Present: Mayor Gandolfo Trustee Caro Absent: Also present: Trustee Ceconi Trustee Galgano Trustee Pine Trustee Salman Trustee Fudali Village Administrator Homan Village Attorney John Hughes Mayor Gandolfo called the meeting to order at 8:00 PM beginning with the Pledge of Allegiance. Mayor opened a public hearing re: additional metered parking on Beekman Avenue. .^.„ ROLL £ATT CALL PUBLIC HEARING Beekman Avenue resident, Chris Jonker immediately stated he was against any further metered parking. At this point, the Mayor asked Parking Authority Commissioner, Ugo Checci to present a chart of proposed metered parking on Beekman Avenue. He indicated how many parking meters were currently in use, how many more were proposed and how many residents currently parked in the street on Beekman as opposed to the workers of General Motors. A number of residents spoke against metered parking, although Steve Maceyak said he would prefer the metered parking other than the residental area. A lot of residents asked why General Motors workers do not use parking facilities at GM's plant. Mayor Gandolfo has suggested calling GM and asking their help with their employees and encourage them to use parking facilities at plant. Also the possibility of residential parking stickers for residents of Beekman Avenue was discussed. Mr. Eric Paige of 12 Pokahoe Drive, Sleepy Hollow Manor complained of the lack of police cooperation regarding illegal parking in the Manors. He stated that his neighbor at 10 Pokahoe Dr. constantly parks in front of his house and currently having construction work done, and now the contractor is parking of front of Mr. Paige's house. Both the Mayor and Board agreed while the law is on the books about parking in the Manors, it is very rarely enforced. She said she would try and reach the people living at 10 Pokahoe Dr. and ask them to stop parking in front of 12 Pokahoe Dr. i I PUBLIC COMMENTS �I -2- Chris Skelly reported that the second annual Sleepy Hollow Run and Street Festival is scheduled for October 17 and that plans were proceeding on time. Rain date is for the next day, October 18. Re requested that alternate side parking be suspended for the festival. Mayor Gandolofo will place the request under New Business later in the meeting. Trustee Salman suggested that the street cleaners go through Beekman Avenue Saturday morning before race and festival. Resident complained about garbage in public receptables not being picked up over the weekends on Beekman Avenue. Minutes for June 16 and July 14 have been approved with corrections. Motion passed and carried unamiously. At this point, the Village Administrator apologized for not having current minutes and suggested that a restructure of minutes may be needed. Mayor anounnced the following: 1) The resignation of Gordon Cannoles from the Village Conservation Council effective 8/31/87. 2) Invitation of the 100th Anniversay outing for Rescue and Union Hose, Saturday, September 26 at Kingsland Pt. Park. 3) Mrs. Lenning wrote a thank you letter to T. Homan. He resolved a parking problem for her. 4) Thank you letter from pastor of Immaculate Conception Church thanking Board for their cooperation during the last bazaar. Mayor Gandolfo reported the following: 1) Spoke to Senator Spano's office regarding $100,000 state Aid to the Village and advised him how Village will spend the money on parking and planning for intra-structure. He wanted us to devise an economic program for the Village, hence parking program was approved. Check for state aid will be forthcoming shortly. 2) Re: Duracell. Mayor wrote to the Department of Environmental Conservation regarding problem and received a vague letter back and a time table for things to happen. She suggested that she write a letter to Governor Cuomo and Senator Spano and ask them to intercede with the Department of Environmental Conservation to move on behalf of the Village. CARRIED UNANIMOUSLY Trustee Caro move, and was seconded that it be RESOLVED: that, upon the recommendation of the Village Administrator, the Board of Trustees hereby approves Mayor Gandolfo writing a letter to both Senator Spano and Governor Cuomo to intereced on behalf of the Village of North Tarrytown with the Department of Environmental Conservation to speed up the Duracell clean-up project. �/W/ -3 1) Village Officials Association will hold its September meeting Thursday, September 10, 1987. Please let office know who can attend. 