Present: Mayor Gandolfo Trustee Fine Trustee Cicchetti Trustee Coon Trustee Hyland Trustee Treacy Absent: Trustee Fudali Also Present: William T. Regan, Administrator John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Public Hearings Mayor Gandolfo read the public notice regarding BOOTS, (notice is attached.) Trustee Treacy commented on the Boot. He reported that we have approximately $39,000. in scofflaws owing between $100 and $200. The Boot would be a more effective and efficient way of collecting these fines due to the fact that the person would have to pay the fine before he could get the car back. For a $600. investment, we will be able to recoup almost all of the fines. A few residents spoke; some in favor and others were not. Trustee Fine made a motion to close the public hearing, seconded by Trustee Coon and carried. Approval of Minutes Trustee Coon made a motion to approve the minutes of December 20, 1988, with two minor changes? resolution =143 vote was 5-1 and committee parking should be community parking; seconded by Trustee Treacy and motion carried. Communications, Petitions & Requests The Deputy Clerk read a letter from Helen Maycock requesting sidewalk repairs in the Spring and a letter from Governor Cuomo's office acknowledging receipt of resolution passed by the Board of T r u s t e e s on D e c e m b e r 6 regarding opposition to pending legislation. Mayor Gandolfo read a letter'from Mr. Scipioni and Mr. Czyz of Bedford Road requesting that the Board reconsider the no parking ordinance on Bedford Koad. The Mayor stated that the Board would take this matter up at the next work session. 1 �Mayor Gandolfo read a letter commending Chief Appolonio in saving the life of a woman who was choking on a piece of food at a recent wedding. (Copy placed in his file) A letter was received from John Lofaro of Pine Close stating that the No Parking signs have not been erected yet. Mayor Gandolfo stated that this would be brought up at the work session. Mayor's Report The Mayor stated that we have received a check for $28,220. from General Motors for a building permit to erect a rail shipping facility on their property. Mayor Gandolfo thanked the Rock of Salvation Church and the H i s p a n i c c o m m u n i t y for presenting her with an award in recognition of her contribution to the Hispanic community of North Tarrytown. Administrator's Report The Administrator reminded the public that regarding emergencies, they should listen to WFAS for information. snow He also reported that it will be approximately two more weeks before we hear the decision on the $45,000. grant which the Village applied for through the Conservation Advisory Council to the State Environmental Conservation Department. The Administrator also commented that one of the initial projects which he was interested in starting was finding out how many delinquent taxpayers there are who owe taxes in access of two years. A list of 41 properties owing approximately $36,000. has been compiled. A letter from our Village Attorney will be sent out advising them that they face the possibility of foreclosure. Trustee's Reports Trustee Coon reported that reassessment of approximately 80% of the Village has been completed. The data should be finalized by February 20, 1989. The data collectors have been helpful in notifying the Building Inspector of violations of safety codes. Trustee Hyland reported that the Elm Street lot has approximately two spaces left. A letter has been sent to Ken Forest thanking him for the use of the Duracell lot in the interim. Trustee Treacy stated that Charles Riley, surveyor for Beekman Avenue revitalization has reported that 90% of the field work is completed and he will be presenting us with the survey shortly. Approximately nine months aftfer the County receives the survey, work should begin. 2 �\ Trustee Treacy commented that he had asked the Administrator to check into the cost of life insurance for our employees who are contractual and would like to discuss this at the next work session. One of the members of the New Beekman Avenue committee, Francis Arvan, an architect, has many drawings on exhibit at the Warner Library. Trustee Cicchetti reported that there has been an unexpected delay in the response from Metro North to our guest ions regarding the use of Village parklands below Palmer Avenue for commuters? but he should receive it this week and urges the Board to review these responses at the work session to see if we should pursue this matter any further. Trustee Fine submitted the police report into the record. She also has been in touch with Metro North regarding the guard rail between the two Manors to see if they could finance the cost. Bob Rubenfeld of Metro North will be coming to see the station