                  <text>A regular meeting of the Board of Trustees of the Village of
North Tarrytown was held on December 5, 1989 at 8:00 PM.

Mayor Gandolfo called the meeting to order with a pledge to the
flag.
Trustee Apollonio presented a Proclamation to Glen Amesbury and
Roger Lussier representing Pocantico Hook &amp; Ladder proclaiming
November 11, 1989 Pocantico Hook &amp; Lauder #1 Day in celebration
of their 111th Anniversary.
Public Hearing
Mayor Gandolfo read public notice which is attached regarding the
"Wetlands Ordinance".
Dr. Richard Sweet and Donald Stever who have been working on this
proposed ordinance gave brief statements regarding the hearing.
There are several areas in North Tarrytown, especially in Sleepy
Hollow Manor which are wetlands and should be protected, and also
many water courses such as Pocantico River and Gory Brook. They
both highly endorse it and feel that this ordinance should be put
into effect.
There were no public comments on the hearing, therefore, Trustee
Cicchetti moved that the hearing be closed, seconded by Trustee
Apollonio and motion carried.
Approval of Minutes
Trustee Hyland moved, seconded by Trustee Alter to approve the
minutes of November 28, 1989 as written and motion carried 4-0
with Trustee Apollonio abstaining because he was absent.
Communications, Petitions &amp; Requests
The Mayor was in receipt of a letter from Mark McCain of Millard
Avenue regarding a problem there and she will answer this letter.

Mayor Gandolfo received a letter from Marie &amp; Jim Timmings
thanking the Board for planting a tree in front of their home on
Rice Avenue.
The Mayor stated that she is in receipt of many letters from
residents regarding the Halpern proposal and that there are many
good suggestions.
Mayor's Report
The Mayor read a letter from the Equal Opportunity Commission
with regard to a complaint made by a former employee, Wendell
Brand. The determination states that there were no violations of
the statutes made by the Village.
There will be a Planning Board meeting on December 14, 1989, the
Architectural Review Board met on November 2 9 regarding three
sign applications and the final Public Hearing on the Halpern
proposal will be held Wednesday, December 6, 1989 , 7:30-9:30 PM.
Mayor Gandolfo reported that there have been many requests from
residents who cannot attend these hearings, to have a call in
meeting. The tentative date for this has been set for December
28th, but she will be checking with cable and Halpern for
confirmation.
Mayor Gandolfo stated that there will be a public hearing before
the. Tarrytown Zoning Board on December 11 in Tarrytown Village
Hall to hear and consider an application by Westchester
Industries, Inc. Cooney Building, West Main Street, Tarrytown, NY
for a variance to permit the construction of three asphalt
storage silos immediately to the east of the present asphalt
plant. This could affect North Tarrytown and she hoped that some
of the Trustees could attend.
The Mayor had requested the use of a van from General Motors for
use in our volunteer and senior citizen programs and GM told her
it was not possible at this time.
Administrator's Report
The Administrator reported that the Tarrytown School Board will
be permitting public use of the Morse lot during the Christmas
holiday season from Friday December 22 to January 2, 1990 while
school is closed.
Trustee Hyland moved, seconded by Trustee Alter, to provide free
metered parking from December 20th through December 27, 198 9.
Motion carried.
The asphalt repaving program is nearing completion and the adult
pedestrian pathway along Riverside Drive will also be repaved.

�There are two or three extra trees available for planting for
anyone who would like to have one planted in front of their
homes.
Trustee's Reports
Trustee Apollonio read the following resolution #12/135/89
regarding the pagers for the Fire Department:
Be it Resolved:
The Board of Trustees of the Village of North
Tarrytown awards a contract to Westchester Communications of
Thornwood, New York at the cost of $309.16 per pager and lump sum
of $18,549.60. Said Westchester Communications being the lowest
bidder among four vendors submitting bids.

Trustee Alter reported that the Hispanic Advancement Association
has invited everyone to attend their annual family festival in
June.
Tickets are still available for the Rangers-Devils hockey game on
December 29, 1989.
Interviews for a Superintendent of Recreation will be begin on
Wednesday, December 6, 1989.
Trustee Cicchetti reported that as previously stated, he had met
with the new executive of Historic Hudson Valley with regard to
the possibility of obtaining a piece of property off of
Continental Street for off street parking. They are cutting down
on expenses and want to raise money from the property that they
have available. Therefore, Trustee Cicchetti asked that the Board
discuss at their next work session whether or not the Village
might want to rent or buy the property.
Trustee Cicchetti moved to authorize Dr. Richard Sweet to sign
the Local Waterfront Revitalization Plan with Manuel S. Emanuel
Associates, Inc.
Said cost of services for the work program
shall be $6000. payable in three (3) equal monthly installments,
seconded by Trustee Hyland and motion carried. (Part of official
minutes).
Trustee Treacy reported that the Facade Improvement program has
reopened again.
Twenty-five storefronts have already been
revitalized and we have approximately $3 000. to improve a few
more stores.
Last week Trustee Treacy and the Administrator met with Mrs.
Waivada, grants expert, regarding information to apply for grant
money for the street improvement program to extend to River
Street and Beekman Avenue.
Trustee Treacy reported that the fence that was knocked down at
the entrance to Douglas park will be repaired shortly.