2) Resident on Broadway has complained of sewer problems in her basement, saying it's Village problem. A dye test conducted recently concluded that it is not Village problem. We will inform resident of results. VILLAGE ADMIMSTRA REPORT At this point, Chris Skelly presented a paper regarding the original name of North Tarrytown which was Sleepy Hollow. Trustee Ceconi - No report Trustee Galgano - Tappan Motors research still going on. Mayor informed her that Building inspector just issued summonses to Tappan Motors for the back lot debris and illegal signs. TRUSTEES' report Trustee Caro - Metro North proposal. Spoke with Steve Kenny and asked that he speak with officials his acquainted with at Metro North regarding express stop. He has agreed. Trustee Fine - Community Advisory Council meets September 14. Also Village Administrator will send out letters for fire house committes asking them to give village an idea of purchases for the next year's purchases and repairs to building, so village can plan for repairs. Trustee Salman - questioned liability insurance for Auxiliary Police. John Hughes, Village Attorney, was informed by Moulton Insurance Agency, auxiliary will be treated insurance wise as the regular police department. Mayor announced she had police overtime sheets for the month of August. She will ask Tom Homan to meet with Chief Spota when he returns from vacation tow ork out a suitable plan for future overtime. Trustee Galgano moved, seconded by Trustee Ceconi that it be RESOLVED: That, a public hearing be called for October 6, 1987 at 8:00 PM to consider an amendment to Chapter 37, Article 11, Section 6, of the code of the Village of North Tarrytown, entitled" "Nuisances Littering: to add "The General Foreman, or his designee, of the Village of North Tarrytown is authorized to issue and serve appearance tickets on any person or persons violating any of the provisions of this ordinance". CARRIED UNANIMOUSLY Trustee Ceconi moved, seconded by Trustee Galgano that it be RESOLVED: that, the warrants of the General Fund and Water & Sewer Fund be approved in the amount of $36,174.77. CARRIED UNANIMOUSLY Trustee Galgano moved, seconded by Trustee Ceconi that it be RESOLVED: that, upon the recommendation of the Board of Trustees that a bond resolution which authorizes the issuance of $261,350 bonds and $13,750 Capital Notes of said Village to finance the acquisition of equipment for use by the Village, and states the estimated cost of such purpose, and determines the period of probable usefulness of said purpose to be ten years, and states that bonds issued pursuant to said bond resolution shall have a maximum maturity not to exceed ten years computed from the date of such bonds or the date of the first bond anticipation notes issued in anticipation of such bonds, whichever date is earlier, and determines that the maturity of said bonds will be in excess of five years, and delegates to the Deputy Village Treasurer the power to prescribe the terms, form and contents of the Serial Bonds and the notes and to sell and issue such bonds and notes, and states that the validity of said Serial Bonds or any bond anticipation notes issued in anticipation of the sale of said Serial Bonds may be contested only if (a) such obligations are authorized for an object or purpose for which said Village is not authorized to expend money or (b) the provisions of law which should be complied with �at the date of the publication of such resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or (c) if said obligations are authorised in violation of the Constitution of New York Said Resolution is subject to a permissive referendum under the provisions of Article 9 of the Village Law of New York and petitions protesting against such resolution and requesting that. it be submitted to the electors of the Village of North Tarrytown for their approval or disapproval, may be filed with the Deputy Village Clerk at any time within thirty days after the date of the adoption of said resolution. Trustee Galgano reported that she has received many ingueries regarding the Criminal Justice grant application for 100 College Avenue. One of the many questions was who administers the monies and what liabilities would the Village incur. It was pointed out while the monies are for the Tenant Patrol, Tom Homan, as Village Administrator would administer the monies. In order to clarify any questions. Trustee Pine asked that copies of grant application be made available for review. OLD BUSINESS Trustee Ceconi asked about the situation regarding the garbage truck the village of Hastings had for sale. T. Homan replied that we were number one on the list. Time clocks are still on order for the Department of Public Works. There have been more complaints filed against 15 College Avenue. Cars will be towed from today on from Tappan Motors when the parked on sidewalks. CARRIED UNANIMOUSLY Trustee Ceconi moved, seconded by Trustee Galgano, that it be RESOLVED: that alternate side street parking would be suspended on October 17, 1987 for the Street Festival and 2nd annual Sleepy Hollow Run. At 9:55 Executive Session started and the PBA contract negotiations were discussed. While many items were at issue, the major issue is the 13th holiday. It was decided upon not to vote on the PBA contract presented nor to go along with the mediator's suggestions. It will have to go back to the PBA for arbitration. Gandolfo and Members of the Board of Trustees of the Village of North Tarrytown North- Tarrytown, New York 10591 Dear Mayor and Members of the Board of Trustees: I participated in the circulation in Philipse Manor of the petition for placement of a traffic signal at the northern intersection