Regular Board Meeting

PRESENT:

Mayor Gandolfo called the meeting to order at 8:00 p.m.
with a salute to the flag.
The Mayor announced that there would be ho Public
Hearing and stated that if there was anyone present that
would like to address the board to do so at this time.
PUBLIC COMMENTS:
No public comments.
APPROVAL OF MINUTES:
A motion was made to adopt the minutes of April 15, 1987
with the corrections noted and changed. Carried.
A motion was made to adopt the minutes of April 28, 1987
with the corrections noted and changed. Carried.
MAYOR'S ANNOUNCEMENTS:
The Mayor referenced a letter received by Chief Spota
from Richard Pellechio who is the president of the Policemen
Benevolent Association of Westchester County, informing him
that the following members of our police department will be
given awards for Meritory service for the year 1986:
Patrolman John DiCariano
Patrolman John Capello
Seargant Gabriel Hayes, Jr.
Detective Manuel Caixeiro
Anyone interested in attending the awards dinner send a
check for $30.00 to Richard Pellechio. The dinner will be
held on May 11, 1987 at Tappan Hill Restaurant.

�The Mayor stated to Administrator Homan that a letter c^f
commendation and congratulations to the officers for
receiving these awards should be sent. Administrator Homan
agreed.
Mayor Gandolfo stated that she was in receipt of a
letter from Chief Spota informing the board that the
Department Awards dinner will be held during Police Week on
Friday, May 15, 1987 at 7:00 p.m. at the Holy Cross Hall.
Every member of the Department will be receiving at
least one award with a total of 85 to be given„ The member^
of the Board of Trustees are invited to attend.
Mr. Chick Galella of 40 Depeyster Street, stated that ^s
a taxpayer he would like to know if the agreement of the
Village is available for inspection by the public.
Mayor Gandolfo stated that at the North Tarrytown
Village Hall there is an eight page agreement which is the
pilot agreement. The complete agreement with the IDA is
available at the Town Hall in Mount Pleasant at 1 Town Hall
Plaza.
Mr.Galella further stated that he felt that the Village
was paying the expense for it and that he felt it should be
available in the Village of North Tarrytown.
Trustee Fudali stated that he was a member of the
Industrial Development Agency Board and further stated that
at the next meeting he would see if he could get a full c o p ^
provided to the Village of North Tarrytown.
Mayor Gandolfo stated that she would call Supervisor
Valente and ask if the agreement could be taken rrom Town
Hall and brought over to the Village for inspection and a
copy made.
Administrator Homan stated that it is 1200 pages.
Mr. Galella stated that no matter how long it is it
should be provided to the Village.
Mayor Gandolfo asked Administrator Homan who reviewed
the 1200 page agreement on behalf of the Village.
Administrator Homan stated that at that time it was t h ^
Counsel of the Village and that a draft form was probably
made available to him.
Mayor Gandolfo stated that she would check on this the
following day first thing.

Mr. Galella then questioned if the Village was going
through with the renovations.
The Mayor stated that the renovations being done at
present were awarded in February or March for the First
Phase. The Second Phase of renovations for the upstairs
have not been awarded and it is the consensus of the Board
to put those renovations on hold.
The Mayor further stated that Phase II of the
renovations would probably not be done because of the
financial situation of the Village.
The Mayor stated that she was in receipt of a copy of
the contract between the Village and the SPCA and that it
would be forwarded to the Counsel for review. Mayor Gandolfo
asked Counsel John J. Hughes, Jr. if he would report back on
this. Counsel Hughes agreed.

Mayor Gandolfo stated that on Tuesday, May 19, 1987 at
the Warner Public Library at 7:30 p.m. there will be an
evening to introduce the Mayors and the Police Chiefs to the
Youth Court and there will also be a mock arraignment and a
mock trial and a graduation ceremony. The Board is inviteJ
to attend and Mayor Gandolfo stated that she felt this would
be a worth while event.
VILLAGE ADMINISTRATOR'S REPORTS:
None.
RESOLUTIONS:
None.
CORRESPONDENCE FOR RECEIVE AND FILE:
Administrator Homan stated that he received a request
from Genaro Garafolo the proprietor of the "Uncle Jerry's
Market" requesting permission to sell during the Fireman's
Convention. He would like to set up a little stand outside
of the deli. Administrator Homan stated that if he has the
necessary approval from the County Health Department and
approvals from the Village that he did not foresee a problem.
Administrator Homan also received a letter from the
Commander of the V F W Post requesting permission to conduct
their annual Buddie Poopy Sale in the streets of the Village
during the month of May.

�Administrator Homan stated that a request for a tree
cutting which he will forward to Mr. Steven Shroba who is tree
Chairman at this point.
Mayor Gandolfo asked Administrator Homan if the Village
sends an acknowledgement when they receive a request for a
tree to be cut.
Administrator Homan stated that it goes to the Tree
Committee they then make a decision and determination and
then the Village sends back a response to the person who sent
it.
Mayor Gandolfo asked Administrator Homan if he had
anything to report to the Board regarding Personnel.
Administrator Homan stated that he did not at this time.
OLD BUSINESS:
None.
NEW BUSINESS:
Mayor Gandolfo stated that she would like to set up a
committee to advise the Board and also to be a coordinator
and liaison from this Board to other communities regarding
the Public Access Channel. Mayor Gandolfo stated that she
would like suggestions from the members of the Board of
Trustees on people who would be interested in serving on this
Community Board. She further stated that two of the members
that should be appointed are Carol Moore and Sunny McLean who
have been running the television center for the Tarrytowns.
This committee will be about a dozen people.
Mayor Gandolfo stated that the responsibilities of the
committee would be defined and advised with regarding the
Public Access Channel and perhaps program shows for the
channel and actually train people to produce shows for the
channel which would be all community shows. Need people to
get involved. Sunny McLean is willing to train more people
who are interested in producing more community shows.
Also a couple of students from the High School who are
interested in photography and producing shows could become
involved in this two.
Mayor Gandolfo asked Trustee Fine if she new anyone that
might be interested and if she would check into this.
Trustee Fine stated that she would check into this matter.

