Present: Mayor Gandolfo Trustee Fudali Trustee Fine Trustee Treacy Trustee Hyland Also Present: John Hughes, Jr. R. Thomas Horoan, Administrator Mayor Gandolfo called the meeting to order with a pledge to the flag. There were no Public Hearings. Public Comments Mr. Serina, owner of Serina's Taxi, complained about the new ordinance that was passed regarding commercial vehicles. He feels that it is a great hardship on his business because after 9 PM the drivers have no place to park if they are waiting for a call. The Mayor stated that the ordinance is for no parking for more than one hour during 9PM-6AM, therefore the drivers should have no problems with parking for a short time. The Mayor also stated that perhaps when the Beekman Avenue lot is finished, there would be overnight parking there that Mr. Serina could look into. Mrs. Belanich addressed the Board to ask them if they could look into passing a pooper scooper law soon, since she notices a lot of Tarrytown residents bringing their dogs to the part of Patriots Park which is in North Tarrytown. The Mayor stated that the Board will be discussing this at their next work session. Mr. Philips asked the Board if they had determined whose responsibility it was to take care of the fence along Route 9. The Administrator commented that the State informed him that they are not taking any responsibility for the fence, therefore, the Village will have to maintain it, and the Village will have to come to a decision as to taking it down or working with the residents there. 1 �• The Mayor asked that the Administrator have the Building Inspector measure to see if it is the State's right of way. Approval of Minutes Trustee Fine made a motion to approve the minutes of May 17, 1988, seconded by Trustee Fudali and motion carried. Trustee Coon abstained because he was absent from that meeting. Communications, Petitions lit Requests Mayor Gandolfo read a letter from John Sillings, cashier at the First National Bank commending Sergeant Ferguson and the Police Department for the very prompt and professional manner in which they responded to their request for assistance in a difficult and potentially dangerous situation on May 27, 1988. (Copy of letter made part of Sergeant Ferguson's file) The Mayor read a letter from Ida Santi, requesting an increase in salary. Parking Enforcement Officer, The Mayor stated that the Board would take this matter up at the next work session. Mayor Gandolfo stated that she is in receipt of a letter from Westchester County formally advising us of the money that the Village is going to be receiving for the following projects: 1. Revitalization of Beekman Avenue- Design assistance and $150,000 in fiscal year 1988, $100,000. in fiscal year 1989; $50,000. in fiscal year 1990. The Mayor thanked the Administrator, Tom Honan, for his work on this grant. Mayor Gandolfo received a letter from the Senior Community Coalition. They will be having a meeting on June 15, 1988 at the Warner Library at 9:30 AM to discuss where they will be setting up their meeting headquarters. This is a group that is coming into the community to service senior citizens of Tarrytown and North Tarrytown. She stated that it is a very worthwhile program and would like to see the Board give them any assistance they can. The Mayor asked Trustee Coon to see if he could attend this meeting. The Mayor was in receipt of letter from the Mayor of Elmsford asking the Village of N. Tarrytown to attend a meeting on June 22 in their village hall to discuss the impact of the homeless situation on local communities. The Mayor received a letter from the Division of Coastal Resources of the New York Department of State advising us that they will help us with our coastal planning. They will attend the June meeting of the Environmental Council. The Mayor received a letter from Mrs. Beni on Washington Street, asking that we check a tree in front of her home. 2 �I S5g> Mayor Gandolfo received a letter from the attorney for the Duracell Company in response to some of the inquries that the Village made at the informational hearing. Duracell has conceded some of the points that we raised and have agreed to address some of the Village's concerns, specifically to have someone at the Duracell site on a regular basis to oversee and inspect all the work, which Duracell has agreed to. The Mayor commented that she did not know if the Village would be able to do this because it would cost money to have someone there full time. The Mayor suggested that the Board write back to Duracell and ask them to pick up the cost of this item, since they are offering it to us. A letter was received from Harold Falber indicating that he is going to have the plans for the old Ross Hardware building submitted to the Village by June 15. He is going to be renovating the building by putting apartments or offices upstairs and offices and Domino Pizza downstairs. The Mayor stated that the Street