inconsideration of the neighbors. She further stated that there should be no parking in the turn around because then there would be no place to turn around but people's driveways. She then asked Trustee Salman if there must be on street parking provided for the tenants in two family houses. Trustee Salman stated that new construction requires on street parking. Ms. Lingardo stated that this was the problem and it is not enforced. She also suggested that the street get widened on both sides since there is that 10 feet. Trustee Fudali moved that the Public Hearing be closed seconded by Trustee Fine and carried. Mayor Gandolfo stated that these issues would be referred back to Parking Authority for review and if there are any changes there will be another Public Meeting. She further stated that the Village would make sure that anyone that lives on Pine Street or Pine Close know when this is coining to a vote. REGULAR MEETING PUBLIC COMMENTS ON ANY ISSUES Mr. Cappello asked if anyone would be taking a survey to clock people on New Broadway because there are many children around this area and people tend to drive more than the 35 m.p.h. speed limit. i �-6- Mayor Gandolfo stated that she would refer this to the Police Department. Ms. Meade stated she followed people who were going ver fast on Gordon Avenue onto Broadway and went to the police about it but didn't get any satisfaction from them. Mayor Gandolfo stated that after the Budget sessions ar over the Village will be looking into the possibility of changing Gordon from Rice down to Broadway into a one way street so that there will not be cars going up and down. Trustee Galgano stated that last year New Broadway had been discussed and she went home late drive 30 m.p.h. and found that this was plenty fast enough. She further stated that people could not be speeding but it still could be dangerous. Ms. Lingardo asked if the Village was discussing the Budget and asked how the Canine Department worked out. Mayor Gandolfo stated that the Budget was being adopted tonight and that the majority of the Board decided to reduce the Canine Department from three dogs to one dog. Ms. Lingardo stated that how much was being reduced in Recreation. Administrator Homan stated that upon recommendation of Superintendent of Recreation the Village is reducing two items in that budget which was personal services both in parks and recreation. Ms. Lingardo stated that Clinton Street Park was being closed down. Administrator Homan stated that this park has been closed. He further stated that the agreement between the Village and the County was that when Friendship Park was rehabilitated and finished Clinton Street would be closed. This recommended by the Recreation department. Mayor Gandolfo stated that the cuts in recreations were done with the opinion of the head of the Department and it was her opinion that it would not hurt the Recreation programs. Areas were cut without cutting back on services. Ms. Lingardo stated that it was her understanding that the Village Treasurer had resigned and asked if there was no longer a Village Treasurer at this time. Mayor Gandolfo stated that the Village Treasurer has resigned but that she was coming in after hours at night to do her work. Last week she turned in her resignation. �-7- The Mayor further stated that the Village has been working with the assistance of Angie Edward from the Water Department who has been helping with the books along with an excellent part-timer who has also been filling in. The Treasurer has been working on weekends and at night until the Village finds a new Treasurer. Ms. Lingardo commented to the Board that Ms. Marmo is doing an accurate and good job. Mr. Gallagher stated that there is a dead tree in front of his house which is almost taken down its down to about twelve feet now. He further stated that the Tree Service has not come back to finish the job and that there are children climbing on it. c Mr. Vincik stated that right now they are in process of taking care of a fallen tree on Devries Avenue bridge and that they will be back on the job at Pine Street soon. Mrs. Florence Kane of Warner Library, stated that she was presenting the members of the Board with a Library card. Mrs. Kosilla of 90 Howard Street addressed the board and stated that their portable pool was assessed and raised $360.00 and that it should not have been taxed. They renew it every five years. Administrator Homan stated that everyone gets a notification of proposed increases in assessments and they have an opportunity to speak to the Board of Trustees on the matter. Since Mrs. Kosilla was away at the time, he stated that he would bring this matter up with the Village Assessor when he returns. Mr. Mario Belanich of 153 North Washington stated that he would like to comment on the Canine Department in reference to the Budget. He stated that the two dogs should be left in the Canine Department as is. Mayor Gandolfo stated that North Tarrytown is the only Community with three dogs is all of Westchester County. Other communities that have the Canine Program only have one dog and are running very well with the one dog. This is what the Village bases their decision on because the village is too small to be able to sustain that extensive of a program. The Canine Program will remain but the village can not justify have three dogs. Trustee Salman stated that on the 18th of April there was a disturbance on Cortlandt Street involving about sixty people and they had to call a dog in from outside the Village which took some time. He further stated that there is a cult in the Village which has sacrificed a chicken in Dutchess �-8- Park and sprayed blood all over the place. He further stated that if you are going to trail people