Present: Mayor Gandolfo Trustee Hyland Trustee Cicchetti Trustee Coon Trustee Alter Trustee Treacy (Arrived Late) Also Present: William T. Regan, Village Administrator John J. Hughes, Village Attorney Absent: Trustee Apollonio Mayor Gandolfo called the meeting to order with a pledge to the flag. Mayor Gandolfo asked that everyone rise for a moment of silence for former Trustee, Tom Cavalieri who passed away recently. Public Hearing- Nona Communications, Petitions & Requests Mayor Gandolfo was in receipt of a letter from Janos Vatai of 106 Pocantico Street regarding the roots of a village tree which are raising portions of the sidewalk in front of his residence. (Directed to the General foreman and Tree Commissioner.) The Mayor was in receipt: of a letter from Sandy Galef regarding a meeting which is to be held on December 6th at 7PM at 203 Main Street, White Plains to discuss the proposed county budget. All village officials are urged to attend. The Mayor received a letter from Doyle Williams from the Sand Gap Volunteer Fire Department in Kentucky stating that they would like to purchase our pumper for $6000. A letter was received from the Ladies Auxiliary of the Fire Department requesting that some sort of mail receptacle be placed in Village Hall for their incoming mail. Mayor's Report On December 19th at our regular meeting, a reception to celebrate the anniversary of the Village of North Tarrytown will be held after a short meeting. All are invited to attend. On November 13, 1989, the Mayor, Administrator and the Village Attorney met with the Real Estate Management Corp. of College Arms. They are addressing our concerns and we are off to a good start. A request to purge the the current waiting list has been received favorably and they will contact all persons presently on the list first and then readvertise. 1 �The Mayor, Administrator, Fire Chief and Police Chief net with the new Administrator of Phelps Memorial Hospital with regard to the numerous false alarms that have been occurring there. Mayor Gandolfo stated that she has received a request from the Phil ipse Manor Improvement Association to have signs installed in the Manor which read MNo Parking from 6AM-6PM Monday-Friday". This will be discussed at the next work session before the Board can make a decision. Administrator's Report On November 21, the Mayor, Administrator and representative from Columbia Hose met with Mr. McGuffey concerning the purchase of a fire pumper. It is anticipated that the delivery date should be approximately May 1990. The street and road repaving program will be underway shortly, as soon as a fairly warm, dry day arrives. The Administrator stated that letters have been sent to the State regarding the slippery pavement conditions on Rte. 448 and the possibility of a stop sign on 448 westbound on County House Road. The State is reviewing both of these requests and will get back to us as soon as they can. On Monday, November 20th a public auction was held at our Village garage on River Street. A 1975 Brockway garbage truck was sold for $4000., 1988 Harley Davidson motorcycle for $6000., a pick-up truck for $700. and two space heaters for $150., amounting to a total of $10,850. Trustee's Reports In the absence of Trustee Apollonio, Trustee Hyland read the correspondence from the Fire Wardens regarding the conditions on Rte. 448 and the closing off of entrances and exits leading to and from Phil ipse Manor. Trustee Hyland will get in touch with the Fire Wardens regarding this. Trustee Hyland moved, seconded by Trustee Alter that the action taken at the Fire Council meeting be approved. Motion carried. Trustee Alter reported that the Recreation Commission is in the process of reviewing approximately ten applications for the position of Recreation Superintendent and that interviews will be held on December 6 starting at 6s30 PM. North Tarrytown and Tarrytown Recreation departments held a joint Halloween costume party which was a great success. Many T-shirts were given out in the Great Goblin contest. The Recreation Department is sponsoring a trip to the Rangers-Devils hockey game at Meadowlands on December 29, 1989. 