Present: Mayor Gandolfo Trustee Fudali Trustee Ceconi Trustee Fine Trustee Caro Trustee Galgano Absent: Trustee Salman Also Present :R. Thomas Homan, Village Administrator John Hughes, Village Attorney Richard J. Spota, Police Chief Mayor Gandolfo called the meeting to order at 8:00 beginning with the Pledge of Alegiance. There were no public hearings. Mayor Gandolfo introduced Ms. Kathy Conklin of Finnigan Assoicates, the firm being considered to reassess the Village taxes. In her opening remarks, Ms. Conklin stated the purpose of reassessment was to re-distribute taxes on each property at the fair current market value. She detailed the 3 process stages of reassessment. First, appraisal by visiting each property, second, analysis stage and final stage, redistribution of taxes. A questions and answer period followed, in which many residents voiced their concerns about higher property taxes, especially to senior citizens. Ms. Conklin stated that in many cases taxes will not change, and if they did residents could dispute the final determination. Suggestions were by given by residents (Ugo Checci , Steve Maceyak.', Mario DeFeiice) as how to notify homeowners when ana where the next public hearings will be held. Ms. Conklin stated the reassessme<*£ will be ready for the 1989 tax year and that to obtain maximum, results, reassassment should occur fevtry b years. K'ace^ak present a model of his new proposed restaurant at the lover end of Hudson street. He plans to keep Board appraised of any new developments. c Mike Llwellyn presented a complaint against the illegal apartments at 15 College Avenue. Board assured him that the Village Administrator would contact the Westchester County Department of Health, Planning Board, Village Attorney and Village Building Inspector. Public Comments �-2- Mayor Gandolfo announced the following: Shirly's Marino resignation as Village Clerk effective August 18,1987. Carried Unanimously; To accept resignation, with regret. Communications Petitions t Requests Opening of Robin's Nest Day Care Center and reception held on September 10, 1987. Letter received from Minority Leader, Sandy Galef regarding residents petition sent to Metro North requesting additional express stops at Phelps Manor train station. Mayor Gandolfo reported: State Aid was granted to the Village via Senator Spano's office, in the amount of $100,000.00. A work session will be held to discuss how monies will be spent on village projects. A thank you letter will be drafted to Senator Spano's office for their help in securing the state aid for the Village. Mayor's Report Westechester Veterans Vietnam Memorial Committee announced Memorial dedication on Sunday, October 18th, at 10:00AIP, lasdon County Park, Route 35, Somers, New York. Ugo Checchi, Parking Authority Chairman forwarded memo requesting 2 village properties be sold to parking authority to be converted into parking lots. Matter will be discussed at a Work session. CARPI ED UNANIMOUSLY Trustee Galgano moved, seconded by Trustee Caro that it be resolved: Sgt. Ferguson, Youth Officer, attend the annual Training and Conference for Youth Offices in Rochester, N. Y. on September 21 thru the 25. Total Expediture $439.00. Police Blotter for the Months of July & August are available for review. Police Matters Thank you letter from Tarrytown resident. The North Tarrytcwn police dept. located many items from her wallet that was lost on August 4, 1987. Trustee Ceconi reported the following: Softball league ended on August 17, 1987 and trophies were awarded. T r u s t e e Fudali r e p o r t e d : Because of the many speeding c o m p l a i n t s r e c e i v e d from the r e s i d e n t s on Webber Avenue, he has suggested t h a t t h e V i l l a g e look i n t o t h e p o s s i b i l i t y of a s t o p s i g n on Webber(even though i t i s a county owned road) and have t h e V i l l a g e a t t o r n e y look i n t o t h e V i l l a g e ' s l i a b i l i t y r e g a r d i n g t h e