Thomas Homan,Administrator John Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with Pledge to the flag. The Mayor read the following Public Notice: PLEASE TAKE NOTICE that the Board of Trustees of the Village of North Tarrytown will hold a Public Hearing on Tuesday, November 17, 1987 at 8:00 PM on a proposed local law amending Chapter 57 of the Code of the Village of North Tarrytown entitled "Vehicle and Traffic" to add Section 57-17A to forbid the parking of commercial vehicles on Village streets for more than one hour between the hours of 9 PM and 6 AM, Several residents spoke in favor of this ordinance especially with all the Elmsford buses being parked on our streets overnight. ^ Ublic Hearing *** Mayor Gandolfo entertained a motion that the hearing be closed. Trustee Fine so moved, seconded by Trustee Fudali, and carried. Voting to be held at the next meeting. The Mayor asked that a motion be made calling for a Public Hearing on Senior Citizens' tax exemption for the December 1 meeting. Trustee Ceconi so moved, seconded by Trustee Fudali, and carried. A brief discussion followed. One resident asked whv the exemption would be raised from $9000. to $12,025? The Mayor stated that this conforms with the Town of Mt. Pleasant. Emily Spaulding of American Cablesystems and David Thaler, vicepresident, spoke briefly on the merger of American Cablesvstems with a subsidiary of Continental Cablevision, Inc. They assured concerned residents that service would remain the same, or maybe even better. Public Resident Armando Galella presented the Mayor with a petition with Comments 400 signatures opposing the name change. (Made part of minutes-clerk's file) Copy was also sent to Kay Grala of the Name Chahpe Committee. Brief discussion followed. *** A sec public hearing was held regarding the removal of two meters on the of Washington Street from the southwest corner of Beeknan Avenue. �-2- ;> yo / The Mayor Btated tha.t l a s t year the Board of Trustees a l l o w e d the Planning Board to approve a 14 u n i t condo p r o j e c t on Bedford Road. Now the Board has learned that t h e r e i s a problem w i t h the sewer l i n e . Therefore, the developer has agreed t o put i n a new sewer l i n e and add some r e c r e a t i o n f e e s f o r a 15 u n i t condo. A l s o , ano t h e r c o n d i t i o n the d e v e l o p e r must meet i s that an emergency e n t r y and e x i t way from Amos S t r e e t be made for t h e P o l i c e d e p a r t m e n t and F i r e Departments o n l y . The P l a n n i n g Board w i l l meet on November 1 8 , 1987 to approve or d i s a p p r o v e t h e f i n a l s i t e p l a n . Any r e s i d e n t s with concerns over t h i s p r o j e c t s h o u l d a t t e n d t h e P l a n n i n g Board meeting t o e x p r e s s t h e i r c o n c e r n s . John Cappello of New Broadway e x p r e s s e d c o n c e r n t h a t t h e sewer problem i n t h a t area would worsen. The A d m i n i s t r a t o r s a i d t h a t s i n c e t h e sewer system would be upgraded t o accomodate t h i s new p r o j e c t , i t w i l l be a b e n e f i t t o New Broadway by t h e l a r g e r l i n e . The Mayor r e a d a r e q u e s t from Rev. V a n d e r h a r t of F i r s t Reformed Church r e q u e s t i n g two handicapped p a r k i n g s p a c e s i n f r o n t of h i s church on Sundays between 9AM and Noon. Trustee Galgano stated that she was annoyed that she was informed about t h i s only f i f t e e n minutes before the meeting. She also asked the Village Counsel i f renting t h e apartment would in any way affect our a b i l i t y to s e l l the building i n the future? Counsel answered that i t would not. The Administrator recommended that the snow ordinance on the books be amended t o add additional streets to those already on the books. A public hearing should be c a l l ed for December 1, 1987. Trustee Caro so moved, seconded by Trustee Galgano and carried unanimously. A l t e r n a t e p l a c e s t o park w i l l be d i s c u s s e d a t t h e work session. Trustee Reports �-*" C^ Q- Trustee Caro stated that the Economic Development Council h e l d a very useful meeting reviewing work done i n the p a s t . The Administrator and Trustee Caro would l i k e t o encourage the Council to become more independent. The members of the Council responded very favorably. The d i r e c t i o n that the Council might take would be the r e v i t a l i z a t i o n of the b u s i n e s s d i s t r i c t , s u g g e s t ed Trustee Caro. Trustee Fine read a l e t t e r from Richard Gross, Second A s s i s t a n t F i r e Chief announcing the e l e c t i o n of Jose C o t a r e l l o t o a c t i v e membership in the Union Hose Co. #2. Trustee Fine made motion to accept this appointment, seconded by Trustee Galgano and c a r r i e d . Trustee Fine stated that the walking p a t r o l and open meetings of t h e C i t i z e n ' s Advisory Committee of College Arms are very p o s i t i v e s i g n s . Trustee Fudali commented that a d i s c u s s i o n of the software package f o r water b i l l i n g w i l l be held at the next work s e s s i o n . The purchase of a computer for the Public Works