Present: Also Present: Mayor Gandolfo Trustee Fudali Trustee Fine Trustee Galgano Trustee Caro Trustee Ceconi Trustee Salman Roll Call R. Thomas Homan, Village Administrator John Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with Pledge to the flag. The Mayor asked that a motion be made suspending regular order of business due to the fact that it was the 113th anniversary celebration of the Village of North Tarrytown. Trustee Ceconi so moved, seconded by Trustee Galgano and carried unanimously. A brief public comment section followed. A resident, Chris Skelly who favors the name change, commented that he hoped next year we would celebrating our new name, Sleepy Hollow. Armando Galella asked why an attorney was needed for arbitration for the Police contract. The Mayor explained that in the past it had hurt the Village financially by not having a professional go to arbitration for us. Public Comments All resolutions are attached. Resolutions Mayor Gandolfo called for a motion for bids on the parking lot behind the First National Bank. Bids to be returnable on February 12,1988. Trustee Caro so moved, seconded by Trustee Fine, and carried. The Mayor asked that a motion be made calling for a Public Hearing on January 5, 1988 regarding recreation fees for site plan approval. Trustee Ceconi so moved, seconded by Trustee Galgano and carried. The Mayor read a letter from Frank Guidara thanking Officer DiCairano on his fine work in getting his car unlocked Thanksgiving Day after Mr. Guidara had locked his keys inside. Letter put in Officer DiCairano's file. �C?r m -2- I Mayor Gandolfo read a letter Hook and Ladder, seeking the to create a county wide fire to obtain Class 3 licenses. from Mario DiFelice, treasurer of Pocantico Board's help in opposing proposed legislation services, paid personnel and require drivers This will be discussed at the next work session. The Mayor read a letter from a former resident of North Tarrytown, Virginia Schmidt Crucy, congratulating the Village for the wonderful thing that was done for the Vitcherfoskis. The Mayor read a letter to Chief Spota from Lt. Michael DeVito, Commanding Officer of Narcotics Unit, Westchester County Police, thanking the Chief and his department for their cooperation and immediate response to help further a narcotics investigation. A letter was received from Ed Farrell, Executive Director of NYCOM, regarding legal action taken by school district on Long Island opposing the Empire Plan increase, (letter attached) A letter from Senator Spano's office was also read stating that the State Senate appointed an oversight committee to Investigate and analyze the Empire Plan providers. Another letter from Senator Spanc's office was read regarding our request for money in the 1988/89 State Supplemental Budget. Our request will be added to the list. Farrell To: Empire Plan Members From: Ed Farrell Re: Rate Increase Commencing January 1, 1988 Date: December 11, 1987 As many of you are aware, a group of school districts on Long Island commenced legal action regarding the Empire Plan increase. On December 10th, the AFL-CIO filed documents seeking to join the lawsuit. Upon filing of their papers, the Court signed an order which temporarily prevents the Empire Plan from collecting any increased premiums and further prevents them from penalizing anyone for failure to pay the increase. This matter is returnable in State Supreme Court on December 18th. At that time it is anticipated that the Court will decide whether to continue to stay the increase. Beekman Avenue from River Street to Broadway (South side). 2. Lawrence Avenue from Beekman Avenue (west side) to Broadway. 3. Cortlandt Street from Village line to Beekman Avenue 9east side). 4. Valley Street from Chestnut to Village line (west side). 5. Washington Street from Beekman Avenue to Village line (west side). 6. New Broadway (East side) Above zones shall be conspicuously posted. Be it further resolved that the present snow zone referred to in section 57.221 as (1) and (2) be repealed, MOVED: Trustee Fudali SECONDED: TriiwfPP Vint, _VOTE: 4,2 Trustees Fudali, Fine, Caro and Ceconi voted yes, Trustees Galgano and Salman voted No. Trustee Galgano opposed because of inadequate parking on New Broadway. Trustee Salman felt that the alternate places for residents to park during the snow emergency were not adequate and felt the Board should discuss it further. �^o ^ ^ The Administrator stated that alternate side of street parking will be suspended while the snow emergency is in effect. Flyers will be put on vehicles in the area. . And be it further resolved that the Village Administrator and Treasurer be authorized to sign appropriate requisitions in connection with said purchases.
