A Special meeting of the Board of Trustees of the Village of North Tarry town
was held on June 14, 1988 at 8:00 PH.

Deputy Mayor Fudali addressed the public stating that this was a special
meeting to award bids for street paving and to adopt the subsequent
resolutions pertaining to the bonding and that they will also be hiring an
additional laborer to the Department of Public Works. He stated that the
Board received only one bid which was from County Asphalt in the amount of
$256,000 which was almost double the money that they had allocated.
Therefore, they will need to scale back the amount of the road work that they
had anticipated on doing. The Board will pass a resolution to bond $125,000.
for the road work. The streets that will be repaved will be Depeyster Street,
Kingsland Road, Bellwood Avenue and Howard Street.
Deputy Mayor Fudali read resolution which is attached.
A brief discussion followed.
Trustee Coon stated that in light of the fact that there was only one bid, he
would recommend to the Board that they go out to bid again.
The Village Administrator stated that several other contractors were sent the
bid notice but did not respond.
Trustee Fine commented that time is of the essence, because so many streets
are in very bad shape.
Trustee Hyland wanted to know if the undermining of Depeyster Street is
included in this bid. The Administrator stated that it will done separately
prior to the paving. Trustee Hyland wanted to know what effect the
construction on Valley street would have on the street paving of Depeyster
street.
The Administrator stated that the heaviest traffic would be on Valley Street
and should not have an effect on the street paving.
He stated that he would be meeting with Larry Rodrigues on Thursday to discuss
this.

�Being no further discussion, Deputy Mayor Fudali read the next resolution for
awarding the sidewalk and curb bid. (Resolution is attached).
In addition to the bid which was awarded, DaCasta Landscaping submitted a bid
of $136,000. and Nat Pico Contracting submitted a bid of $119,000.
Deputy Mayor Fudali read the bond resolution which is attached.
Deputy Mayor Fudali read the resolution appointing Daniel Michaud
position of full time laborer. (Resolution is attached).

Deputy Mayor Fudali stated that the Board needs to amend the resolution which
was passed when Reggie Cardwell was hired on June 1, 1988. The resolution
should be amended to read that there will be a salary reduction of 10% fcr the
first eighteen months. The salary will reflect an annual salary for the first
18 months of $21,357, which he is receiving at the present time. Trustee
Eyland so moved, seconded by Trustee Treacy and motion carried.
Being no further business, Deputy Mayor adjourned the meeting.

�BOND RESOLUTION, DATED JUNE 14, 1988, AUTHORIZING THE
ISSUANCE OF $ 125,000.
SERIAL BONDS OF THE
VILLAGE OF NORTH TARRYTOWN PURSUANT TO THE LOCAL
FINANCE LAW, TO FINANCE THE RECONSTRUCTION OF VARIOUS
VILLAGE STREETS AND APPROPRIATING THE PROCEEDS TO SUCH
PURPOSE.

BE IT RESOLVED by the Board of Trustees of the Village
of North Tarrytown, in the County of Westchester, New York,
(the "Village") as follows:
Section 1. The Village shall issue its Serial
Bonds
of the aggregate principal amount of $ 1.25, OOOj
pursuant
to the Local Finance Law of New York, to finance the class
of objects or purposes hereinafter described.
Section 2. The class of objects or purposes
(hereinafter referred to as "purposes") to be financed by
the issuance of such Serial Bonds is the reconstruction of
Village streets. Such cost of reconstruction may include
the cost of sidewalks, curbs, gutters, drainage,
landscaping, grading and other improvements in connection
therewith and costs incidental to such purposes. The
proceeds of such obligations are hereby appropriated to such
purposes.
Section 3.
It is hereby determined and stated that
the combined maximum cost of such purposes as determined by
the Village is $ 125.000.
and that no money has
heretofore been autnorized to be applied to the payment of
the cost of such purposes. The Village plans to finance
such costs entirely from funds raised by the issuance of the
obligations authorized by this bond resolution.
Section 4. It is hereby determined that the
purposes are objects or purposes described in Subdivision
20(c) and (d) of Paragraph a of Section 11.00 of the Local
Finance Law, and that the period of probable usefulness of
each such purposes is 5 years.

