Present: Mayor Gandolfo Trustee Fine Trustee Cicchetti Trustee Treacy Trustee Coon Trustee Hyland Absent: Trustee Fudali Also Present: John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Mayor Gandolfo presented Certificates of Appreciation to all those people who worked on the Street Festival in September to make it a huge success. Public Hearings Mayor Gandolfo read the public notice regarding revising the sign ordinance, (notice attached) The Mayor read a letter from Tarrytown Aerie No. 104 2 regarding the proposed new sign ordinance, (copy made part of minutes) JTohn O'Leary of the Sign Committee gave a brief outline on some of the changes to the ordinance. He stated that there must be some kind of uniform fashion of the signs throughout the Village. The committee will make their recommendations to the Board. He stated that this hearing is to get the feelings of the merchants and their ideas. There were many merchants present at the hearing. They were all very upset over the proposed changes in the sign ordinance. Most of them felt that these changes would be hurting the merchants and perhaps force them to leave the Village. Among those who spoke were Mr. Freyler of Freyler Realty, Linda Standiey of Mobil station, Mr. Paul Amenta of Amenta Travel, Jerry Bregman of Ross Hardware, George Kahn of Tappan Motors, Sal Donzella, Miguel Jiminez and Mr. Galella. Mayor Gandolfo stated that the committee will be setting up some kind of standard and that all of the merchants suggestions will be taken into consideration. The committee will go back to the drawing board and revise some of these changes. Mayor Gandolfo read t h e f o l l o w i n g 2 resolution: �I RESOLVED: That t h e Mayor i s a u t h o r i z e d t o execute an amendment t o t h e agreement, dated October 2 0 , 1987, between the V i l l a g e of North Tarry town and t h e County o f W e s t c h e s t e r , w h e r e i n t h e V i l l a g e agreed to undertake a parking l o t improvement p r o j e c t . The purpose of t h e amendment i s t o i n c r e a s e the scope of work t o i n c l u d e a d d i t i o n a l work items i n t h e sum of $ 1 2 , 8 6 0 . , payment of which i s t o be made by t h e D i v i s i o n of Housing and Community Development, County of Westchester. Mayor Gandolfo reported t h a t work on the Traffic I s l a n d w i l l be commencing within the next week. I t w i l l take approximately two weeks t o be completed. The Mayor r e p o r t e d t h a t t h e Donate a Tree program s u c c e s s f u l . We have had many r e q u e s t s t o date. is very T r u s t e e ' s Reports T r u s t e e Coon r e p o r t e d t h a t t h e R e c r e a t i o n Commission has appointed a new Recreation Superintendent. He read r e s o l u t i o n #10/122/88 which i s attached. Trustee Hyland reported t h a t t h e Economic Council and t h e Public Works committee met on t h e r e c y c l i n g program. They have come up w i t h a new plan whereas garbage and bulk would be picked up on t h e same day, l e a v i n g e v e r y Wednesday f o r newspaper p i c k u p , c a r d b o a r d and m e t a l . We w i l l be r e c e i v i n g a g r a n t from t h e County, t h e r e f o r e we must be ready t o s t a r t by November 1. He a l s o reported t h a t s i n c e A p r i l o f 1988 the V i l l a g e has saved $63 30. on the r e c y c l i n g program. T r u s t e e Treacy r e p o r t e d t h a t we have s e v e n v o l u n t e e r s on t h e newly formed committee t o work on t h e the planning and d e s i g n and r e b u i l d i n g of curbs and sidewalks and s t r e e t l i g h t i n g on Beekman Avenue. They a r e Frank A r v a n , C a t h y B e l l i v e a u , Maureen Chebetar,Laura Fudali, Frank O'Brien, Edward McCarthy and Richard Clark. In order t o r e c e i v e the $300,000. grant from t h e County,we must have a survey of Beekman Avenue. He read the r e s o l u t i o n regarding the h i r i n g of a surveyor ( r e s o l u t i o n a t t a c h e d ) . The method of payment t o be determined at the next m e e t i n g . T r u s t e e C i c c h e t t i r e p o r t e d t h a t h e , T r u s t e e s F i n e and Hyland attended a meeting on September 25 with Halpern A s s o c i a t e s to provide an update t o t h e Economic Council on the r e v i t a l i z a t i o n of Beekman Avenue. T r u s t e e C i c c h e t t i s t a t e d t h a t Halpern r e p r e s e n t a t i v e s had d i s c o v e r e d t h r e e c o n d i t i o n s which they did not e x p e c t ; t h e r e are more houses i n b e t t e r c o n d i t i o n than expected, o t h e r h o u s e s t h a t are worse than expected and contrary t o b e l i e f , t h e r e a r e p l e n t y of p l a c e s t o b u i l d . 3 �/ ft Trustee Fine made a motion to approve the action of the Fire Wardens at their September 13 meeting, seconded by Trustee Treacy and carried, (copy attached) • She stated the Hazmet team has 15 members, and the ambulance corp. membership has 15 new members. Police report was submitted as part of the minutes. Trustee Fine reported that the Tenants Patrol at College Arms has been a great success and the renewal for the Tenants Patrol grant for approximately $11,000. was submitted last week. Trustee Fine stated that we received a check for $300. for the use of police headquarters to shoot a movie; Trustee Fine suggested that we donate this to the COC Family Festival to be held on October 30, seconded by Trustee Treacy and motion carried. A letter to Chief Spota from Police Commissioner of Yonkers expressing their appreciation to the Chief and his department and allowing Lt. Brophy to assist them during the 8 0th Recruit Session. (Copy of letter placed in their files) Treasurer's Report Papers have been filed with the state for $250,000. grant for state aid. The expenditure report as of 9/30/88; 1% overspent. Public Comments- There were no public comments. Resolutions Resolutions are attached. Old Business Trustee Treacy stated that the Rezoning Committee will meet on October 12, 1988. Mayor Gandolfo asked that a motion be made to appoint Kay Grala to the College Arms committee, Trustee Fine so moved, seconded by Trustee Coon and carried. Mayor Gandolfo stated that anyone interested in parking behind the post office can park between 6PM-7:30AM with a permit which are available at Village Hall. Mew Business Next work session will be on October 11 at 8 PM. Approval of Warrants Trustee Coon made a motion to approve the warrants and authorize the Treasurer to pay the bills, seconded by Trustee Fine, with the exception of the voucher to American Awning for $152,000. We are a Nation wide Organization in all of the 50 States and some near by Countries. Our overhead Hanging Sign in f rorfc of the building has been there since 19H3fe and is the only form of communication and awareness with the outside world. We have no other signs or description to define our exi stence . We are visited by others from all- other States and the sign is the only clue on a busy highway. We ask the Board to give some consideration to the fact there are only five (5) overhead or Hanging Signs in this Village and have been anaverage of 30- 60 years. A bit of nostalgia is involved here. We understand once the sign comes down (age-destructin) it cannot go up again, we think this is the best way to go.