of Bellwood Avenue and Route 9, submitted to you at your August 4, 1987 meeting. I circulated the petition among my fellow residents of Palmer Avenue. In the process, I learned of the concerns of Palmer Avenue residents about traffic problems that are unique to Palmer Avenue. These problems may be as or more important to Palmer Avenue residents than the installation of a traffic signal at the northern end of Bellwood. The traffic problems on Palmer Avenue include the following: 1. The intersection of Palmer Avenue and Route 9 may be the most dangerous intersection in Philipse Manor. The intersection is so close to the crest of a hill on Route 9 and cars move so quickly south on Route 9 that a turn onto or off of Palmer Avenue at this intersection is extremely dangerous. I am informed by long-time residents that numerous accidents and at least one fatality have occurred at this intersection. In this regard, Palmer's intersection with Route 9 is unlike that of any other street in Philipse Manor. The intersection is especially dangerous at night because the street lamps there have been burned out or in disrepair. 2. Palmer Avenue itself is dangerous because it is one of the most heavily travelled streets in Philipse Manor. All of the traffic to Kingsland Point Park and most of the traffic to the train station travels down some part of Palmer Avenue. The traffic to the train station has increased because, I am told, more parking is permitted at the train station than historically �August 31, 1987 Page 2 has been permitted there. The nonresident use of Kings land Point Park seems to be at an all tine high, as evidenced by the fact that on weekends during the summer a number of its visitors park outside of the park, on Palmer Avenue. And, of course, there is traffic up and down Palmer to and from the train station eagle (primarily by young drivers, at all hours) and to and from the Philipse Manor Beach Club. The traffic from these combined sources results in noise, danger from excessive speed and failure to stop at stop signs, litter on the street and in front yards (often broken beer bottles), and, above all, extraordinary danger to young children who reside on Palmer and who frequently find their way into and across the street. Palmer Avenue residents are unanimous in their opinion that something must be done. Among the suggestions I heard while canvassing my street were the following: «• Cul-de-Sac. A cul-de-sac at the top of Palmer would resolve the danger of the intersection and would reduce traffic down the street. This would divert traffic to other, less frequently travelled avenues and to Bell wood, which is regulated by signals and signs. b. Speed Bumps on Palmer. The traffic down Palmer to the station, park, etc., is frequent, fast and more often than not fails to respect the stop signs along the avenue. Unless volume of traffic to the park can be reduced (by providing park access other than via Palmer) and to the train station (by reducing the limit of parking there), the only other solution is to place speed bumps on Palmer Avenue. I have been told that permanent speed bumps may present a problem for snow plows. I have also been told that portable speed bumps are available. c. Reduce Speed Limit on Route 9. It appears that the traffic along Route 9 between both ends of Bell wood considers this stretch to be open highway. The speed of vehicles using Route 9 in this stretch usually exceeds the posted 45 m.p.h. and most often appears to range above 50 m.p.h. The petition for the traffic signal at the northern intersection of Bellwood and Route 9 was initiated by residents of Phil ipse Manor who do not reside on Palmer and so does not cover the foregoing issues. Palmer residents who signed the petition are grateful for the opportunity to express themselves in favor of the traffic signal petitioned for and appreciate the efforts of those who initiated the petition. However, Palmer �/-? 7 August 31, 1987 Page 3 Avenue residents ask that the Board review the traffic situation of Phil ipse Manor in general, including the problems described in this letter, and request the Board's consideration of possible solutions at a future hearing to be held on appropriate notice. The problem stems from several different sources. First, the batteries which operate the system are ^old and need replacement. This problem is presently being handled by NICK M0RABIT0. Secondlyj The overhead wiring is deteriorated causing the system to short out. Since all members do not possess pagers nor plectrons, the Audible System is a vital part of Village safety. Past and Present Boards have been advised of the problems and like many other problems, this has been put aside. The time has come for the Board to act at once, as you are wide open for liable law suits. Remember, no FireBoxes will operate at present if pulled for a major fire or if called into the Police Department, NO Audible Sound can be transmitted. For those on the Board who do not understand the Alarm System, this Audible System is also the Dispatching Method of our Ambulance.
