Present: Mayor Gandolfo Trustee Fudali Trustee Fine Trustee Coon Trustee Hyland Trustee Cicchetti Also Present: John J. Hughes, Jr. Village Attorney Absent: Trustee Treacy Mayor Gandolfo called "the meeting to order with a pledge to the flag. Mayor Gandolfo welcomed our new trustee, Nicholas Cicchetti. Public Hearings Mayor Gandolfo read the public notice regarding parking in Patriots Park.(copy attached) Most residents spoke in favor of restricted parking in the park. One resident, Mr. Belanich suggested the use of the park during a snow emergency and church activities. The Mayor asked that a motion be made to close the public comment section of this public hearing since there were no further comments. Trustee Fine made a motion to close the hearing, seconded by Trustee Fudali and carried. Mayor Gandolfo read the public notice regarding dumpsters. (copy attached) Being no public comments on the hearing, Trustee Hyland made a motion to close the public hearing, seconded by Trustee Fine and carried. Mayor Gandolfo read the public notice regarding expanding parking in front of the ambulance building, (copy attached) Mr. Checchi commented that he felt there were enough spaces allotted for the drivers in the Andrews Lane parking lot and not all men respond at the same time. Being no further comments, Trustee Hyland made a motion to close the public hearing, seconded by Trustee Fudali and carried. 1 �^r P u b l i c Comments A resident from Beekman Avenue thanked t h e Mayor f o r the work t h a t has been done in c o r r e c t i n g the v i o l a t i o n s a t 194 Beekman Avenue, but she complained about the congestion of t r a f f i c on Beekman Avenue caused by General Motors and t h e congregation of men in Barnhart Park at night i s s t i l l very bad. Mrs. Belanich asked about the shopping c a r t s i t u a t i o n again; the Mayor responded t h a t she i s g e t t i n g no response from the Grand Union so the Village w i l l pick up the c a r t s and b i l l them. There was much discussion on the S t r e e t F e s t i v a l s i g n s posted throughout t h e V i l l a g e with regard t o t h e wording of Sleepy Hollow instead of North Tarrytown. Some r e s i d e n t s f e l t t h a t the signs should read North Tarrytown Run and S t r e e t F e s t i v a l , while others felt t h a t i t has been called t h e Sleepy Hollow Run and N. Tarrytown F e s t i v a l in p r e v i o u s y e a r s so t h e r e f o r e , i t should remain. Tom Pellechi reported t h a t the shooting range has been r e b u i l t except for v e n t i l a t i o n and he w i l l p r e s e n t t h e p l a n s t o t h e Board. Dr. Sweet, a member of t h e Conservation Advisory Committee, s t a t e d that t h e r e are funds available t o use f o r s e t t i n g up a program with regard t o the control of s o l i d waste. Mayor Gandolfo s t a t e d t h a t Trustee Hyland has scheduled a meeting next week with r e p r e s e n t a t i v e s from t h e County r e g a r d i n g disposal and recycling and asked i f Dr. Sweet and members of h i s committee could be present a t t h a t meeting. Ugo Checci addressed the Board with regard t o t h e members of the Sign Committee and t h e i r d u t i e s . Mayor Gandolfo s t a t e d t h a t the Village is trying t o enforce the sign ordinance and r e g u l a t e the type of signs t h a t can be used.The Sign Committee has been appointed to study the ordinances and Trustee Treacy has been working on looking t o adopt a new sign ordinance and then enforce it. Being no further comments from the public, t h e Mayor asked t h a t a motion be made t o close t h e public comment s e c t i o n ; Trustee Fine so moved, seconded by Trustee Fudali and motion c a r r i e d . Approval of Minutes Trustee Hyland made a motion t o approve the minutes of August 2, 1988, seconded by Trustee Fine and c a r r i e d . 2 �Communications, Petitions & Requests The Deputy Clerk read two requests for the planting of new trees;one from Mrs. Timraings of Rice Avenue and Mr. Rountry of Lawrence Avenue. Mayor's Report Mayor Gandolfo reported that there will be a Reassessment meeting on August 17 at 8:00 PM. The Mayor is in receipt of a letter from Metro North regarding the temporary transformers which are located along Riverside Drive; they will be removed by December 31, 1988. Mayor Gandolfo reported that the code enforcement officers have to date condemned two buildings which had serious violations and overcrowding. The Mayor stated that Community Access channel has requested volunteers to work with them to film the board meetings and other situations that are occurring in the Village. Mayor Gandolfo received a letter from the Nationals Children's Choir thanking us for all the help in sponsoring their concert at Tarrytown Music Hall. The Mayor received a letter from NYCOM congratulating those village employees who have served for 25 years or more. She stated that Elsie Moten, Lt. O'Shaughnessy, and Willie Haggerty were the three being honored. Mayor Gandolfo was in receipt of a letter from Joseph Maggiola, vice-president of the Westchester/Putnam Vietnam Veterans of America, requesting that the Village fly a flag on our flagpoles to recognize the POW/MIA servicemen from World War II, Korea and Vietnam who are still unaccounted for by foreign governments. At a work session, the Board had discussed and voted to fly the flag on behalf of this cause. She asked that a motion be made to confirm the action taken at the work session; Trustee Hyland so moved, seconded by Trustee Coon and motion carried. Trustee's Report Trustee Coon reported that the Recreation Commission has received several resumes for the position of Superintendent of Recreation and they will be interviewing this week. Trustee Hyland reported that curb and sidewalk program is in full swing; new curbs on Holland Avenue, work has been completed on parts of Lawrence Avenue; continuing work on Cedar Street and Depeyster Street; drains have been worked on in Sleepy Hollow Manor. 3 �Trustee Hyland stated that on August 23, 1988 the Board will meet with James Hogan, head of Recycling Waste Group of Westchester County with an update on all recycling and we can possibly apply for a grant before October. He stated that in the past four months we have saved $5500. on recycling. Trustee Fine reported that we have just created a Haz-Mat squad which is a group that will be working out of the old suburban from the police department. They will respond to emergencies regarding hazardous materials; for example, chemical spills. This is one of the few such squads in the County. Trustee Fine submitted the police report into the record and she has been working with Chief Spota on new short and long term objectives and that the Chief has asked the County Traffic Safety Engineer to look at the situation between Sleepy Hollow and Phil ipse Manor regarding a guard rail there and he is going to study it and make a suggestion to the Board. Trustee Fudali reported that he has a copy of a towing contract which outlines bid specifications and he would like to call for public bids for this towing contract to tow all vehicles in the Village which are dispatched by the Police Department and submit their bid within a three week period. A copy was given to all members of the Board for their review and will be discussed at the next work session. Trustee Fudali reported that the complete networking of computers should be completed next week. Trustee Fudali stated that there will be a meeting on August 23 at 4 PM for employees to attend regarding the health insurance premiums and the possibility of changing the present coverage to MEBCO. On September 8 the Westchester County Village Officials Association will hold a meeting hosted by the Town of Greenburgh and the concept of changing insurance will be discussed; therefore he encourages all village officials to attend. Resolutions All resolutions are attached. New Business Trustee Fudali requested that the new development which is being built on Pocantico Street be fenced in. Mayor Gandolfo asked that he speak with the Building Inspector and have the developer build one. 4 �Approval o£ Warrants Trustee Hyland made a motion to approve the warrants, seconded by Trustee Fine. Mayor Gandolfo commented that the warrant to JFK Catering should be removed because the Village cannot pay for services until they have been performed. Motion carried to approve warrant and authorize treasurer to pay the bills with that one exception. Adjournment Being no further business, the Mayor adjourned the meeting.
