Jr. Village Attorney Mayor Gandolfo read the notice of public hearing: Temporary Station Parking During the Palser Avenue Bridge Construction The Palmer Avenue bridge will be closed for an estimated five-month period beginning in November, 1988. The hearing will be concerned with a proposed temporary parking ordinance: During reconstruction of the Palmer Avenue bridge, the parking area for vehicles displaying railroad station parking permits issued by the Village of North Tarrytown is extended to include: Kelbourne Avenue west of Monroe, south side; Highland Avenue west of Monroe, south side; Palmer Avenue west of Monroe, north side. The project will consist of raising the Palmer Avenue bridge station footbridge to allow for rail shipment of the General Motors Mini-Van and is scheduled to begin in November approximately five months. The New York State Department of are responsible for the project and the engineers are Andrews & New York City. and the Manor 1988 and last Transportation Clark, Inc. of After some public comments for and against this project, the Administrator stated that he would meet with the Chief of Police about the use of Monroe and/or Harwood Avenue for parking. Thomas Homan, Administrator �^ / / Public Hearing Tentative Budget-1988-89 Village of North Tarrytown April 14, 1988 A Public Rearing regarding the tentative budget was held on Thursday, April 14, 1988 at 8:00 PM. Thomas Roman, Village Administrator John Hughes, Jr. Village Attorney The Mayor called the meeting to order with a pledge to the flag. Mayor Gandolfo read the following Public Notice: The tentative budget of the Village of North Tarrytown for the fiscal year June 1, 1988-May 31, 1989, is on file in the office of the Village Clerk, 28 Beekman Avenue, North Tarrytown, NY and may be inspected at that place during business hours. A Public Hearing on the tentative budget will be held by the Board of Trustees on Thursday, April 14, 1988 at 8:00 PM in the Municipal Building, 28 Beekman Avenue, North Tarrytown, NY. Compensation budgeted to be paid each member of the Board of Trustees from all sources is: Mayor (1) $2400. Trustees (6) $1200.each All interested and concerned citizens are invited to attend and be heard. The Mayor commented that the salaries for the village officials have not increased.The Mayor stated that before she heard any comments from the public, she wanted the people to remember that the Village lost a lot of revenue through the $75,000. General Motors tax reduction and that the high increase in health insurance has hurt the Village. She also commented that the spending has only increased 2%. The loss of revenues is what is hurting the Village. On the brighter side, Mayor Gandolfo reported that the Village has received a $250,000. grant from the State to do with as they they want.She also thanked all the people who helped the Village obtain this grant through their efforts by writing letters to Senators Spano and Sullivan. In addition, the Fire Department has received an additional $18,000., Auxiliary Police, $10,000. and Senior Citizens, $12,000. She also stated that the State has agreed to spread the Empire Plan health insurance premiums over a period of four years. Mayor Gandolfo commented that with some of the state aid that the Village received, the Board would like to hire more manpower in the Highway and Sanitation Departments. She stated that since 1985, we have lost two men in each department. The Mayor also commented that there are many capital improvements that are needed within the Village, such as complete street paving, sidewalk repairs, etc. The Mayor read a letter from Donald Stever, a resident of North Tarrytown regarding the Coastal Zone Management Waterfront revitalization program which is one of the projected programs of the Village Environmental Committee which will be working on the development of a coastal management plan for the Village. He is asking for $6000. to be put into the budget for this. (Copy of letter attached.) Public Comments There were several comments from the public. Most of them were in regard to lowering the 13.38% proposed budget increase. Mrs. Stone suggested that one way to cut health insurance costs is to have the employees pay a share of the premium. The Mayor stated that the Board was looking into this possibility, but would have to wait for the upcoming union negotiations with the Teamsters. The Board is also looking into other less expensive, but comparable plans. Mr. Ceconi and Mr. DeFelice asked about the high water rates and would they be going up again. Mayor Gandolfo stated that the water rates for most consumers will be going down with the next water bill since we are billing on the computer. We will be able to utilize the four-tier rate to its best advantage. The larger users, like General Motors, large apartments, etc. would not be affected by the lower rate. There was much criticism over the transfer of funds from the water department to the general fund. Trustee Fudali stated that this was a practice that has been done for years and that there is nothing wrong with this practice. The overall objective is to keep the taxes down. 2 �-35T-0 Mr. Galella questioned the BAN in the water department budget. The Administrator stated that this was a note that was taken out awhile ago to pay for repairs to the Village sewer line which was broken at the southwest corner of the GM parking field adjacent to the Beekman Avenue ramp. The Mayor commented that we will be bringing more revenue into the Village with the new developers fees. Mrs. Belanich asked if any changes were going to be done with the K-9 since there is nothing budgeted for them. Mayor Gandolfo stated that they do not know for sure as yet, but if there are any changes, there will be a public hearing before anything is done. The Administrator commented that the proposed Capital projects listed in the Capital Fund budget are the infrastructure needs of the Village for the upcoming fiscal year. Janet Gandolfo, Mayor Village of North Tarrytown Village Kail Beekman Avenue North Tarrytown, N.Y. 10591: Re: Coastal Zone Management ("Waterfront R e v i t a l i z a t i o n " ) Dear Mayor Gandolfo: I am writing to you in connection with the projected work of the Village Environmental Committee, which will be working on the development of a coastal management plan for the village, under the New York enabling legislation that authorizes and encourages such activities by local governments. That work will involve (1) identifying and delineating the areas of the Village that lie within the Hudson River coastal zone, (2) mapping those areas, and (3) developing a proposed local law to control development or redevelopment, and to otherwise regulate land uses in the zone to assure compatibility with the management criteria in the state law or local criteria adopted by the Village Trustees. Although much of the work on this project can be accomplished by volunteer effort of Committee members and other public spirited citizens, certain aspects of any such effort require services that must be purchased. There will have to be maps drawn and overlays constructed to reflect the coastal zone delineation and the regulatory patterns. This should not be inordinately expensive. My initial estimate is that a budget of $6000 should go a long way toward meeting these needs, though of course, the ultimate cost of mapping can not be determined until the project is well under way.
