                  <text>32A Special meeting of the Board of Trustees of the Village of
North Tarrytown was held on Tuesday, April 25, 1989 at 8PM for
the purpose of adopting the budget for the fiscal year June 1,
1989 to May 31, 1990.
Present:

Mayor Gandolfo
Trustee Coon
Trustee Fine
Trustee Cicchetti
Trustee Hyland

Also Present:

William T. Regan, Village Administrator
John J. Hughes, Jr. Village Attorney

Absent:

Trustee Treacy

Mayor Gandolfo called the meeting to order with a pledge to the
flag.
The Mayor asked everyone to remain standing for a moment
silence for those who perished on the USS Iowa.

Mayor Gandolfo stated that taxes will be raised by 7.84% instead
of 9.89% as originally proposed.
Mayor Gandolfo stated that there are a few revisions in the
budget; such as the elimination of the K-9 unit for $18,000., and
the elimination of salary increases for the Mayor and Board of
Trustees. This money will be appropriated to the Warner Library.
There will be an increase in revenues due to the increase
parking fines.

Public Comments
Mr c &amp; Mrs. Belanich asked that the retention of the K~9 unit be
reconsidered, also since the money that was to be used for the
revitalization of Beekman Avenue will not be used this budget
year, why can't that money be used.
The Mayor commented that we will be using some of the money for
sidewalk and curb repairs this year.
Dr. Sweet commended the Board for not taking an increase at this
time and asked why is more money being allocated for the library?
Alex Fudali commented that he felt the Board deserved the raises
and that eliminating the K-9 unit was a good idea since we do
have mutual aid with Tarrytown and can use their dog when needed.
The Mayor stated that the Board felt that they could not afford
to keep a K-9 unit at this time. The Warner Library has asked
for more money from both Villages so that they would not have to
close the library any more days than they already are closed.

�The Mayor closed the public comment section and asked that a
motion be made to approve the revised budget as presented.
Trustee Fine so moved, seconded by Trustee Cicchetti and motion
carried with Trustee Coon voting NO.
Mayor Gandolfo read the following resolutions:
RESOLVED; That, the budget of the Department of Water &amp; Sewer be
adopted in the amount of $941,508., said adoption being pursuant
to the provisions of Chapter 809 of the Laws of 1954 and the
Budget Manuals issued by the Division of Municipal Affairs,
Albany, New York.
Trustee Fine so moved, seconded by Trustee Hyland and motion
carried with Trustee Coon voting NO.
RESOLVED: That, the Mayor be authorized to sign the Tax Warrant
for the collection of the 1989-90 taxes, and that the same be
presented to the Treasurer and Tax Collector with the Assessment
Roll.
Trustee Fine so moved, seconded by Trustee cicchetti and
motion carried.
RESOLVED: That, the tax payments be in two equal installments,
the first installment is payable on June 1, 1989 and continuing
up to and including June 30, 1989 and the second installment
commencing December 1, 1989 and continuing up to and including
December 31, 1989.
Trustee Hyland so moved, seconded by Trustee Coon and motion
carried.
RESOLVED:
That, the taxes due under the first installment
remaining unpaid after June 30, 1989 shall bear interest at the
rate of five per centum (5%) for the first month, and an
additional one per centum (1%) for each month or fraction
thereof, thereafter until paid, and all taxes remaining unpaid
under the second installment after December 31, 1989, shall bear
interest at the rate of five per centum (5%) for the first month,
and an additional one per centum (1%) for each month or fraction
thereof thereafter until paid.
Trustee Hyland so moved, seconded by Trustee Fine and motion
carried.
RESOLVED: That, the Budget concerning the General Fund be adopted
in the amount of $5,(&gt;64,125. said adoption being pursuant to the
provisions of Chapter 809 of the Laws of 1954 and the Budget
Manual for Villages and the Uniform System of Accounts as set
forth in the Manuals issued by the Division of Municipal Affairs,
Albany, New York.
Trustee Fine so moved, seconded by Trustee Cicchetti and motion
carried with Trustee Coon voting NO.

RESOLVED:
That, the Budget concerning the Capital Fund be
adopted in the amount of $656,000. said adoption being pursuant
to the provisions of Chapter 809 of the Laws of 1954 and the
Budget Manual for Villages and the Uniform System of Accounts as
set forth in the Manuals issued by the Division of Municipal
Affairs, Albany, New York.
Trustee Fine so moved, seconded by Trustee Cicchetti and motion
carried with Trustee Coon voting NO.
RESOLVED: That, the tax rate be levied pursuant to law and that
the rate be $119.09 per thousand, for the fiscal year June l,
1989 through May 31, 1990.
Trustee Fine so moved seconded by Trustee Cicchetti and motion
carried with Trustee Coon voting NO.
There being no further business, the Mayor adjourned the meeting.