through Douglas Park, and Sleepy Hollow Cemetery at night you need something to trail them with and that is one of the reasons why these dogs were kept around. Mayor Gandolfo stated that the Canine Program was not being eliminated and that the Village felt that this was a reasonable amount of dogs. Trustee Salman stated that he would prefer to have two dogs. Reverend Thompson stated that he has three small children in his tnere is problems in his neighborhood but they can be helped by the clergymen. He further stated that with the taxes going up the way they are and if the dogs are brought in, every time someone or some child gets hurt by these dogs they will sue the Village and the taxes will go up even more. Mr. Belanich stated that he agreed with Reverend against the dogs because there is mutual aid if needed. Ms. Lingardo stated that one of the reasons the Village has to give up the dogs is because of General Motors. She suggested that the Village write to General Motors and ask them for a donation. She further stated that the School Budget is going to be one million dollars from now on because they like the Village are also in a crisis. This on top of the Town Tax is tremendous. She also stated that General Motors has caused the Village to go backwards instead of forwards. Mr. DeFelice stated that in reference to the Village Tax, in the past two years the tax has gone up 3 3%. The senior citizens have apartments rented out to tenants to compensate for these taxes. He agreed with Ms. Lingardo that the Village has been bulldozed by General Motors. Mr. Cappello stated that he is in favor of the dogs. He also stated that the dogs are not trained to attach children. He referenced the three escapees from Ossining and that if it wasn't for the dogs these people probably wouldn't have been found. Trustee Salman stated that the dogs are highly trained, live with families and that they do not attack children and that Reverend should not use the dogs as a scare tactic. Trustee Fine stated that Trustee Salman also used a scare tactic in bringing up the cult. Reverend Thompson stated that statistics show that the Pitbulls are dangerous. �-9- Mayor Gandolfo stated that in fairness to the Canine Program the dogs have several very worthwhile purposes. Some are as follows: 1. To track Burglars and go in home before Police Officers so that they were not in jeopardy. 2. To track lost children. 3. Sniffing out drugs. This is the purpose of these dogs. Ms. Meade asked that besides the dogs where else was the budget cut. Mayor Gandolfo stated that Highway Supplies, The Police Department, Tipping Fees for the Garbage Disposal,part time personnel in Recreation, $800.00 was taken out of Holiday items, and another small amount was taken out of Friendship Park for Lights (Fund raising made up for this). Trustee Galgano stated that there was a decrease in the Highway Department by one employee but that was put back in to the budget. Mayor Gandolfo stated that it was their opinion that if that one person was not put back that some basic services of the Village would have to be eliminated. Trustee Fudali stated that one of the reasons it is so difficult to make random cuts in the budget is because at the present time there is no constructive way to keep track of the expenditures. Next year the Village should have a better idea of where they can cut. Mayor Gandolfo stated that each Department is over spent. For the future what will be worked on is some kind of projection instead of a percentage of increase. The Village also will work on broadening the tax base so that some people can be alleviated. She also stated that she thought the Village has been negligent in seeking outside aid and this will be worked on for next year. Trustee Ceconi stated that in his opinion this budget can still be cut about 7 - 8 %. The original tentative budget was prepared by the Village Administrator with information from the Department Heads. During re-selection campaigns he was told that it was up to them to cut the budget. He has made some suggestions which have not been done. In his opinion this budget can be cut. • P �-10- Mayor Gandolfo stated that what they wanted to cut was $100 - $200 more which would not make any significant cut. To cut the budget down 10% would mean eliminating the Sanitation Department and people would have to go to their own private party along with most of the pick ups that the Highway Department does. If the Village wants this then they can give another 8% decrease. Mayor Gandolfo stated that she was upset with this because there was no monitoring system on the budget at all, there is no cash reserve to work with, they were too late in asking for state aid and now they are saying that they can decrease in the budget. Mr. Checchi stated that perhaps Trustee Ceconi could outline this decrease that he was suggesting. Trustee Ceconi suggested that they could eliminate some of the daily pickups that they do. For examples, picking up the newspapers, if there is a problem send out someone to the Senior Citizens that are not able to deliver them, bulk pickup - one central point, in the winter time use the same equipment instead of buying additional equipment. Trustee Ceconi further stated that the Village is in a Financial Crisis where every Department should be cut. Trustee Fudali stated that the budget was presented by this board. The items that Trustee Ceconi mentioned would have minimal impact on the Budget. The pickups he referred to are done once a week or once a month. Trustee Fudali stated that last winter the streets were a disaster and that there was snow on the roads for weeks. If the Village reduces the Highway Department there will be more in the coming years. Mayor Gandolfo stated that the Village