Present: Mayor Gandolfo Trustee Fudali Trustee Fine Trustee Coon Trustee Hyland Trustee Cicchetti Trustee Treacy Also present John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Public Bearings None The Minutes of the August 16th Meeting are approved as read. Communications & Requests On Sept 18, 1988 Mr. & Mrs Jerry Sturgill would like to close off Palmer ave from 5:00 p.m. to 8:00 p.m. for a party. The mayor recommends we give them permission . Trustee Fine motions to approve and Trustee Fudali seconds. Motion is passed Mayor's Report On Saturday Sept 17, 1988 is the Sleepy Hollow run and the North Tarrytown Street festival. The festival starts at 12:00 P.M.to 5:00 p.m. The Immaculate Conception Church will be having a food festival and tag sale. The Code Enforcement .Program has been moving along. They have had to condemn 2 buildings and a third one is slated for this week. Concerning the traffic island at the corner of Beekman and Route 9 . They have had 5 bids and are reviewing all the bids and should be ready by the next meeting to award the bid. The construction work is paid for by the County of Westchester. The search for a new Administrator is down to two candidates. We should be able to make an offer by the middle to the end of this month. The sign committee would like to call for a Public Hearing for Tuesday Oct 4, 1988 where they are recommending to propose a sign ordinance which would involve all commercial signs. A motion was called for a Public Hearing and the motion carried. 1 �I \ Treasurer's Itsport The auditors will be coining next week. The networking of the computers is done except tor one problem. The Mayor said we have received $250.00 from the UAW local #664 and $3,000 from General Motors for the festival. At the next meeting she will list all of the donors. Tappan Motors has sent a request regarding the unloading zone they want the village to set up an unloading zone for their cars on Old Broadway. This will be taken up at the work session next week. Trustee Reports Trustee Fudali read the report on the Towing Bids Specs.The specs would be as per contract. This needs to be done for the Oct 4, 1988 Meeting. The contract would be similar to- the one he now has. They would ask for Workmens' Compensation,they want to hold village dept. responsible against any damages, a storage area for towed vehicles. There is also a request for response time to a call. In addition to rates that would be set by the village for towing services. In addition to the minimum bid of $3,500 any others should be submitted to the Village the Friday before the Oct 4th meeting. And they will also set a goal for funds that they want to raise at this meeting. The bids will be returnable on Sept 30th for the towing contract at 10:00 a.m. at Village Hall. A motion was made by Trustee Fudali and seconded by Trustee Coon. The motion is carried. Trustee Fine said as a result of her meeting the board would create an endowment fund for the COC. The COC will be having a dinner in November to kick off the fund raising and set a goal for funds that they want to raise. She also said the Fire Inspection on Saturday night was a tremendous success and very organized. Trustee Cicchetti is a liaison with the Conservation Advisory Council which met on August 18th. The board supports the local advisory plan. The immediate task is to prepare the resource graphics for the Village of North Tarrytown. Loretta Simon, from the Dept of State, Coastal Resources sent down material regarding the local water front revitalization program and Trustee Cicchetti feels that before we become involved in preparing resource graphics and start planning for the revitalization we should have involvement from "the local community as well as involvement from the county and state levels. He would like to discuss the project at a work session. The Mayor said that we can put this on the agenda for the next week's work session. Trustee Treacy said the present sign code lav was written in 193 2 and is not up to date. The intent of the new sign code is to establish parameters that owners of the business community would 2 �i be able to follow. He will be distributing copies of the new code to all the local businesses. Regarding the new curbs & side walks, Charles Reilly, the local surveyor in Tarry town, will be doing the survey work and they plan to break ground in the spring. Trustee Treacy stated " We can have a great future if we all work for it." Trustee Hyland reported the following. Mt. Pleasant painted the yellow lines in the 6treet for the Village of North Tarrytown. It is one of the services provided the town by the town of Mt. Pleasant. He reminded the Board that at Saturday nights annual Fire Dept Inspection a check was presented to them by Senator Spano in the amount of $18,000. The money came from a state grant. A grant has been filed with the New York State Environmental Protection Agency for a community assistance program. We received a letter from them acknowledging receipt of our grant request. The program is not over for the sidewalk repairs, we will continue into the fall.. Trustee Coon said the Library has resumed the normal hours after Summer