Trustee Fine stated that she would like to reassure
anyone interested in the Community Advisory Committee that it
will be getting underway very shortly and that anyone
interested please feel free to contact this Committee.
Mayor Gandolfo stated that Trustee Fine should contact
the various Civic Organizations in the Community because they
might have people to suggest from their organizations.
Mayor Gandolfo stated that she would like to start
preparing an agenda for the coming year to set up the goals
for the Mayor and Board of Trustees so that they are
definitive goals throughout the year. These goals are to be
discussed, set up and publicized to the community.
Discussion on these goals will be started at the next work
session which will be Wednesday, May 15, 1987. ,
The next Board meeting is Tuesday, May 19, 1987. Each
Trustee should have suggestions, ready for the agenda at that
time.
Mary Zimmerman of the recreation department is going to
introduce some or ner counsel candidates at the Village Hall,
May 6, 198 7 at 7:00. Copies have been sent to the Board if
there is anyone else interested.
Mayor Gandolfo stated that last week North Tarrytown
was named "Tree City" and that Mary Zimmerman who has been
handling that program has been doing an excellent job.
Mayor Gandolfo stated that she would like to meeting
with the Highway Department and Sanitation Department to
discuss re-working the schedule to a certain extent.
Mayor Gandolfo asked Mr. Ugo Checchi, Chairman of the
Parking Authority if he had anything to report to the Board
on his further investigation on the Pine Street and Gordon
Avenue Parking.
Mr. Checchi stated that he did not have
report at the moment. He did however, state
on the matter of the school bus stopping and
stopped for one minute which he felt was not
to anyone on Gordon Avenue.

Trustee Fine asked Mr. Checchi whose suggestion it was
to put the additional parking spaces in this area.
Mr. Checchi stated that it was the residents who lived
there that asked for the additional parking spaces. He
further stated that in his opinion that they are not
inconveniencing anyone.

Trustee Fine stated that she did not feel that there is
any problem with parking.
Mayor Gandolfo referenced to Mr. Checchi the question
that was raised on measurements.
Mr. Checchi stated that they had all the measurements
and that the questions that was brought up was raised by Mr.
Lofaro whose driveway was blocked. He stated that the
objection was to two parking spaces.
Mayor Gandolfo asked how much of the property was
Village property.

Mr. Checchi stated that the Village get some telephone
poles from Con Edison and dig into the back and ,put up a few
of the telephone poles like there is on the end next to the
aqueduct end of Pine Close which would give enough room for
three parking spaces which would be entirely off the road.
Mayor Gandolfo stated that this matter would be
scheduled to be voted on at the next meeting and that
Administrator Homan would let the residents know about this
for the next meeting.
Trustee Fine stated that notification should be given to
the residents at Pine Close and when this would be voted on
along with the revisions.

Administrator Homan stated that the matter at hand is
what is on the Public Notice and that if there is any
revisions to be discussed there should be another Public
Hearing called on those. He further stated that he would be
working with Mr. Checchi to decide whether the other aspects
raised with respect to creating additional space on the South
side of Pine Close if that merits another Public Hearing.
Mayor Gandolfo stated that regarding the convention at
the end of June she would like to make sure that the
merchants know that it will be difficult to set up side walk
stands and that she would like Trustee Fine to work on
getting a place in the Village where there can be a more
concession area where all the Merchants can go instead of
setting up on Beekman Avenue.
Trustee Fudali made a suggestion to take some of the
side streets such as North Washington and Pocantico to set up
concession stands. Also, send out a memo to the Merchants
letting them know what is available and to get input from
them.

�Mayor Gandolfo stated that side street was a good idea
and asked Trustee Fine to check with the Chief of Police with
regard to that idea and also make sure that the merchants are
notified.
Administrator Homan stated that the merchants that want
to set up side walk concessions have to get a permit which
takes time which he recommended be included in the memo.
Mayor Gandolfo stated that the questionnaires regarding
the name change of the Village or to leave it the Village of
North Tarrytown have been returned. There were 94 yes
responses to change that name and there were 54 responses
opposed to change the name. These will be referred to the
Committee for further study and make recommendations to the
Board.
Mayor Gandolfo moved that the Board go into executive
discussion and adjourn the meeting for five minutes to
discuss a Personnel matter. Carried.
Mayor Gandolfo moved that the Board go back into the
regular order of business. Carried.
Pursuant to the public officers law article 7 the
minutes of the discussion in the executive session will be
available to the public in two weeks.
APPROVAL OF WARRANTS:
Mayor Gandolfo moved that the warrants be approved.
Carried.
ADJOURNMENT:
The Mayor stated that since there was no further
business the meeting be adjourned.