Section 5. Subject to the terms and conditions of
resolution and of the Local Finance Law, and pursuant to the
provisions of Sections 30.00, 50.00 and 56.00 to 60.00,
inclusive, of the Local Finance Law, the power to authorize
Bond Anticipation Notes in anticipation of the issuance of
the Serial Bonds authorized by this resolution and the
renewal of such notes, and the power to prescribe the terms,
form and contents of said Serial Bonds and said Bond
Anticipation Notes, and the power to sell and deliver said
Serial Bonds and any Bond Anticipation Notes issued in
anticipation of the issuance of such bonds is hereby
delegated to the Village Treasurer, the Chief Fiscal Officer
of the Village. The Village Treasurer is hereby authorized
to sign any Serial Bonds issued pursuant to this resolution
and any Bond Anticipation Notes issued to this resolution
and any bond anticipation notes issued in anticipation of
the issuance of such Serial Bonds, and the Village Clerk is
hereby authorized to impress the corporate seal of the
Village to any of said Serial Bonds or on any Bond
Anticipation Notes and to attest seal. In the alternative,
the Serial Bonds may be signed with the facsimile signatures
of the appropriate Village officials and the Serial Bonds
may be authenticated by a fiscal agent.
Section 6. This resolution shall be published in full
by the Village Clerk of the Village together with a notice
in substantially the form prescribed by Section 81.00 of
said Local Finance Law and such publication shall be in "The
Daily News*. The validity of said Serial Bonds or of any
Bond Anticipation Notes issued in anticipation of the sale
of said Serial Bonds may be contested only if such
obligations are authorized for an object or purpose for
which the Village is not authorized to expend money, or the
provisions of law which should be complied with at the date
of the publication of this resolution are not substantially
complied with, and an action, suit or proceeding contesting
such validity, is commenced within twenty days after the
date of such publication; of if said obligations are
authorized in violation of the provisions of the
Constitution of New York.
Section 7. This resolution shall take effect
immediately upon its adoption.

authorized by such bond resolution may be hereafter

is not authorized to expend money or if the provisions of
law which should be complied with as of the date of
publication of this notice were not substantially complied
with, and an action, suit or proceeding contesting such
validity is commenced within twenty days after the date of
publication of this notice, or such obligations were
authorized in violation of the provisions of the
Constitution of New York.

RESOLVED: That, upon the recommendation of consulting engineer* Gus Paese,
the 1988 Repair and Restoration of Curbs & Sidewalks Bid be awarded to JMC
Enterprises, Inc. 87 Wolf Lane, Pelhaxn, New York at the following unit prices,
subject to the approval of a credit check by the Village Attorney.
Be it further resolved that the bid total of $97,000 is not to exceed figure,
which may be decreased depending on the total quantity of curbs and sidewalks
repaired.

of the Village Administrator, appoint Daniel Michaud, to the position
of Full Time Laborer at a salary of $23,730.00 less 10% «$21,357.00
for the first 18 months. Probation period 12 weeks, may be extended
at the discretion of the Boards purusuant to Civil Service Law, may be
extended an additional 14 weeks. Said appointment is effective June 27, 1988

On Friday, June 17, 1988 at 10:00 AM A Public Opening of bids for
the Maintenance and Repair of street lighting equipment located
in the Village of North Tarrytown took place.
The bids were opened in the Municipal Building at 28 Beekman
Avenue, North Tarrytown, New York.
Present were the Treasurer and Deputy Clerk.
The only bid received was from:
Edward McCarthy of 2 Andrews Lane, North Tarrytown, New
York in the amount of $9921.
