Present: Mayor Gandolfo Trustee Coon Trustee Hyland Trustee Treacy Trustee Apollonio Trustee Alter Trustee Cicchetti Also Present: William T. Regan, Village Administrator John J.Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Before starting the regular order of business, the Mayor commented that a presentation will be made to the Police Department by the Fraternal Order of Eagles. Trustee Hyland stated that the Eagles ran a Drug Awareness Program that raised $500. which was matched by the National chapter and returned to the North Tarrytown Police Department for their war on drugs. Mrs. Petcoff, President of the Ladies Auxiliary and Mr. Butkovich, President of the Men's Organization, presented Sergeant Ferguson with a check for $1000. to help enhance the drug program. Public Hearing- None Approval of Minutes Trustee Coon moved to approve the minutes of August 15, 1989, seconded by Trustee Alter and motion carried with one addition; under Trustee Treacy's report he added his thanks to Gordon Ferguson and Jim Brophy for their quick response in getting the flashlights which detected false ID cards. Communications, Petitions 6 Requests Mayor Gandolfo was in receipt of correspondence from Old Croton Aqueduct Committee urging community mayors to declare October 13-15,1989 "Aqueduct Awareness Weekend" in their municipalities. The Mayor was in receipt of a letter from Nancy Elliott, President of Westchester Municipal Planning Federation asking municipalities to adopt a resolution for more formal training of municipal planning and zoning board members. The Mayor was In r#ce£pfc of a letter from Josephine Daly and Mary Varlano of 20 Andrew* Lane requesting pothole repairs and trimming of branch** of tree in front of their house. Referred to General Foreman. The Mayor was in receipt of a letter from Stephen Gerstman regarding on problem which arose on Riverside Drive. Referred to the Police Committee. The County has asked all communities to sign and return the bus shelter agreement so as to continue the bus shelter program and is soliciting requests for new bus shelter locations. Mayor Gandolfo stated that US Department of Commerce, Bureau of the Census will be including the homeless in their census count and is requesting our assistance in identifying the locations where homeless people tend to congregate at night. This part of the census will take place on the evening of March 20, and early morning hours of March 21, 1990. The Mayor was in receipt of a letter from Stephen Elkins, Acting Commissioner of Westchester supporting our proposal for a local waterfront park. The Mayor was in receipt of a letter from Senator Spano stating that he has made market development a top priority of his solid waste agenda and has introduced several bills which would aid in the development of markets. Mayor Gandolfo received a request from Rev. Santiago of the Rock of Salvation Church to hold an open-air service on Sunday, September 17, 1989 from 3 PM-6PM on the corner of Clinton and Cortlandt Streets. Trustee Coon moved, seconded by Trustee Apollonio to refer this request to the Chief of Police. Motion carried. Public Comments Dr. Sweet stated that Sleepy Hollow Legend cups will be sold at the Fair and proceeds will go towards the Old Dutch Church drive. He gave each member of the Board one of these cups. He commented that he will circulating a petition with regard to the pilot agreement which was made with General Motors to try to right a wrong and has spoken to the Senior citizens about this. Dr. Sweet also mentioned the Board's approval of the Kykuit property as a historic site and the effect it will have on the tax roll. The Mayor stated that it has always been tax exempt and in fact, they have been paying a small tax payment over the years and have told us that they will continue to do so. There being no further comments, the Mayor closed the public comment section. : ^<C^^^v �Mayor's Report Mayor Gandolfo reported that 6n September 12, 1989, the County Planning Department will be presenting the Village with its plan for the streets, sidewalks and lighting on Beekman Avenue. The Mayor thanked Lorainne Annicchiarico for the beautiful banner she made of the Headless Horseman which is hanging in the Board room. The Zoning Board will meet on September 20 and the Planning Board will meet on September 21. The Street Festival will be held this Saturday, September 9, 1989. A Public Hearing will be held on September 19, 1989 at 8:00 PM regarding the adoption of the Sprinkler Code. Administrator's Report The Administrator reported that the sidewalk program is scheduled to begin in approximately ten days and those residents who have requested sidewalk repairs will be