Village Attorney *7 Trustees Absent Susan Galgano Trustee Mayor called meeting to order at 8:00 PM with a pledge to the flag. PUBLIC HEARINGS: NONE PUBLIC COMMENTS: Mr. Arvin, a representative of the FhiHpse Manor Improvement Assoriation read a petition signed by the residents to have a traffic light erected at the intersection of Bellvood and Rte. 9. Mayor stated that the state is responsible for this road and that the Administrator would contact Al Dickson who is regional commissioner of DOT. Steve Serina owner of Stefan's Taxi commented on the proposal made by the Parking Authority that meters be placed at the loveer end of Beekman Avenue. Ke stated that this would be a hardship on the seventeen residents who live in that area vho would have no place to park, especially these who worked the night shift. Joe DiMichele of Bedford Road asked the Board to help him solve a problem that he is having with the driveway in the new house he is building. Mayor sup,eested that he come to the next work session. Chris Skelly, Chairr.an of Street Festival, asked for anyones help in getting the festival organized. Ke commented on the name change for the Village as being a good idea. Other residents stated that~tbere . were more important things than the name change. They suggested that the Board clear, up the Village and impose fines en the open container violations, noise and double parking. The Mayor stated that she spoke to the Chief about having his pen crack down on these violators. I Trustee Salman stated that the larger buildings are not paying their fair share of taxes. Trustee Ceconi stated that the last assessment was sometime in 1933-193^. Mayor stated that there will be two men interviewed on Thursday for the General Foreman position. Under Folice Report: Motion was made to confirm the Administrator's authorization for John Cappello to transfer to the Ossining Police Department. Trustee Salman moved seccr.ded by Trustee Ceconi. Motion carried with regrets. -2- �?? Bernadette Kingman complimented Sgt. Ferguson and his nen on work well done at Morse school. Letter was made part of his file. TRUSTEE REPORTS: Trustee Ceconi commented on the excellent job that our Recreation Superintendent Mary Z i miner ma nn did in orfanizing day camp and tot camp this summer. It was a huge success. Trustee Salman questioned the insurance coverage for the auxiliary police. Mayor asked John Hughes, Village Attorney to contact William Moulton to find out the facts. Trustee Salman commented on purchasing modulator for Vi]lage.(copy of memo to Mayor & Board attached) Trustee Salman also commented on developing a program to evaluate the road maintenance program, (copy of memo attached) Trustee Salman also stated that more parking spaces are needed at the Philipse Manor Station. Suggested we contact Metro-North to negotiate with them. Trustee Salman commented that the Village will look into a piece of property for a Village parking lot. Will be discussed next week at work session. Trustee Caro stated that there is a petition at Philipse Manor station in support of express trains stopping at this station especially the 7:50 and 8:50 PM trains. Mayor stated a letter is being sent to Metro North along with the petition and anyone else wishing to do so must send letter before August 11 deadline. Trustee Fine reported that the Hispanic meeting vent well, but stated that more coordination is needed between the youth officers, recreation department, school representatives during the surnmer months. Suggested that boxes be put throughout the Village for suggestions. Also the prospect of Cable TV for community discussions. Trustee Fine made motion Village purchase modulator for no more than $1000, seconded by Trustee Salman. Motion carried. Money to be taken from, fees from Airierican Cable System. Trustee Fine stated that the Community Advisory Committee took a position that a Tenant's Patrol should be formed at College Arms-. Acting Deputy Treasurer will have a presentation on hardware on August 11. -3- �Trustee Fudali stated that at theAugust 26 Board netting we hope to have a presentation to the public on our recommendation on automation. Trustee Fudali made « motion to confine the Administrator's recommendation for inter-fund transfers to be approved. After much discussion from the public, Mayor stated that the motion should be tabled, even though these vere normal transfers from the contingency fund for employee raises. VILLAGE ADMINISTRATOR'S REPORT; Tom Hoir.an said that he has contacted the Cornell Local Roads Service ££ who will recommend a couple of firms to looK into our repaving program. 