Festival will be held on September 10, 1988 this year. The Kayor appointed Stephen Maceyak to the Zoning Board to fill the unexpired term of Jerry Sturgill which expires in 1990. The Mayor appointed Ellen Tsangaris to the Planning Board for a 5 year term. Trustee Fudali so moved, seconded by Trustee Fine and carried. The Mayor appointed Richard Ayers to the Planning Board for a 5 year Trustee Hyland so moved seconded by Trustee Treacy and carried. term. Mayor Gandolfo appointed Andrew Halpern to the Recreation Commission for a 6 year term. Trustee Treacy so moved, seconded by Trustee Fudali and motion carried. The Mayor appointed Frank Gallagher to the Recreation Commission for a term of 7 years. Trustee Hyland so moved, seconded by Trustee Treacy and carried. Mayor Gandolfo commented that one of our police officers, Bobby Checchi, has been injured and is in a New York hospital. She asked that anyone wishing to send him get well wishes can send a card to the New York Eye Hospital. Administrator's Report The Administrator reported that the Beekman Avenue parking lot should be ready in about three weeks. The Administrator stated that he will be meeting with a Department of Transportation official next Thursday to discuss access improvements to General Motors. There has been approximately three to five hundred thousand dollars set aside in the County budget for access improvements for 6M. They will looking into making improvements to Beekman Avenue, River Street, Pocantico Street and Howard Street and Continental Street, which are major points that lead to and from the plant. 3 �The Administrator stated that he has been requested by the Mayor to consider the feasibility of angle parking on Beekman Avenue. Treasurer's Report The tax bills have been processed on the new system and have been mailed out. The water bills are late due to the fact they will be computerized and we want to make sure everything is correct before they go out. Trustee's Reports Trustee Coon reported that the Recreation Commission will hold a meeting on June 8 at 8 PM. The Warner Library committee met back in May and it appears that they will be on budget this year and will meet again next week. Trustee Coon reported that regarding the reassessment, there is still only one assessor going around, primarily in the Philipse Manor area. Trustee Hyland reported that the bids on street paving and sidewalk and curb repair will be opened and read on June 10, 1988 at 10:00 AM. He also reported that the entire work on 448 has been completed and the County has also come in and done work on Webber Avenue, and pot holes have been filled. Trustee Hyland stated that Robert Pell has decided not to transfer to the Highway Department, therefore, they are now in the process of interviewing new applicants. Trustee Tr-. ?.cy reported that on Kay 24, 1988 he met with representatives of PC::C0 w-ich is the group that will administer the newly proposed municipal employees benefits consortium. This consortium will consist of town, villages and possibly school systems in Westchester. The new plan will be known as KEKBCO, which is a self-insurance plan which would offer benefits comparable to the Expire Plan. The representative from Westchester County has indicated that Villages that are involved in this plan will not be hit with the unexpected sudden increases in rates that was experienced in the past. There has been a meeting scheduled for June with the representatives of the Union to inform their, of the benefits of MEMBCO. Trustee Treacy and Mayor Gandolfo met with the Economic Development Council and the co-chairmen of the sign committee to discuss the plan improvements that will take place in our village. They were informed of the Chamber of Commerce sign program which would erect new entrance signs to North Tarrytown and Beeknan Avenue. The renovations of the island on Beekman and Broadway will be make the entrance to our main business district more inviting to visitors and shoppers. Our newly proposed sign and facade improvement program was outlined. The Village will in cooperation with the store owners enter into an agreement on a 50/50 basis to replace old signs with new and more appealing signs and awnings. The money used by the Village will come from a $100,000. improvement grant from the state. The following night they met with the store owners to inform them of our new proposal. 4 �^3^ Trustee Fine entered the Police report into the record. She commented that she was in receipt of a copy of a letter to Chief Spota from Maury Terry expressing her appreciation to the Chief and his department for the Civilian Award that was presented to her last week, (copy of letter made part of the minutes) Trustee Fine read resolution 16/077/88 appointing Barry Campbell to the position of Police Officer.