Hughes, Jr. Village Attorney William T. Regan, Village Administrator Mayor Gandolfo called the meeting to order with the pledge to the flag. The Mayor congratulated this Board on their fine work and then read the following: Dear Residents and Friends of North Tarrytown, I am delighted to be starting my second term as your Mayor and I know I speak for the re-elected Trustees when I thank everyone for their good wishes and support during the last two years and for their wonderful vote of confidence in electing us with such an overwhelming majority on March 21. When we first ran as a team in 1987, we made several promises to the people of North Tarrytown. We promised you fair,open,and honest good government. We also promised to work very hard with the public trust you have given us to make North Tarrytown a better place to live for all of its residents. In order to do this, we set up many goals during our reorganization meeting two years ago, and I would like to review some of those goals with you now. When we first took office, this Village was facing a financial crisis which was the worst in its history. We inherited a debt from the previous administration of $250,000. Of course, although there were many other problems facing the Village, resolving this problem took first priority. We set about ways to get help from the state and to look for other avenues of revenues other than the real property tax dollar. We were successful in 1 �J y obtaining approximately $500,000. in state aid and implementing other means of raising revenues. We were able to reduce the deficit and I believe we will be able to do it again. Although the picture is brighter at this time, we are not out of the woods by any means as long as we have six more years on the GM settlement to go. It took careful planning and carefully overseeing the budget and it is an ongoing battle, but we did this without reducing services but increasing them which I think is a great accomplishment. These past two years we added two part time code enforcement officers which we never had, a part time street sweeper and despite what anyone says, Beekman Avenue is cleaner now than ever, more bulletins to keep you informed, recycling, awning and sign program, computerization of Village Hall. We have alot more to do. I would like to tell you what our goals are for the next term. Housing and development will be a top priority for the coming term for several reasons. It is crucial that we expand our tax base to lighten the load on our already overburdened taxpayer and it is important to expand the housing market to include the affordable range so that our seniors, young people and middle income families can stay and prosper in this, community. We are going to be approaching our housing and development goals from several different angles. Of course, the first is to continue with our code enforcement program to insure that our existing housing stock is brought up to code. We want to make the code enforcement of this Village stronger than ever. We have said it before but it bears repeating; we will not tolerate subhuman living conditions in this Village. Secondly, we are going to be looking at some large parcels of land in the Village so that when the time comes, and it could be in the near future, that the owners of these lands wish to develop, we will have our master blueprint in place. We must anticipate that for any future development in the Village that we make provisions for affordable housing for our seniors and young people. We will be looking very closely at the Duracell site. And of course, there is the Halpern study. We are anxiously awaiting the conclusion of this study. It is going to be an exciting beginning to the 1990's in North Tarrytown. Alot will be going on and I urge all citizens of the community to participate. Everyone has something to offer to the process-we have got such potential here. Trustee Hyland moved to approve the reappointment of Robert Peirce as Village Prosecutor for a term of one year, seconded by Trustee Fudali and motion carried. Trustee Hyland moved to approve the reappointment of Lawrence Ecker as Acting Village Justice for a term of one year, seconded by Trustee Fudali and motion carried. The motion to appoint Bennett-Keilson as Village Auditor was tabled. Trustee Hyland moved to approve the reappointment of Carrie Prezzano as Village Assessor for a term of one year seconded by Trustee Fudali and motion carried. Trustee Hyland moved to approve the appointment of Christopher Rezza, reappointment of William Palmer and Frank Rey to the Economic Development Advisory Council for a term of three years;terms to expire in 1992, seconded by Trustee Fudali and motion carried. Trustee Hyland moved to approve the appointment of Al Mart to the Electrical Board of Fire Underwriters for a term of one year, seconded by Trustee Treacy and motion carried. Trustee Hyland moved to approve the appointment of Jerome Fine to the Zoning Board of Appeals for a term of three years, term to expire in 1992, seconded by Trustee Fine and motion carried. Trustee Hyland moved to approve the reappointment of Frank Paolantonio to the Zoning Board of Appeals for a term of three years, term to expire in 1992, seconded by Trustee Fudali and motion carried with Trustee Treacy voting NO. Trustee Hyland moved to approve the reappointment of Roman Windas to the Planning Board for a term of five years; term to expire in 1994, seconded by Trustee Treacy and motion carried. Trustee Hyland moved to approve the appointment of Mary Vizvary to the Recreation Commission to fill the unexpired term of Andrew Halpern which will expire in 1994, seconded by Trustee Fudali and motion carried. 