Trustee Fudali s t a t e d t h a t Dobbs Ferry and Croton have n o t i f i e d t h e Empire Plan t h a t t h e y w i l l be s w i t c h i n g t o MEBCO. Other m u n i c i p a l i t i e s a r e w a i t i n g f o r more i n f o r m a t i o n from MEBCO b e f o r e making t h e i r decision. T r u s t e e Fudali made a motion to a u t h o r i z e the V i l l a g e t o send a l e t t e r of i n t e n t t o withdraw from the Empire Plan by October 1, 1 9 8 8 , t o t h e Department of C i v i l S e r v i c e ; seconded by T r u s t e e Treacy. John Henry, President of PBA commented t h a t a c o a l i t i o n of t h r e e u n i o n s , Teamsters, PBA and CSEA are n e g o t i a t i n g some changes w i t h the County and u n t i l those changes are n e g o t i a t e d , t h e i r stand i s t h a t MEBCO i s not comparable t o t h e Empire Plan. T r u s t e e Fudali commented that the County o f f i c e r s who are on t h e consortium committee have given him a l l i n d i c a t i o n s that t h e y have e v e r y i n t e n t on working w i t h t h e t h r e e u n i o n s t h a t John Henry has mentioned. Mayor G a n d o l f o commented t h a t B r i a n Lucyk, Teamster's r e p r e s e n t a t i v e , did n o t have any problems with t h e V i l l a g e s e n d i n g t h e l e t t e r of i n t e n t t o t h e Empire Plan. TREASURER'S REPORT None TRUSTEES' REPORT Trustee Fudali made a recommendation regarding the parking lot that several spots be made available for merchant parking only. He also highlighted the changes in the contract drawn up between the Village and Edward McCarthy for street light repair. �-3Trustee Pudaii (Continued; He also reported on the employees meeting of 9/20 with representatives of the Empire Health insurance plan and POMCO. A decision as to whether or not to change plans must be made by October 1, 1988. A special public meeting will be held on Tuesday, September 27 to discuss the medical insurance plans. A resolution to hold a public meeting was passed unanimously by Board. Trustee Cicchetti Reported that he, Trustees Tracey and Hyland met with officials from the MTA and looked at various sites for parking improvements around the train station, and they were particularly interested in DeVries park. The improved parking may add as much as 100 spaces in the village for commuters. A memo to the board was distributed regarding the Local Waterfront Revitalization and again he stated that because of the long range scope of the plan, individuals who represent economic as well as environmental interests should be included to form a committee for such a study. Mayor Gandolfo suggested that perhaps the Economic Development Committee should become involved with such planning. Trustee Treacy Reported that the Grievance filed against the Village by the Teamsters on September 15 regarding the Rules of Conduct for Village Employees has been denied by PERB (Public Employees Relations Board). The rules of conduct do not violate the Taylor law. The new restaurant on Route 9 will be landscaping the exterior as soon as they hear from the DOT. They have started with the interior design. The public opinion poll taken at the street festival regarding the street lights indicated that 191 people voted, and 100 people voted for Drawing #4. A set up of the drawings, together with ballots will be located at village Hall so residents may come in and vote for their choice of street lights. It was also suggested that a committee be established to help with the selection of street lights and sidewalks. Trustee Hyland Read aloud a letter from Sandy Galef regarding Recycling Plan. the County Executive's Sidewalk and curb repair program is in progress again, on Bellwood, Rice and Broadway. More work is being completed on the drains in Sleepy Hollow Manor. He read aloud an advertisement for a skilled laborer for the Village Department of Highway. Starting salary $25, 459. �-4He also requested that a Meeting with Village General Foreman, Public Works committee, and the Environmental Council be scheduled for 6PM on Monday, September 26 -to discuss recycling. Trustee Coon Offered his congratulations to -the Street Festival Committee for the hard work in getting the festival off the ground. The Recreation Commission will be meeting on Tuesday, September 27, to make a final selection for a Recreation Supervisor. The data collecting for the reassessment collectors are currently in the downtown meeting with some resistance because the in the same area. Essentially, however, is near completion. The data area of the village, and are code enforcement officers are most of the data is in. PUBLIC COHHEHTS John Joy, from Riverside Drive, complained of the speeding on Riverside Drive. A motion was carried to have a public hearing on October 18 to have a stop sign on the southeast and the northwest corners on Riverside drive. In the process, a yield sign will become a stop sign. A resident from Beekman Avenue complained that at the 2:50 PM change of shift from the GM plant a police car was at the corner of Beekman and Clinton. The police officer stayed! in the car and did not supervise traffic. The Mayor said she would have the Police Chief look into the problem. Edna Belanich from North Tarry town thanked the Pestival committee for their hard work in planning for the event. She also complimented Rocky Verrilli and his crew for the quick clean-up after the festival. She also wanted to know the status of the shopping cart complaints. At that point the Mayor said she would take the matter up under Old Business. Dr. Richard Sweet reported t h a t he attended t h e public hearing September 14 on the Westchester County Charter Revision Study Commission t o study proposed r e v i s i o n s on I s s u e s 20 and 2 1 . As l i a i s o n t o the V i l l a g e ' s Environmental Committee,, he attended the County's CAC meeting on August 19 on "Greenways" . He announced that on Saturday, October 2 2 , w i l l be Weschester County's Household Chemical Clean-Up Day. Also there w i l l be a Recycling Exposition at the County Center on November 9 and 1 0 . �-5Don Caetano reported that the call box he complained about two months ago is still out of order. He also asked why a damaged vehicle was parked at the Village garage for over a period of time. He also alleges that his son found a bag of drug paraphernalia in the street after the festival. He indicated that drugs might have been sold during the street festival. He also wanted to know why the Village was putting up the 4x8 boards over the Pelber building. It was explained that the Building Inspector ordered the placement of the boards because of the street festival and the village would charge Felber for time and materials. OLD BUSINESS There will be a meeting for Merchants on October 5, at 8:00 FM in Village Hall. All merchants are invited to attend. Police Chief Spota, and General Foreman Rocky Verrilli will be in attendance. Shopping carts from the Grand Union have been found on Village Streets. The Village of Tarrytown now charges them $25.00 for every cart that is picked up on their streets and delivered back to Grand Union. A resolution was carried by the Board to pass the same type of resolution for the Village of North Tarrytown, RESOLVED: That, the Mayor and Board of Trustees be authorized to charge Grand Union Supermarket, located at. Depot Plaza, $25.00 per shopping cart that is picked up and returned by The Village of North Tarrytown's Department of Sanitation and returned to the Grand Union SuperMarket.