schedule. The reassessment program is almost completed. The recreation committee has interviewed 3 candidates to head up the Recreation dept and will meet with the board before the end of Sept to choose a new head. Public Comments Wayne Ryder the Commander of The BFW post 1939 stepped forward, he was going to complain about the condition of the American Flag on Broadway and Beekman Ave, but the flag has been replaced today. He presented to the Village a new PMI Flag. Dr Richard Sweet, the Chairman of the Conservation Council has received a communication in which there is an on going discussion about issue number 20 and 21 the tax commission in Westchester. The real property tax law does not apply to Westchester County if Westchester ostensibly addresses the problem.There is a spreading of Word of Household cleanup on Sat Oct 22, 1988 from 9a.m. to 4 p.m. at the trading center in the grassland reservation. He has distributed preprints to the board members about recycling. The garbage should be separated and he stresses the importance of the recycling program . The Mayor adds that we pay the county $17.00 for every tc i that we dump. In 1989 for every ton we don't dump the county w 11 pay us $17.00. A savings of $34.00. Carrie Dool - The report on the stop sign on Webber Ave. Through the summer people have not made a full stop. Cars don't see the sign. She would like more enforcement from the police. Mario Scappatucci would the garbage underground his neighbors yard. The building foreman and is like to know if there is any law to keep in cans in the village right of way in Mayor has turned over this matter to the waiting for an answer. 3 �V Mrs Vydareny - The municipal parking lot is going to be closed for 3 days she would like to know why. The Mayor said for renovations • She also comments the meters should be 2 & 3 hour Bieters. The Mayor said there are some 2 hour Deters. They will check it. Martin Kaviky - He wants to thank the village for the full stop sign on Howard St. However, it is not slowing people up and he would like to know about putting in a speed bump. The Mayor doesn't know whether we can. The Mayor thinks we could write stop in the road. She is going to speak to the police chief about this. Mrs. Belanech - She is concerned about the traffic from General Motors. She has not seen any police there. They are supposed to have police officers there for General Motors traffic. The new store on Beekman Ave, a tailor shop was open till 10:40 P.M. and she would like to know if this is legal and if they are allowed to stay open as long as they like. The Mayor said there are no laws about any stores except bars which can't stay open after 4:00 A.M. The Mayor said the police are checking the avenue and moving people along. Vic Albanese would like to know if there is a copy of the new sign code. Trustee Treacy said he will send him a copy. The Mayor said everyone will have 6 mos to a year to conform to the new sign code. Mr. Albanese would like to know if anything is being done about scribbled window signs. Trustee Treacy said the code covers everything and is very strict. Motion to close the public comments was made. Seconded and carried. Resolutions The resolution is read by Trustee Coon and Seconded by Trustee Fudali. Old Business A resident on Barnhart Ave said there are volleyball games on Sunday and there are bottles left there from these games. Chief Spota was asked to look into this matter but the resident has not seen any change. The Mayor said she will speak to the chief about this. The Mayor would like to set up dates - September 13, 1988 is a work session - a public meeting Tuesday September 20, 1988 at 8:00 p.m. and a work session Tuesday Sept 27. Wednesday September 28, 1988 is an Economic Development Meeting at 8:00 4 ••Hi �I p.m. This Thursday and next Thursday is a festival neeting in the court if anyone wants to go. September 8, 1988 Andrew O'Kouke is a holding a public meeting in the Village Board Room, Mayor said we are going to adjourn to an Executive Session Motion to adjourn to the executive session is passed unanimously. Two personnel natters concerning the Police Dept. were discussed at the Executive Session and further discussions will take place at the next work session. Ms. Fine moved that Tommy Squares be hired at $300.00 a month to clean the firehouse effective Sept 12, 1988. The motion is passed and carried. Motion to approve the warrants by the Mayor The Treasurer said $1,400 was for rescue hose and that the purchase order was issued and approved. All those in favor- the motion carried to approve the warrants. We would like to have a "block, party" on our block and hereby seek permission and the cooperation of the Village for the proposals set out below. Time: 5:00 p.m. to 8:00 p.m. Date: September 18. Place: The block of Palmer Avenue between Route 9 and Bellwood. The entrance to the block from each of Route 9 and Bellwood would be blocked with police barricades. We will seek the cooperation of the police department in this regard upon receiving permission from the Village. Music: We intend to hire a live band, comprised of musicians from Philipse Manor. The band will play "60's" music.