s i g n . Ke provided the Board with her q u a l i f i c a t i o n s and Executive f e l t she was an e x c e l l e n t c a n d i d a t e for the p o s i t i o n of P o l i c e O f f i c e r , t h a t became a v a i l a b l e when John Cappello Session r e s i g n e d . A l e n c h t y d i s c u s s i o n followed r e g a r d i n g t h e grade she should be h i r e d a t . I t was agreed t h a t she would be appointed on grade 3 l e v e l . E x e c u t i v e s e s s i o n ended a t 1C:C5FK "& �-4CARRIED UNANIMOUSLY: Resolved that: upon the recommendation of the Village Administrator, the Board of Trustees hereby approves the appointment of Ms. Iris Emerson, 26 Ridge Road, Dobbs Ferry, K. Y. to the position of Ratrolwoman, Grade III, at an annual salary of $26,422. Said appointment shall take effect immediately. CARRIED UNANIMOUSLY; Trustee Ceconi moved, seconded by Trustee Fudali that it be: RESOLVED: that, upon the recommendation of he Village Administrator, the Board of Trustees approves an increase in the annual salary for the Superintendent of Recreation, Mary Zimmerman, to $28,697., retroactive to June 1, 1987. CARRIED UNANIMOUSLY: Trustee Galgano moved, seconded by Trustee Caro, that it be RESOLVED: That, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves an increase in the annual salary for the Water 6 Sewer Maintenance Forman, Emmanuel Cappello, to $28,396. retroactive to June 1, 1987. CARRIED UNANIMOUSLY Trustee Caro moved, seconded by Trustee Galgano that it be RESOLVED: That, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves an increase in the annual salary for the Court Clerk, Elsie Moten, to 23,645.08, retroactive to June 1, 1987. CARRIED UNANIMOUSLY Trustee Fine moved, seconded by Trustee Fudali that it be R.ESOLVED: that, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves an increase in the annual salary for the village Justice, Dennis Fitzgerald, to $10,500. retroactive to June 1, 1987. Carried by a vote of 5 with Trustee Galgano abstaining. Trustees Fudali moved, seconded by Trustee Ceconi that it be: RESOLVED: that, upon the recommendation of the Village Adrcinistrator, the Board of Trustees hereby approves an increase in salary for the following part-time noncontractual staff members for the 1987/88 fiscal year, retro active to June 1, 1987 Jim Margotta $14.70 per hour Carrie Pre2zano 5040.00 per annum Ann Murray $7.50 per hour Lee Verdi $7.75 per hour Betsy Swanson $7.30 per hour Vicki Sirrr.owski $6.00 per hour Pose Derr.elia $6.25 per hour Karen Coardia $6.50 p-er hour �1 I zSr CARRIED UNANIMOUSLY Trustee Ceconi stoved, seconded by Trustee Pudali that it be: RESOLVED: that, upon the recommendation of the Village Administratorv the Board of Trustees hereby approves the following wage increase for the Village Police natrons and Suicide Match Officers. $6.SO per hour for the Police Natrons $6.50 per hour for the Suicide Watch Officers CARRIED UNANIMOUSLY Trustee Galgano moved, seconded by Trustee Ceconi that it be RESOLVED: that, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves the following wage scale for the Village's School crossing guards and parking enforcement officers for the 1987/88 fiscal year. Entry level $6.00 per hour After 6 months $6.50 per hour CARRIED UNANIMOUSLY Trustee Fudali moved, seconded by Trustee Galgano that it be RESOLVED: that, upon the recommendation of the Village Administrator, the Board approves the purchase of a Personal System Computer, Model 50 at a cost of $2600, funded through Water Dept. CARRIED UNANIMOUSLY Trustee Galgano moved, seconded by Trustee Ceconi that it be RESOLVED: that, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves an (^ increase in the annual salary for the Water Department Clerk to $24. 150. retroactive to June 1, 1987. At the conclusion of the resolutions Mayor Gandolfo, as the first wcran mayor in North Tarrytown velcored Iris Eir.erson, as the first wor.an police officer in the North Tarrytown Police Department.