and surrounding area sometime the third week in January. Public Comments Mrs. Beianich addressed the Board with regard to the K-9 unit. She wanted to know if it was still in existence. The Mayor responded that we still have one police dog and one K-9 officer and that it is up to the Police Chief to see that he is being taken out. She also commented that the College Avenue sign is still missing. She also asked that when the new light poles are erected, that no signs or posters be allowed on the poles. Mr. Beianich asked that a sign be erected in the Morse parking lot stating that no car repairs be done there. Don Caetano asked about a road cut between #4 0 and 43 Lawrence Avenue which has not been fixed yet. The Mayor asked Trustee Hyland to refer it to the General Foreman. Ugo Checchi, chairman of Parking Authority stated that the Parking Authority has requested that the Board increase the permit fees at the Philipse Manor Station. There being no further comments, the Mayor closed the public comment section. Resolutions #002/89: Resolved: That, Voting machines be used in the forthcoming Village Election dn March 21, 1989. Trustee Hyland so moved, seconded by Trustee Fine,motion carried 5-0. 3 �#003/89: Resolved: That, the Administrator be directed to ascertain if the same polling places are available at a fee of $75. for Election Day. Trustee Hyland so moved, seconded by Trustee Treacy, motion carried 5-0. #004/89: Resolved: That, the Election Inspectors be paid $5.25 per hour on Registration and Election Days, and that the Chairperson be paid an extra $10. on Election Day only. Trustee Hyland so moved, seconded by Trustee Fine and motion carried 5-0. #005/89: Resolved: That, the Clerk be authorized to publish and post the proper notices of Registration and Election Days and also purchase the necessary supplies. Trustee Hyland so moved, seconded by Trustee Treacy and motion carried 5-0. #006/89: Resolved: That, the matter of requesting the loan of eleven (11) voting machines from the Town of Mt. Pleasant for use in the Annual Village Election to be held on March 21, 1989, be left in the hands of the Administrator, also the placing of rails,booths, etc. in the polling places. Trustee Hyland so moved,seconded by Trustee Fine, motion carried. #007/89: Resolved: That, Registration Day be held on March 11, 1989 from Noon to 9 PM; and that Registration be held in the lobby of the Municipal Building.Trustee Hyland so moved, seconded by Trustee Fine and motion carried 5-0. All other resolutions are attached. Old Business Trustee Hyland asked that the Board look into replacing Christmas tree lights for next season. the New Business Mayor Gandolfo stated that the work session will be on January 10 at 8PM and a meeting with Halpern Associates will be on January 11 at 7:30 PM. The Mayor asked that a motion be made calling for a public hearing on February 7 to amend our electrical code. Trustee Treacy so moved, seconded by Trustee Fine and motion carried. The Mayor also asked that a motion be made to go out to bid on January 31 at 10 AM for the Maintainer of Alarms. Trustee Treacy moved, seconded by Trustee Cicchetti and motion carried. We are writing to you in reference to the new parking ordinances imposed on Bedford Road, specifically between Webber Avenue and Pine Street. Both of our families have been residents here at 3? and 43 Bedford Road for many, many years. Throughout this period, parking has been allowed on both sides of the street and never seemed to cause traffic problems or problems for any of the residents. In actuality, this privilege to park cars was welcomed by the residents for visitors or extra cars in the households. Recently, however, No Parking ordinances have been imposed in the above-said area. It is felt that such a restriction is unreasonable and uncalled for in such extremity. If some type of parking restriction is necessary, a compromise (e.g., alternate or one-side-of-thestreet parking) would be agreeable. We feel that our position as long-time residents and taxpayers is being undermined and ask that appropriate action to remedy this situation be taken. We ask that you not overlook one important question* Why and how was this particular spot pinpointed after so many years? It is qui^ bizarre that the rest of the street toward Route 9 and Beekman Aveni be left alone, and rightly so. You can certainly understand our shock and bewilderment with such a choice! Also, the fact that we were never notified prior to the actual implementation of the ordinances, we feel is an obstruction of our rights as villagers. We have voiced our opinion at the town meeting, and we are presently writing this letter to reinforce that position. Thank you for your time and consideration. positive response.