department may a l s o be a possibility . He s t a t e d that he put t o g e t h e r an i n f o r m a t i o n a l l e t t e r to area residents regarding the Duracell cleanup for t h e Board's approval. Trustee Fudali stated that many r e s i d e n t s are i n q u i r i n g about the a l t e r n a t e side of s t r e e t parking on Saturdays. Since the sweeper does not run on t h i s day, Trustee Fudali made a motion, seconded by Trustee Caro, that a Public Hearing be c a l l e d t o e l i m i n a t e a l t e r n a t e side of s t r e e t parking on Saturdays. Motion c a r r i e d . A l l resolutions are attached. Resolutions The Mayor said that the Andrews Lane Parking Lot i s almost ready. The General Foreman i s g e t t i n g quotes on the the repaving costs. Residents i n t e r e s t e d i n spaces should contact V i l l a g e hall. Old Busines On the status of worker's compensation for the A u x i l i a r y P o l i c e , the Administrator s t a t e d that he should have some f i g u r e s by the next meeting. The Mayor stated that Mike Rovello had s t a t e d in h i s campaign, t h a t he would help the V i l l a g e receive s t a t e aid i f he were e l e c t e d . The Mayor asked that a motion be made a u t h o r i z i n g her t o c o n t a c t Mr. Rovello on t h i s matter. Trustee Ceconi so moved, seconded by Trustee Fine and carried. A meeting with Trustee Fudali, the Treasurer and Deputy Treasurer w i l l be held on Wednesday, November 18 t o d i s c u s s the V i l l a g e ' s h e a l t h insurance i n c r e a s e s . 1 �-5' i Mario DeFelice, a resident of N.Tarrytown, stated that the Village should start looking into viable alternatives to the General Motors N w property. The Mayor stated that the rezoning of the GM parking lot is an important aspect of the future. She asked Mario to head a Risines, committee to work on this study and she appointed Trustee Caro as the liason to the Board. The Mayor asked that everyone stand for a moment of silence for Christy Scott Brown who passed away last week. She was a friend of the Mayors and she was very active in civic and community affairs. The Mayor asked that a motion be made to adjourn to Executive Session. Trustee Fudali, so moved, seconded by Trustee Fine and carried. Discussion of the PBA contract ensued. Since no agreement was arrived at as to whether to go to binding arbitration or accept their concessions and settle, it was decided to ask the attorney Terry O'Neill for his input at the work session. Discussion of excessive police overtime ensued. The Mayor will speak to the Chief this week and the Board will discuss his lack of cooperation in this matter at the next work session. Executive Session On the issue of the appointment of a Plumbing Inspector to replace Jack Brophy, no decision was made. Motion by Mayor will be made after Executive Session. The Mayor entertained a motion to hire Gary Raniolo as special Village Prosecutor for the Tappan Motors case due to the fact that Robert Peirce has a conflict of interest in this case. Trustee Ceconi so moved, seconded by Trustee Galgano and carried. The Mayor made a motion to appoint both Bill Herlihy and Ugo Checci as co-inspectors until March 1988. Trustee Fine so moved, but there was no second. Motion was not carried. Trustee Fine made a motion to approve warrants, seconded by Trustee Galgano and carried. We are aware that the Old Dutch Church, Sleepy Hollow Cemetery, The Headless Horseman Bridge and Riilipseburg Upper Mill are landmarks situated in our village which is our heritage. Yet, we must settle for the name North Tarrytown, which indicates our only worth is being situated north of Tarrytown. Upon leaving this area, it is interesting to note that, when you mention where your home is located, the only part of the name remembered by those on the outside perimeter, is Tarrytown. In other places I have lived, there have been containers where people could deposit glass, separated into clear, brown, and green glass, and in some places, people could also recycle cans, and separate paper into newsprint, plain paper, brown paper, end glossy Cmagazines). 1 also read that in some communities, compostable trash such as leaves, grass clippings, branches, and old Christmas trees are composted. I also read that in the Northeast, and in Westchester in particular, it is getting harder and harder and more and more expensive to dispose of garbage; there is even talk of requiring residents to separate their garbage to permit recycling. Yet in North Tarrytown, aside from the newspaper pickup, there is not even provision for voluntary recycling. I have asked twice in the Village Hall if there were any place one could bring things For recycling, but no one knew of any. One person said that at one time, the Village would pick up glass For recycling, but they had stopped because "it was too much trouble." I believe that the Village should prepare to recycle more and more. As a First step, 1 propose that the Village should set up at least one drop-ofF station with containers For: clear, green, and brown glass; the common classes oF paper; aluminum and steel C"tin") cans; and compostable yard trash.
