Present: Richard Weiss, Chairman Doug Maass George Lence Karin Adir Don Stever Ralph Gunderman Absent: Terence McGlynn Also Present: Anthony DelVecchio (Recording Secretary) Sean McCarthy (Village Architect, Village of Sleepy Hollow) Announcements: None. Agenda: 1) 2) 3) 4) Minutes of January 2006 meeting Other Robin Bernacchia KWD 4 County House Road 309-313 North Broadway 1) Minutes of January 2006 meeting The minutes for January 2006 were reviewed. Don Stever made a motion to approve the minutes as amended. Ralph Gunderman seconded. It was unanimous (6-0). 2) Other – The Chair asked if Cortese Construction had submitted the additional information that was requested at the last meeting. Sean McCarthy responded no. This was adjourned. �3) Robin BernacchiaThe applicant was not present for this application. Sean McCarthy stated that this application was referred to the Committee from the Planning Board. He stated that the Planning Board did not give a specific reason for their referral. The Chair stated that this application is a Type II action under SEQRA. He stated that a Type II action is a more limited review by the Committee. Karin Adir asked if a fence is going to be erected around the property. Sean McCarthy responded yes. He stated that a fence is required by code. He stated that the fence is a 4-foot fence. The Committee unanimously agreed that since no riverviews are impacted by the proposal, this application is not in their jurisdiction. 4) KWD Karl Dibble is the owner and is representing this application. Karl Dibble submitted a revised drawing indicating that the proposed fence is a wrought iron fence. Don Stever asked the applicant to clarify the fence that is proposed. He stated that the submitted rendering indicates that a wooden fence is proposed. Karl Dibble responded that the rendering is not correct. He stated that the secondary wall is a privacy wall. He showed the location of the fence and proposed wall on the drawings. Don Stever asked if the street lighting is new or existing. Karl Dibble responded that the Village would be installing the lighting but the sidewalk and curbing will be installed by him. Sean McCarthy responded that the Village is working with the applicant on a master plan of the area since there is a damaged culvert in the immediate area. The Chair stated that something should be used to break up the two walls. Ralph Gunderman asked about the distance from the curb to the front wall. He stated that he is concerned with the site lines from Route 9. Sean McCarthy responded that it is about 7-1/2 feet. He stated that the NYS DOT will need to prove that the site lines both up and down Route 9 will not be impared. Don Stever stated that this proposal would improve the view traveling north. APPROVED - Waterfront Advisory Committee Meeting, February 1, 2006 2 �Karl Dibble stated that evergreens would be planted to screen the cars located on the adjacent property. The Chair stated that Policy 1(k) applies to this application. The Committee unanimously agreed that this application was consistent with the LWRP with the condition that the Village recommend to the NYS DOT that a condition of no left-hand turns are allowed entering or exiting the property. It was unanimous (6-0). 5) Other Doug Maass stated that the double yellow lines on Route 9 are wide enough for 2 lanes but are not striped accordingly. Sean McCarthy responded that a study is currently underway from Route 9 in Ossining to Route 117. He stated that the Village is on the DOT’s list to have Route 9 re-lined to improve traffic safety. Don Stever made a motion to adjourn. Ralph Gunderman seconded. It was unanimous (6-0). This was adjourned to the next meeting. Adjourned at 8:26pm.