(Resolution attached) Trustee Fine read resolution #6/079/88 appointing Walter Schrank to the classification of Police Sergeant. (Resolution attached) Trustee Fine reported that a change in personnel has enabled us to put a full time Youth Officer on board. Gordon Ferguson will be our head of the Juvenile Aid Bureau and the telephone number is 631-9393, and in addition Don Pellegrino will also be helping out as youth officer. She congratulated them and commented she will be looking forward to working with them. Trustee Fine read resolution f 6/080/88 awarding the motorcycle bid to Jim Maroney's Inc. (Resolution attached) Trustee Fine read resolution #6/081/88 authorizing Treasurer to issue capital note in the amount of $8500. for purchase of motorcycle. (Resolution attached) Trustee Fine read the following resolution: RESOLVED; That, the Mayor be authorized to execute a Collective Bargaining Agreement with the North Tarrytown Police Benevolent Association, which agreement will govern the wages, hours and terms and conditions of employment of all police officers of the North Tarrytown Police Department, with the exception of the Chief of Police, for the period 6/1/87 through 5/31/90. Trustee Fine so moved, seconded by Trustee Treacy and motion was carried. Trustee Coon voted NO. Trustee Fudali reported that they will be meeting with the leadership of the PBA and the Tear.sters to discuss the health insurance plan. Trustee Fudali commented that the Board will be looking at all vendors who provide services to the Village. His main concern is the towing services. He would like to have Towing companies give the Village their bids. He stated that it seeraed as if we were giving all our business to one vendor. Resolutions All resolutions are attached. Old Business 5 �Trustee Fine so moved that the Board of Trustees call for a Public Hearing on July 12, 1988 to change the loading and unloading zone from in front of Sleepy Hollow High School on Broadway to the west side of River Street. Motion was seconded by Trustee Treacy and carried. The Mayor asked the deputy clerk to notify Tappan Motors of the proposed Public Hearing. The Mayor announced reassessment: the dates for the informational discussions on Philipse Manor - Thursday, June 16 and Wednesday, June 29 Sleepy Hollow Manor-Monday, July 11 and Tuesday, July 19 Webber Park & Inner Village area-Wednesday, August 17 and Monday, August 29 These will all be held at 8:00 PM. New Business Mayor Gandolfo announced the dates of several meetings. The next regular board meeting will be held on June 21, July 12, August 2 and August 16. On June 14 there will be a special meeting after the work session to award the street paving bid and sidewalk and curb bid. The work sessions will be held on June 14, June 28,July 5, July 19,August 9 and August 23. Trustee Fudali coir.inented that this past week the building at 94 Beekman Avenue was condemned, and the building inspector found that the owner had begun to renovate the building without a permit and he has ordered them to stop. Trustee Fudali asked that a resolution be passed requesting the County to provide us with results of the tests that were conducted in different parks with regard to Lyme disease. Resolved, that the Mayor and Board of Trustees hereby request, under the Freedom of Information Law, the results of any and all tests conducted in any County owned of Municipal owned park facilities. Trustee Fudali so moved, seconded by Trustee Treacy and motion carried. Copy of resolution to be sent to County Executive, Andrew O'Rourke and Marcia Lee. Approval of Warrants Trustee Treacy so moved to approve the warrants, seconded by Trustee Fine and motion carried. 6 �Adjournment Being no further business, the Mayor adjourned the meeting. SECONDEDs TmstBa FiidaH VOTE: 4-0 �May 23, 1988 Chief Richard Spota North Tarrytown Police Dept. 28 Beekman Avenue North Tarrytown, New York Dear Chief Spota, I'd like to take this opportunity to express my appreciation to you and the members of your department for the Civilian Award you presented to me last week. As you know, I am in regular contact with numerous police departments across the United States, and I've seen none that have reacted better and more promptly to existing and potentially dangerous satanic cult problems than has North Tarrytown. It is often expedient to attempt to submerge or ignore the issue, but that approach is never successful in the long run. For just two examples of what I'm referring to, one needs only to view the events preceding the Northport, Long Island tragedies of 1984 and the cult activities at Unterxayer Park in Yonkers in the late '70s that were part and parcel of the Son of Sam case. In both instances, and many others I've consulted on, evidence of satanic activity was dismissed or downplayed until it was too late and lives were lost. Hopefully, your diligence and responsiveness can prevent such an occurrence in your jurisdiction. In my experience, the only way to deal with such a problem is to meet it head-on, as your department has done.