has a responsibility for these services and cutting them out of the budget would be doing the Village a dis-service. Mr. DeFelice stated that the whole problem falls back on reducing General Motors taxes. Trustee Galgano stated that the budget was not presented by the Board but by the Budget officer which is the Village Administrator. This is the purpose of the meeting to adjust the budget if so desired. The matters discussed is nickels and dimes but she spent hours going over every line over the budget and from looking at it she found areas of 75,000 that could be eliminated. Mr. Cappello stated that he would like to hear form Trustee Galgano where she came up with this 75,000 decrease. The Board moved on and will discuss this further when the Budget is brought up on the agenda. �-11- Mayor Gandolfo stated that the approval of the minutes from April 6 and April 15 will be approved at the next meeting since the Board members just received them. Mayor Gandolfo stated that the Board received a letter from General Crogee, Secretary to the Govenor, regarding a request to be reimbursed for the over-time spent by the Police Department in connection with the prison outbreak. This letter was addressed to Administrator Homan and stated the following: "Governor Cuomo has asked me to respond to your letter regarding reimbursement of local government expenses related to the recapture of the escape Sing-Sing correctional facility inmates. We recognize that local law enforcement agencies played a critical role in the swift apprehension of these inmates. There is no program or appropriation however, which authorizes State Officials to directly reimburse localities for such expenses. While your interest and reproving cost is understandable, as State Local partnership in serving the needs of the people would be difficult to sustain a State financial obligation to a determine by incidents of local service rather than local need. For example, the State provides financial assistance to local Police Departments and District Attorneys who such programs is a major offense Police Program, mobile radio districts, special warrant enforcement enhancement program and retarded crime initiative. State aid to Westchester County in the fiscal year 1986/1987 for these programs totaled nearly $4.3 million dollars. This encroachment enables each locality to meet local service needs without regard to whether it is addressed in a State of local responsibility. To base aid on specific state incidents would produce a very uneven and unfair distribution of State resources." Mayor Gandolfo stated that the Village is going to send this letter back to the Governor stating their dismay in what she believes to be a change in policy. Mayor Gandolfo informed the board that on Wednesday, April 2%, 1937 is Arbor Day. The tree planting ceremony will take place in Barnhart Park at 12 noon. Mr. Robert Herberger, Sr. Forester, New York State Department of Environmental Conservation will be reappointing the Village of North Tarrytown as "Tree City, USA" at that time. Mayer Gandolfo stated that in honor of the service of the forrer Fire elected Officials of the Village; the three Trustees, Frank Mangieri, Allen Williams, and James Timmings, the Village will be sending a proclamation thank you note of their service. Also a proclamation will be sent to Phillip Zegarelli with a dedication that May 3, will be Phillip �-12Zegarelli day in North Tarrytown. At that time a party will be given for him and this is when the proclamation will be given to him. VILLAGE ADMINISTRATOR'S REPORTS Administrator Homan stated that he received an application for a grant through the offices of Parks, Recreations, and Historic Preservations. This is to upgrade the existing Recreational facilities. Administrator Homan for the next couple weeks will be working with Commission as well as the Recreation Superintendent to determine what we could use a grant like this for. This grant is due May 31, 1987. In reference to the Bridge clearance project Administrator Homan stated that everyone should be aware of the fact that as a result of the recent signing of the agreement for the van of the General Motors Plajit certain bridges have to be raised. This will effect two bridges in the Village: the Palmer Avenue bridge and the pedestrian bridge at the railroad station. Work is to begin within the next six months and those two areas will be effected. Administrator Homan stated that he will be working with Board of Developments as well as the PMIA. Administrator Homan stated that another request he had was for the Department of Parking Authority to establish a Bank account for the depositing of their funds. With the Board's permission Administrator Homan stated that he would like to work with Chairman Checchi on setting up such an account. Trustee Salman moved that Administrator Homan be granted permission to work with Chairman Checchi on setting up a Bank account for the Department of Parking Authority for the depositing of their funds seconded by Trustee Ceconi and carried. RESOLUTIONS (Attached) RESOLUTION REGARDING THE 1987/1988 BUDGET RESOLUTION A RESOLVED: That, the budget of the Department of Water and Sewer be adopted in the amount of $801,907, said adoption being pursuant to the provisions of Chapter 809 of the Laws of 1954 and the Budget Manual for Villages and the Uniform System Accounts as set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York. MOVED: Trustee Caro SECONDED: Trustee Fine VOTE: Carried �-13RESOLVED: That, the budget concerning the General Fund be adopted in the amount of $4,665,406, said adoption being pursuant to the provisions of Chapter 809 of the Laws of 1954 and the Budget Manual for Villages and the Uniform System of Accounts as