receiving a letter stating the cost of the repairs. The road repaving specs have arrived and we will go out to bid on September 15, 1989; the new garbage truck specifications are also available and that bid will be open on September 29, 1989. The Administrator stated that different fire houses have requested renovations,room repairs, equipment, etc. and he will make a master list and submit it to the Board and have an approximate cost figure soon after. Trustee's Reports Trustee Apollonio reported that the Code Enforcement officers have inspected Michael's Tavern. Sleepy Hollow Restaurant was also inspected and many people were found living in the basement and a summons was issued. Chief Richard Gross has completed the Code Enforcement course. The Sprinkler Van demonstration on September 2, 1989 was very successful. Trustee Alter reported that tickets for the Army-WakeForest football game on September 23 are still available, men's softball is finished, a new modular kiddy gym has been installed at Margotta Courts playground, wolfpack football will be starting soon and anyone interested should contact Recreation department. Fall programs for youths and adults will be starting soon. Trustee Cicchetti reported that Bennett Keilson has started our audit and the Village should have a full report before the end of October and we hope to show a surplus of $50,000. 3 �Trustee cicchetti commented that we Beoeived & letter from Sandy Galef with regard to oversupply of newsprint. The newspaper industry has no problem with using recycled paper, if they will able to have access to the recycled paper. At the County level, they are already at the next step towards recycling. Trustee Cicchetti reported that he and the Building Inspector will start the local housing review which will consist of checking houses or buildings which have been demolished since 198 0 and CO's which have been issued since then. They will be able to identify any gains or losses in housing. Trustee Treacy gave a time schedule on the rebuilding of Beekman Avenue; the Design staff will present their plan to the Board at the work session next week, plans will officially be approved at the next board meeting by resolution, Design staff will start to prepare construction documents to be completed by January 1990, go out to bid by March 1990, construction will begin in April 1990 and be completed by September 1990. The Mayor commented that at the Street Festival,the County will have a small scale model of what the Avenue will look like after completion, and one new street light for people to see and comment on. A new sign has been erected at New Sensations and a new awning at the Beekman Avenue Express Deli. We will be applying for a new grant for next year's Sign & Facade program and there is up to $300,000. available to each municipality, but in order to win the grant, we must have at least 75% of the store owners or landlords agree to be involved in the program. Trustee Hyland submitted the Police Report into the record. He read a letter from JJ Lynch, Chief of Plant Security at Genereal Motors,commending Sgt. Manny Caixeiro for his assistance in four drug related arrests at General Motors and a letter from Mrs. Edward Chebetar commending Officer Iris Emerson for her quick response and caring manner in transporting her child to the emergency room after a severe head laceration. (Copy of letters placed in their files). Trustee Hyland reported that we have saved $782. over last July's recycling fees, drains on Hudson Terrace have been repaired and that volunteers are needed on September 16 to help finalize the studio for Cable TV. Trustee Coon had no report. Resolutions- All resolutions are attached. Old Business- None New Business- The next work session is September 12 and the next Board meeting will be held on September 19, 1989. 4 �Approval of Warrants Trustee Cicchetti moved to approve the warrants and Authorize the Treasurer to pay the bills, seconded by Trustee Apollonio and motion carried. Executive Session Trustee Apollonio moved to adjourn to executive session, seconded by Trustee Cicchetti and motion carried. Discussion ensued on the grievance filed by six police officers with regard to the their excessive sick leave. This was referred to the Labor Relations Committee for further discussion. Discussion ensued on the new condos called Pocantico Park. Village Attorney stated that these units are not 100% in compliance with the State building code and therefore, a certificate of occupancy has not been issued until violations are corrected. Discussion ensued on the salary increases for the non-union full time employees and possible changes and additions to their Personnel Policy Manual.