�Trustee Hyland entered the police report into the record.
Trustee Hyland reported that in the absence of Sgt. Ferguson, who
is incapacitated at this time, Officer Warren will be replacing
him temporarily as youth officer.
The official bagging of leaves started December 3.Kelburne and
Harwood Avenue, Cedar Street and the intersection of Broadway and
Pocantico Street have been repaved.
The Christmas tree lights are up.
In the absence of Trustee Coon, the Mayor reported that the
reassessment notice went out on Monday and if anyone wishes to
have a hearing, they are to call 332-6391 and speak to Finnegan
Associates. The new assessment roll should be ready by February
1, 1990.

Resolution #12/135/89 is under Trustee Apollonio's report.

New Business
The next work session will be held on December 12 and the next
regular board meeting will be held on December 19 with a small
party afterwards.
Approval of Warrants
Trustee Apollonio moved to approve the warrants and authorize the
treasurer to pay the bills, seconded by Trustee Cicchetti and
motion carried.
Total of general fund is $37,186.55 and the
water department fund is $3508.78.
Public Comments
Dr. Richard Sweet asked if the Historic Hudson Valley can give
clear title to the property in question with regard to a possible
parking lot. Trustee Cicchetti commented this particular item
had not been discussed at their meeting.

Discussion ensued on the boiler at 79 College Avenue which had
broken down and they are in the process of getting estimates for
a new one.
The Board of Trustees unanimously approved a salary increase for
part time laborers to $6. per hour.
Trustee Treacy moved, seconded by Trustee Alter to approve a two
per cent (2%) merit increase in salary for Joseph Anzovino,
Angela Everett, Linda Fukuchi, Francesca Lorenz, Elsie Moten and
Sanjay Shah. Motion carried 5-0.
Adjournment
Back to regular session, there being no further business, the
meeting was adjourned.

PLEASE TAKE NOTICE that the Board of Trustees of the Village
of North Tarrytown will hold a Public Hearing on Tuesday, December
5, 1989 at Village Hall, 28 Beekman Avenue, North Tarrytown,
New York at 8:00 p.m. to hear and consider a proposed local law
entitled "Ordinance for Wetland/Watercourse Protection". This
proposed local ordinance will govern construction on Wetlands
and Watercourses situated in the Village of North Tarrytown.
All interested parties are invited to attend and be heard.

Phase 1. Task I. Undertaking an Inventory and Analysis
The consultant will:

Surface and groundwater resources
Flood-hazard and flood-prone areas
Coastal erosion hazards areaa
Water quality classifications
Air quality maintenance areas
Soil and bedrock formations

Public water and sewer service areas

the Waterfront Revitalization Area and identify
specific issues, problems and opportunities.

Summarize the inventory and analysis of existing
waterfront conditions.

Review and update, as necessary, the State Coastal
Atlas maps provided by DOS.

Products
Unedited written notes describing the inventory and
analysis of existing conditions in the waterfront
revitalization area and including a map of existing land
and water uses will be completed. In addition, the State
Coastal Atlas Maps will be updated as necessary.

MEETINGS AND CONSULTATION
The consultants would meet with representatives of the
Waterfront Advisory Committee, the Village Board, Planning
Board and with other Village officials on an average of once
each month during the course of the work program on dates that
are mutually agreeable. It Is understood that the Principal
or a qualified Associate Planning Consultant will attend such
meetings. Throughout the course of the work program, the
consultants would consult on a regular basis with the
Department of State, Coastal Management Program Coordinator,
all Village department heads and officials who may have an
interest in the outcome of the program or who may be in a
position to supply information, data, and technical materials
to the consultants. The consultants would also coordinate
their work with officials and staff of the various County,
regional and State agencies whose programs may have a bearing
on the development and planning of the Village's waterfront.
CONDUCT AND SUPERVISION OF PROGRAM
The work program would be carried out by qualified associates
with waterfront planning experience of the consultant firm and
would be under the direct supervision of the firm's principal,
Manuel S. Emanuel, AICP. Mr. Emanuel would also participate
in the staff work required to be performed. Other planning
and design work involved of a technical nature would be
conducted by one or more of the firm's Associate Planning
Consultants. Additional staff work would be performed by
qualified graphics and clerical personnel.
REPORTS

The consultants would provide fifteen (15) copies of a
preliminary report, consisting of the written notes identified
in Section IA above, for review by Village O f f i c i a l s and the
New York State Department of State.

The fee would be payable in three (3) equal monthly
installments with the final installment payable after
completion of Phase 1 of the work program.
If additional
meetings are required other than those specified in paragraph
III above, the consultants shall be compensated for attendance
at such meetings at the rate of $300.00 per meeting.
Included in the consultants' fee would be the printing costs
involved in the preparation of all draft reports and the
reproduction of maps. In addition, the fee would cover all
professional and personal expenses including travel incidental
to the consultants' work.
The Village would provide the consultants with a base map on
mylar with lot lines, copies of all other maps and studies
previously prepared for the Village, including those prepared
by the Westchester County Planning Department, and the New
York State Department of State, and with copies of current
Village tax maps. The consultants would be compensated for
printing costs of the documents, reports and maps in excess
of the quantity indicated herein.
Also, participation in
court cases by the consultants for expert testimony would not
be covered under this proposal, nor would current planning
advisory services to the Village. Such work, if requested,
would be compensated for on a per diem basis.