4 �Trustee Treacy moved to approve the appointment of Robert Pell to the Recreation Commission for a term of six years, term to expire in 1995, seconded by Trustee Coon and motion carried. Trustee Hyland moved to approve the reappointment of Emil Imhof to the Fire Board of Appeals for a term of five years, term to expire in 1994, seconded by Trustee Fudali and motion carried. Mayor Gand.; commented that there is an Environment;\i lu-ncil which needs to be filled. opening on the Mayor Gandolfo made a motion to designate the Westchester Gannett Newspaper as the official publication for the Village, seconded by Trustee Furlali. A brief disc, ^ion followed. 5 �Trustee Fine stated that there has been a considerable lack of presence of a reporter at our board meetings and therefore they are getting reports from third party which are not always correct and residents have a right to know what is happening in a clear and objective manner. Mayor Gandolfo, Trustees Fudali, Treacy and Coon voted YES, with Trustees Fine, Cicchetti and Hyland voting NO. Motion carried 4-3. Trustee Hyland moved to designate the First National Bank of North Tarrytown as the Official Depository of Funds, seconded by Trustee Fudali and motion carried. Mayor Gandolfo stated that the official meetings of the Board of Trustees will be held on the first and third Tuesdays of each month, and one meeting during the month of July. Trustee Hyland moved, seconded by Trustee Fine and motion carried. Trustee Fine moved to confirm the appointments of Trustee Fudali, >• yor Gandolfo and Lt. Brophy to the Police Pension Fund mmittee, seconded by Trustee Treacy and motion carried. istee Hyland moved to approve the adoption of Roberts Rules of Older as the Official Parliamentary Procedures of the Board, seconded by Trustee Fudali and motion carried. Mayor Gandolfo appointed Trustee Fudali as Deputy Mayor. ^stee Hyland moved to confirm the appointment of the entire L ird of Trustees as a committee for study and consideration of the budget, seconded by Trustee Treacy and motion carried. The Mayor stated that the budget hearing will be held on April 11 at 8 PM and a tentative date to adopt the budget will be announced at the April 18 regular board meeting. Trustee Fudali moved to designate the Public Television Center on Hudson as the official cable representative of the Village, seconded by Trustee Treacy and motion carried. There being no further business, the Mayor adjourned the meeting. Newly elected Mayor Gandolfo was sworn into office by William Regan, Village Administrator. Newly elected Trustees Cicchetti, Fine and Hyland were sworn into office by the Mayor. Respectfully submitted, Angela Everett, Deputy Clerk 6 �Public Hearing Tentative Budget- 1989-90 Village of North Tarrytown April 11, 1989 A Public Hearing regarding the tentative budget was held on Tuesday, April 11, 1989 at 8:00 PM. Present: Mayor Gandolfo Trustee Fudali Trustee Fine Trustee cicchetti Trustee Treacy Trustee Hyland Also Present: William T. Regan, Village Administrator John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Mayor Gandolfo stated that in many municipalities, the average increase over the past two years has been 19%. Mayor Gandolfo stated that the proposed budget increase is 9.89%, but that the Board will listen to all comments and suggestions before adopting this figure. The Board will discuss it further at the next work session before it must be adopted by the end of April. The Mayor commented that as repeated many times, the reason the Village is facing this type of increase is due to the loss of revenue arising from the General Motors settlement a few years ago and it will take awhile before we are out of the woods. There has also been an increase in several revenue items. The Mayor also commented that we will be trying to raise more revenue by increasing permit parking fees in the Village lots and the train station, and to change metered parking from 3 0 minutes to 20 minutes for ten cents. Mayor Gandolfo commented that the Board has no control over the contractual items in the budget such as union salaries and the library contract. The Board has saved the Village $100,000. by switching health insurance plans, from Empire to MEBCO. 1 �% The Mayor stated that the Village is looking into capital improvements such as: Municipal Building $10,000.,Firehouse improvements $15,000., sidewalks and curbs $4 5,000., new garbage truck, $120,000., Fire Pumper, $240,000., Bucket truck, $25,000. three police department vehicles, $45,000.,street lighting equipment, $10,000., new spreader, $6,000., sign machine, $3,000., leaf vacuum, $7,000., miscellaneous equipment, $10,000., fire alarm boxes, $20,000. At this time, the Village is considering financing these through Serial Bonds. Public Comments Several residents spoke with regard to the proposed tax increase; Mr. Galella commented that perhaps the Village could look into refurbishing some of the trucks rather than buying new ones. The Administrator stated that they had looked into that possibility and the place where they had been originally purchased is no longer in business. Mr. Frank Rizzi asked if holding night court would add to overtime for the police? The Mayor commented that night court is only on a trial basis and that there is overtime right now with day court. Another resident suggested that perhaps we could levy a village tax on those people who work in North Tarrytown but do not live here. The Mayor stated that the Village cannot impose that type of tax. Dr. Richard Sweet suggested that the Mayor and the Board not take a salary increase at this time, even though he knew that they certainly deserved it. There being no further comments from the public, Mayor Gandolfo closed the public comment section and adjourned the meeting.
