Present: Also Present: Mayor Gandolfo Trustee Ceconl Trustee Galgano Trustee Salman Trustee Caro Trustee Fine Trustee Fudali Roll Call R. Thomas Homan, Village Administrator John Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. There were no Public Hearings. There were many comments from the public on the name change even though the Name Change proposition was defeated. Armando Galella and Mrs. Belanich wanted the Mayor to pass a resolution abolishing the Name Change Committee so that the committee could not try again next year to change our village's name. The Mayor commented that at this time she would not decide whether to disband the committee until she checked with Kay Grala, who was the chairman of this committee. Also, there were too many things keeping the Mayor and the Board busy with the election in the past week. The Mayor stated that she would look Into this as soon as possible. There were very many comments regarding the name change from both sides. Chris Skelly, a member of the Name Change Committee commented that the Board could disband this committee, because its members would continue to work in the newly formed Sleepy Hollow Society, whose purpose would be to do historical research, become involved in civic work and maybe endorse candidates for political offices. Mr. Steiner. a resident, asked about the way in which garbage is being picked up in the village. He claimed the Sanitation men pile it up and then the truck comes by to pick it up. in doing so, garbage Is scattered all over. The Mayor said that she would check with the General Foreman about this procedure. Mr. Galella commented that he would like to see more coverage of the meeting by our newspaper, since alot of residents cannote afford cable in order to know what is going on In our Village. He also commented that the sign on Broadway, "Entering the Village of North Tarrytown" is still missing. Being no further comments, the Mayor closed the Public Comment session. Approval of minutes were to be done after the Executive session. The Mayor read a letter from the National Arbor Day Foundation congratulating North Tarrytown on being named as Tree City USA for 1987. Public Comments �i -3Trustee Fine made a notion to approve the minutes of the Fire Council meeting held on March 8, 1988, (copy attached) seconded by Trustee Galgano, and motion carried. Trustee Fine and the Fire Chief are looking into the matter of upgrading the Fire Alarm system boxes in the Manors. Trustee Fudali reported that regarding our health insurance update, the committee will be meeting with the Prudential Insurance Group on March 24, to see what they have to offer the Village. Trustee Fudali commented that the Board should discuss all the alternatives they have looked into at the next work session. Trustee Fudali reported that he was very proud of the new format of the budget. Trustee Ceconi reported that on March 26, the Recreation Department will be holding their annual Easter Egg Hunt at Douglas Park and will be open to all youths Pre-K through third grade. The Recreation Department is now accepting applications for summer Day Camp counselors. Interested youths must be at least 15 years of age and a North Tarrytown resident. He also reported that the students at Sleepy Hollow High School are trying to start a " Safe Rides Program". Anyone Interested should attend a meeting on March 23 at 6:30 PM at the High School. The Administrator reported that the tentative budget was filed on March 18, 1988. It is a much better format and for the first time ever, it provides for a Capital Program for the Village. The budget will be adopted on April 19, 1988. The Administrator reported that the recanvassing of the ballots of the election on March 15, 1988 was certified by the Board of Elections, (copy attached) Administra tor's The Administrator received a request from residents of Webber Park and Philipse Report Manor for leaves to be picked up at curbslde. The Administrator stated that for one month, on a trial basis, loose leaves will be picked up with the Vac-All, in addition to bagged leaves and twigs. All Resolutions are attached. Resolutions The Mayor reported that Senator Spano has introduced a financial aid package to the Village. Trustee Salman commented on the tier system for computing the water rates. He stated that the tiers should gradually increase as you use the water, and the consumer should not be charged the top rate for total usage. The Administrator stated that there was no other way for the current billing system to compute these rates since this was the only way for the four tiers to be programmed into the machine. Trustee Caro reported that when the water system is computerized, perhaps we can put in a more sensitive billing system. Trustee Salman also the state law which those present? The 4-12 of the Village asked If the water rates were raised according to is the majority of the Board and not the majority of Village Attorney commented that according to Section Law, the majority of those present was correct. �3-3G -5Trustee Galgano made a notion to approve the minutes of the February 16 meeting, seconded by Trustee Fudali. Trustees Galgano, Fudali, Caro and Fine voted YES. Trustee Salman voted NO. Trustee Ceconi Abstained because he was not at that meeting. Motion carried. Trustee Fudali made a motion to approve the minutes of March 1 with minor corrections mentioned, seconded by Trustee Fine. Trustees Galgano, Fudali, Ceconi, Caro and Fine voted YES. Trustee Salman voted NO. Motion carried. Being no further business, the Mayor adjourned the meeting. Be it further resolved that said agreement is subject to the approval of the Village Attorney. MOVED: Trustee Fine SECONDED: Trustee Fudali VOTE: 6-0 Meeting Date: 3/22/88 Resolution #: 3/047/88 RESOLVED: That the Board of Trustees does hereby call a public hearing for Tuesday, April 5/ 1988 at 8:00 PM to enact temporary parking ordinances in Philipse Manor. The purpose of said ordinances is to provide for orderly parking and traffic circulation during the Palmer Avenue Bridge clearance project.