1 H Administrator said that he will meet with the representative of this fi rJB| He also stated he has filed an application for a grant on criminal justice servi ces. A firm in Chappaqua has been contacted to help us in determining vhere ve are being overcharged in our telephone bills by the telephone company. Also, ve are looking into the possibility of a security card system for employee telephone use, especially for the out oftown calls. The Administrator also stated that the State has done vork on patching route 448, east of Hudson Terrace. Drainage system along route 9 was also cleaned out with the help of our highway department. The Administrator and the Mayor met vith the Director of Community Development of Westchester County on various projects. Most progress vas made on the parking lot on Beekman Avenue, possibly to start this Fall. Applications for grants for upgrading sidevalks and curbs along Eeekman Avenue to become available from the County in August 1988. There have been complaints about illegal dumping north of the Fhilipse Manor Eeach Club. Frsident of the FMIA. Steve Kenny suggested that a gate be put up to stop this. The Police Chief and the Fire Chief said there vould no problem vith that as long as key vas made available to them in casp of fire. Trustee Caro stated that tho trash neeced to be cleared up after the gate is installed. In response to the excess stated that he spoke to a excessive charges. Thomas Homan, Village Administrator be appointed Village Clerk to fill unexpired term of the retiring Village Clerk, Filomena Fallacaro Trustee Caro moved that Resolution D be approved seconded by Trustee Fine. RESOLUTION E: RESOLVED: That, upon the recommendation of the Village Administrator, Mary Zimmerir.ann, Supt.of Recreation Trustee Ceconi moved that Resolution E be approved seconded by Trustee Salman. RESOLUTION F: RESOLVED: That, a public hearing be called to amend section 57-38 of the code of the Village of North Terrytovn to provide additional parking meters on Beekman Avenue Trustee Fine moved that Resolution F be approved seconded by Trustee Fudali. RESOLUTION G: RESOLVED: That, upon the recommendation of the Village Administrator, the folloving inter-fund transfers be approved Trustee Fudali moved that Resolution G be approved- Trustee Fine commented that she was not in favor of the method used in determining Vage increases. Mayor suggested motion be tabled until the next meeting. -5- �d lb OLD BUSINESS: Trustee Salman stated that there seems to be aproblem with signs garding tag sales, elections, etc. There is a law stating that signs should be taken down three days after the sale is over, or elections are over. Mayor stated that she will have the Village look into this matter. rethese thea»* after Attorn ey PUBLIC COMMENTS; Mayor stated that we are changing procedure of the meeting to allow p u b H c comments in the beginning and end of the meeting. Comments were made by resident concerning the amount of money now being spent on fees for garbage due to the newspapers being picked up only once a month. People are not saving their newspapers anymore and are putting them in with the trash, therefore making garbage tonnage much more. Trustee Salman stated that the collection of newspapers in the overall picture, is cost ineffective. Resident Gallela commented that he was not in favor of the appointment of the Administrator as Clerk/Administrator. Mayor stated that there is a state law mandating that each Village has a Clerk, but that a Clerk can designate work to a deputy clerk. Many villages are doing this in a way to make work more effecient. Resident Galella commented on raises for the office staff. Mayor stated that employees who would be receiving these increases will be done in executive session. Residents made comments on Resolution for sidewalk and curbs, grant for $60,000 to be used for College Arms and on the Company to be hired for reassessment. Resident DiFelice made comment on storm drain on route 9 and Sleepy Hollow High School. Administrator stated that the State says the Village maintains the roads outside the curb line, and the State maintains curb to curb. Therefore, our crews will start rebuilding storm drain covers and cleaning out storm drains. Comment was also made on needed public hearing to change public lav. Trustee Ceconi read the residency law concerning the residency of the Administrator. Original law indicated that the Board of Trustees has the power to waive the residency requirement for the Administrator. Another resident commented on Kendall Avenue extension needed to be blacktopped. Administrator stated it would be referred to highway department . -6- �'03 Once again comments vere made by the members of the Auxiliary Police about t h e i r insurance c o v e r a g e . Mayor s t a t e d the Parking Authority has made a request on properties they vant t o u s e . T r u s t e e Ceconi s a i d t h a t ve should have something in w r i t i n g as to the l i s t of p r o p e r t i e s t h a t t h e y have in mind. Divide the repairs Into 4 groups a* severely dasiaged i.e. either the road surface or substructure in imzaediate need of repair. As 1 discussed, the past practice of patching concrete roads with asphalt, without applying a bonding agent between the repair and concrete should be frowned upon. In fact, if the consultant agrees, we should consider patching concrete roads with concrete after the area of repair has been properly cut out. It would be appropriate to try to ascertain if there are budgeting constraint which would impede this study before we undertake it. This Bight be an appropriate time to evaluate the curbs also.