set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York. (The aforementioned budget is attached and appears in detail) Trustee Caro stated that he is displeased in the amount of the increase and by the circumstances which it made it necessary, and that it is unfortunate the Village has the legal bills and also the decline of State aid but that he is in favor of this budget. In adopting this budget he feels that it will provide adequate basic services. This budget makes optimistic assumptions about the Village's abilities to gain increased revenue. He stated that he hoped these plans will be successful. Also, Trustee Caro stated that this budget is assumes that there will be a dramatic increase in revenue in the charges for Water around 45%. In his opinion he stated that the tax payers would be better off if Water fees were an in and out affair and that the general revenues were raised through property taxes. The Board does not provide us with substantial funds which would enable us to gain expert advice in the economic profitabilities of the central Business district. Stated that if expert guidance is needed in the future the Village will have to get financial resources elsewhere. Trustee Caro stated that he hoped in the coming months the Village will be dealing with some problems and major inconsistencies between the current zoning code and the current avenues of residential land pieces. The budget does provide the Village with sufficient funds to enable the Village to continue to provide basic services and allows the Village to modernize their administration. MOVED: Trustee VOTED: Trustee Gandolfo voted Trustee Salman Fine Fine, YES. voted SECONDED: Trustee Fudali Trustee Fudali, Trustee Caro and Mayor Trustee Ceconi, Trustee Galgano, and NO. RESOLVED: That, the tax rate be levied pursuant to law and that the rate be $101.59 per M, for the fiscal year June 1, 1987 through May 31, 1988. MOVED: Trustee VOTED: Trustee Gandolfo voted Trustee Salman Caro Fine, YES. voted SECONDED: Trustee Fudali Trustee Fudali, Trustee Caro and Mayor Trustee Ceconi, Trustee Galgano, and NO. RESOLVED: That, the tax payments be in two equal installments, the first installment payable on June 1, 1987 and continuing up to and including June 30, 1987 and the second installment commencing December 1, 1987 and continuing up to and including December 31, 1987. MOVED: Trustee Fudali SECONDED: Trustee Caro VOTE: Carried �-14RESOLVED: That, the taxes due under the first installment remaining unpaid after June 30, 1987 shall bear interest at the rate of two per centum (2%) for the first month, and an additional one per centum (1%) for each month or fraction thereof thereafter until paid, and all taxes remaining unpaid under the second installment after December 31, 1987, shall bear interest at the rate of two per centum (2%) for the first month, and an additional one per centum (1%) for each month or fraction thereof thereafter until paid. MOVED: Trustee Fudali SECONDED: Trustee Caro VOTED:Carried RESOLUTION B RESOLVED: That, the mayor be authorized to sign a lease agreement with the First National Bank of North Tarrytown for a Municipal off-street parking lot, subject to final review of the terms and conditions of the proposed lease by Robert Pierce, Esq. MOVED: Trustee Salman SECONDED: Trustee Ceconi VOTED:Carried RESOLUTION C RESOLVED: That, the Village Administrator be authorized to sign on Agreement for insurance related services with Gallagher Bassett Services, for the period from March 1, 1987 through February 28, 1988. MOVED: Trustee Ceconi SECONDED: Trustee Salman VOTED: Carried RESOLUTION D RESOLVED: That, the Deputy Clerk be authorized to advertise for bids for the maintenance and repair of street lighting equipment located in the Village of North Tarrytown for the period June 1, 1987 through May 31, 1988. Said bids are returnable on or before May 19, 1987, at 8:00 p.m. where they will be publicly opened and read aloud. (Se^ Attached Letter) The areas in which they seek permission are as follows: To parade through the Village streets on Friday and Saturday, June 19 and 20. To erect a sign at the intersection of Seekman Avenue and North Broadway advertising the convention. To put a sign across Beekman Avenue at Pocantico Street as a welcome to the H W F A delegates and aesabers. To allow free parking throughout the Village on Thursday, Friday, and Saturday. To allow parking on Palmer Avenue if necessary on Friday, June 19 during the picnic outing in Fingsland Point Park. To block off Beekman Avenue from Lawrence Avenue to North Broadway on Saturday while trophies are awarded. To erect a reviewing stand on the sidewalk on Beekman Avenue in front of Morse School. Please not that the contractor has sufficient liability insurance. RESOLUTION G RESOLVED: That, the delinquent accounts of the North Tarry town Water and Sewer Department, pursuant to section 11118 of Village Law, be entered on the 1987 Village Assessment Roll in the amount of $13,483.35. (See attached list) MOVED: Trustee Galgano SECONDED: Trustee Ceconi VOTED:Carried CORRESPONDENCE Administrator Homan referenced a letter from the principal of Morse School thanking Chief Spota for the assistance of Detective Ferguson who assisted them with the run away children from the school. Administrator Homan referenced another letter from the principal of St. Theresa's school thanking Chief Spota and the Department for the police escort. Also a letter from Mrs. Benuscak thanking the Chief for his help and insight for her college speech class project. OLD BUSINESS Trustee Ceconi asked about the vote concerning the name change. Mayor Gandolfo stated that they will turn the questionnaires over the Name Change Committee for review and get back to the Board.