2 �*VL ( The Winter-Spring brochure will be coming out by January 1990. The Recreation Department received a plaque from the American Youth Soccer Society. Trustee Alter thanked Rob Pell and Janine Nicol for the great work that they have both been doing in the absence of a Superintendent of Recreation. Trustee cicchetti stated that the audit report is now ready for the public to review. Trustee Cicchetti had been discussing with the Historic Hudson Valley over the past few months, the possibility of buying land belonging to them for a parking lot. No decision will be made until their site committee reviews all of their properties and then a group of their representatives will be meeting with Trustee Cicchetti, Trustee Hyland and Ugo Checchi, parking chairman. Trustee Hyland entered the police report into the record. He commended Sergeant Whaien and other police officers on a job well done on a recent drug arrest. Trustee Hyland read an updated memo from NYCOM regarding fines for illegal dumping which stated that following extensive research and numerous discussions with the Office of the Attorney General, it was determined that villages have the authority to impose fines up to $1000. per day. After December 3, leaves. we are asking all residents to bag their Trustee Coon had no report. Resolutions #11/133/89- Be it Resolved, the Board of Trustees approves a six month extension to the present agreement with Halpern Development Venture, Inc. Moved;Trustee Hvland Seconded:Trustee Alter Vote? 4-0 Old Business- None New Business The date of the next work session will be December 12, and there will be a meeting of the Westchester County Officials on December 14, 1989 at Pelham. �Mayor Gandolfo stated that there will be no Zoning Board meeting in December; the next one will be January 17, 1990. The next public hearing on the Halpern proposal will be held on December 6, 1989 from 7:30-9:30 PM. Mayor Gandolfo commented that resolution #11/13 2/89 which was tabled at the last meeting should be voted on tonight. Be it Resolved: That the Board of Trustees approve the annual retainer of $85./hour for professional services of John J. Hughes, as Village Attorney for the Fiscal Year 89-90. Moved: Trustee Hvland Seconded: Trustee Alter -Vote 4-Q Mayor Gandolfo asked that a motion be made to call for a Public Hearing on December 19, 1989 regarding a request from Mr. Simcoe of 21 Tappan Avenue for a handicapped parking space in front of his home for an hour in the AM and PM. Trustee Cicchetti so moved, seconded by Trustee Coon and motion carried. Approval of Warrants Trustee Hyland moved, seconded by Trustee Cicchetti to approve the warrants and authorize the treasurer to pay the bills. The amount of the General fund is $88,997.32 and the Water Department fund is $4189.71. Motion carried. Public Comments- None Executive Session Trustee Hyland moved, seconded by Trustee Coon to adjourn to executive session to discuss two grievances and tax reassessment. Trustee Treacy arrived during the executive session* Discussion ensued on the grievance filed by a police officer who was denied a personal day off because of a shortage of policemen at that time. The Board voted to stand by the Chief's decision. Another grievance of a police officer who was denied working overtime when a Sergeant called in sick, will be discussed by the Management Committee and the Labor Relations committee to decide whether a senior officer can be in charge when there is no Sergeant on duty. On the matter of a taxi license which was denied by the Acting Chief and was appealed, Trustees Coon, Alter and Treacy voted in favor of giving him his license, Trustees Hyland and Cicchetti voted NO. License approved. 4 �iW> After much discussion on the reassessment:, the Board adjourned back t o regular s e s s i o n where the following resolution was passed: Resolution # 11/134/89: Be it Resolved! that the Board of Trustees does hereby adopt a uniform percentage of market value of fifty (50) percent for the February 1, 1990 assessment role. Moved:Trustee Hvland Seconded: Trustee Coon Votet 5-0 Trustee Alter moved to call for a Public Hearing on December 19, 1989 to hear and consider a local law adopting the homestead base proportions of the Real Property Tax Law, Section 1903, motion seconded by Trustee Treacy and motion carried. Mayor Gandolfo appointed Alan Kaplan of 63 Howard Street to the Planning Board to fill the unexpired term of Miguel Jiminez. There being no further business, the Mayor adjourned the meeting. My firm pledges to use its best professional efforts on your behalf and to use as cost-effective methods as possible.
