Present: Mayor Gandolfo Trustee Coon Trustee Fine Trustee Cicchetti Trustee Hyland Trustee Fudali arrived late Absent: Trustee Treacy Also Present: John J. Hughes, Jr. Village Attorney William T. Regan, Village Administrator Mayor Gandolfo called the meeting to order with a pledge to the flag. Public Hearing Mayor Gandolfo read the public hearing notice regarding stop signs on Riverside Drive. (Notice is attached) John Joy, a resident in that area spoke in favor of putting the stop signs there. He felt that even if most people don't stop fully, they will at least slow down and this would help. Being no further comments, the Mayor asked that a motion be made to close the public hearing; Trustee Fine so moved, seconded by Trustee Coon and motion carried. Mayor Gandolfo read the public hearing notice regarding tax exemptions for senior citizens. (Notice is attached) Mrs. Vydareny asked if this exemption applied to all properties owned by residents or only the ones in which they occupied, and the Mayor replied that the house which is occupied by the owner is the only one the exemption would apply to. Dr. Sweet asked if a veteran's exemption is the same as the senior exemption; Village Attorney replied that it is a separate exemption. Dr. Sweet also wanted to know if the total income of both husband and wife must be listed; the Mayor answered yes. Being no further comments, the Mayor asked that a motion be made to close the hearing, Trustee Hyland so moved, seconded by Trustee Coon and carried. Approval of Minutes Trustee Fine moved, seconded by Trustee Coon to approve the minutes of October 4, 1988 as written. 1 �Communications, Petitions and Requests Deputy Clerk read a letter from Town Clerk requesting the use of our premises on November 8, 1988 from 6 AM-9 PM for Election. Trustee Hyland so moved, seconded by Trustee Coon to approve this request. Motion carried. Mayor Gandolfo read a letter from the principal of St. Teresa School thanking our fire chiefs for the time spent with the children during Fire Prevention Week. A copy of the letter was sent to them. The Mayor read a letter from Senator Spano stating that the State Legislature has recognized the important role of the Warner Library in our community and has allocated $2500. for the fiscal year 1988/89. Administrator's Report The Village Administrator, Bill Regan, reported on the new recycling program. There will be a new schedule for solid waste collection; bulk will be picked up on the same day as the resident's garbage pick up as long as it it placed at the curb; on Wednesdays, newspapers, cardboard, and metal will be picked up. Residents will be receiving a schedule in the mail. Trustee Hyland,the General Foreman and the Administrator have taped a show regarding these changes. This will be shown on public access television. The Administrator reported that the Davries Avenue bridge has been taken down and is under reconstruction; hopefully to be completed at the end of December or at the latest in the Spring. Palmer Avenue bridge will be closing on November 7 and alternate side of the street parking signs will be posted. Work on the traffic island has begun; there is a vacancy for a part time secretary in the Building Department. Treasurer's Report The Treasurer reported that the Village has $925,000. in CD's, $255,000. in the checking account, and $45,000. in the money market account as of 10/18/88. Trustee's Reports Trustee Fine submitted the Police report into the record. Trustee Fine welcomed James Reddy to the Village as a returning police officer. She read resolution #1/125/88 which is attached. The Village has been awarded the 1987 Pedestrian Safety Citation; the COC is having a fund raising dinner at the Marriott on November 4, 1988. 2 �£</£ Trustee Cicchetti commended all the programs which are in progress in the Village such as the new solid waste program, tree and shrubbery planting, completion of the Devries Avenue bridge, and that the Village has access to a MTA grant for construction of parking areas, not only for the fields but for parking at the train station. These are all very encouraging projects for the Village. Trustee Hyland reported that Wednesday, October 19 will be the last day for monthly pickup of newspapers? he emphazied the importance of the upcoming new schedule. He also stated that no building materials will be picked up in order to cut down on the tonnage. He also reported that he has taken a survey with regard to expanding the Elm Street parking lot by 27 more spaces and he found that there were many people interested in purchasing a permit especially with winter coming up, it will help with snow removal. Trustee Cicchetti expressed some concern over the fact that we would not be accepting building materials on bulk day and what would the "do it yourself" homeowner do with those materials. The Mayor asked Trustee Hyland to discuss this with his committee and see if there is any alternative. Trustee Coon had no report. Trustee Fudali reported that the Village was in receipt of a letter from the Department of Civil Service acknowledging our letter of intent to withdraw from the Empire Plan; the Village would be responsible for paying $12,542. to the Empire Plan; and should we actually withdraw, there would be a period of one year in which we would not be able to rejoin. He stated that it would be prudent to keep in touch with other municipalities so that we would be unified in our decision. Trustee Fudali reported that the owner of the employees parking lot has requested an increase in the rent and that the Village is negotiating with them at this time. Mayor's Report The Mayor has received a donation from William and Jean Maguire for our Donate a Tree Program. Mayor Gandolfo commented that the 58 Clinton Street basement apartment has been padlocked due to unsafe conditions. The Code Enforcement program is a huge success; there are 10 landlords in court and today, 146-148 Cortlandt Street was cited for many violations and a thorough inspection will be done on Saturday. 3 �II ^ Resolutions- All resolutions are attached. Public Comments Mrs. Belanich wished to thank the VFW for the new flags which they donated in memory of the POW and MXA's. Mario DeFelice asked if the Board would be contacting the School board with regard to the proposed building of a new school on Peabody field? the Mayor stated that they have met already and will be meeting again with the Superintendent to express their opinions. Dr. Sweet asked what the status was of the ordinance regarding no commercial vehicles on Village streets after 9 PM. Trustee Fine will be speaking with the Chief of Police to see that his men start enforcing this law. The Village attorney commented that any vehicle bearing a commercial plate, or one used for business purposes is considered a commercial vehicle. Old Business Trustee Fudali commented that the Grand Union is now sending a truck around to pick up their carts from our streets. Mayor Gandolfo commented that due to many complaints from the residents of Anderson, Tappan and Crane Avenue that emergency vehicles find it difficult to get through because of cars on both sides, she asked that a motion be made to call for a Public Hearing on November 15 to amend the parking regulations on those streets. Trustee Fudali so moved, seconded by Trustee Coon and carried. The Mayor also asked for a motion to call for a Public Hearing on November 15 to amend the parking regulations on Route 448. Trustee Hyland so moved, seconded by Trustee Fudali and carried. New Business Next work session will be held on October 25, 1988 at 8 PM. Approval of Warrants Trustee Fine made a motion to approve the warrants and authorize the treasurer to pay the bills, seconded by Trustee Fudali, motion carried.
