Present: Mayor Gandolfo Trustee Hyland Trustee Alter Trustee Cicchetti Also Present: Absent: William T. Regan, Village Administrator John J. Hughes, Village Attorney (arrived late) Trustee Coon Trustee Treacy Trustee Apollonio Mayor Gandolfo called the meeting to order with a pledge to the flag. Approval of Minutes Trustee Hyland moved to approve the minutes of the special meeting of December 29, 1989 as written, seconded by Trustee Cicchetti and motion carried. Trustee Hyland moved to approve the minutes of the January 2, 1990 as written, seconded by Trustee Alter and motion carried. Communications, Petitions 6 Requests The Deputy Clerk was in receipt of a letter from Joseph Bracchita, the owner of Sleepy Hollow Custom Kitchens, requesting sidewalk repairs. Letter directed to the General Foreman. Mayor Gandolfo was in receipt of a letter from Stephen Bacon, requesting a trophy case for Pocantico Hook & Ladder fire department. Mayor Gandolfo received a letter from Mr. & Mrs. Belanich, requesting that the Police K-9 be included in this year's budget. The Mayor received a letter from John Cooney of County Asphalt, regarding the storage bins they are planning to erect at their plant in Tarrytown. This will be discussed at the next work session. Mayor's Repo" The Mayor reported that the Zoning Board will be meeting on January 17, the Planning Board on January 18 -and the Architectural Review Board on January 24, 1990. She commented that the Board is in the process of getting member item requests for grant monies. 1 l i �Mayor Gandolfo asked that everyone stand for a moment of silence for two residents of North Tarrytown who passed away recently; Walter Luberger and Tosca Brophy. Administrator's Report The Administrator gave a synopsis of the Village Prosecutors status report on building code violations for the month of January. He commented that the radio pagers for the fire department should arrive by the end of January. The Administrator stated that a letter was received from the State regarding the reassessment project stating that the application for certification as an approved assessing unit has been received and the reevaluation project is being reviewed. At this time the Village is being granted a contingent approved assessing unit status which entitles the Village to adopt a local law pursuant to section 1903 or 1904 of the Real Property Tax Law. Trustee's Reports In the absence of Trustee Coon, the Mayor stated that residents should be receiving the results of the informal hearings held with Finnegan Associates around February 1. If residents are not satisfied with these, they can file a grievance with the Board on Grievance Day which will be held February 2 0th. Trustee Alter reported that the Winter/Spring Recreation program brochure has been mailed to all residents. Trustee Cicchetti reported that the public hearings on the wetland water course proposed legislation have been completed. There are some suggestions for modifications and the Board will discuss these at the work session. Trustee Hyland entered the police report into the record. He read resolution # 1/09/9O regarding salary increases for school crossing guards and animal warden which is attached. The recycling of cardboard has been successful; we have collected 133 tons of cardboard to date. Resolutions- Attached Public Hearings Mayor Gandolfo read the notice with regard to the proposed stop sign on Bedford Road (Notice is attached) . Several residents felt a sign was warranted but not as written in the notice. Dr. Sweet, Steve Serina,Frank Rizzi and Armando Galella stated it should be placed coming down Bedford Road. 2 �ZX> The Mayor stated that this was the intent but perhaps the wording was incorrect and she would check with the Village Attorney and that the State must give their approval for this stop sign. There being no further comments, Trustee Hyland moved to close the public hearing, seconded by Trustee Alter and motion carried. Mayor Gandolfo read the public hearing notice with regard to gas station canopies (notice is attached). Mr. Galella and Mr. Serina spoke in favor of gas stations erecting canopies in that they would upgrade their business. Wayne Jeffers, the owner of several gas stations presented a petition in favor of allowing canopies and photos of several gas stations with canopies. (Made part of the official minutes) Another gas station owner, Mr. Castro, commented that canopies should be allowed as long as they are kept uniform. Fire Chief Richard Gross spoke in favor of allowing canopies because in doing so a fire suppression system would be needed, therefore helping to extinguish fires, should they occur while under the canopy. He suggested that the opinions given should go through the fire department first. Joseph Flick, a representative for a canopy manufacturer, presented diagrams and brochures regarding canopies. (On file in Clerk's office) Charles Shultz, a marketing consultant, commented on the economic effects of canopies. Approximately 80% of all gas stations are self service and do have canopies. Therefore, those owners who cannot erect a canopy cannot compete with the others. He urged the Board not to forbid canopies. There being no further comments, Trustee Hyland moved to adjourn the hearing to an indefinite date, seconded by Trustee Alter and motion carried. Old Business- None New Business The date of the work session is January 23, 1990 and the next regular meeting will be February 6, 1990. Approval of Warrants Trustee Cicchetti moved to approve the warrants and authorize the Treasurer to pay the bills, seconded by Trustee Alter and motion carried. The total of the General fund payment is $73,344.67 and the Water Department fund payment, $14,836.18. 3 �Public Comments Wayne Righter, Past. Commander of VFW Post 1939, commented that the VFW will be flying the American and POW flags at half staff the week of February 4-10. He also asked that the Village issue a proclamation in remembrance, not in memory, of all POW and MIA's and to lower our flags at half staff. A petition will be handed out during this week to be signed by citizens. He then presented a new POW flag to the Mayor which the VFW is donating to the Village. Seane Marren, a resident of Lakeview Avenue, addressed the Board stating that she felt the Board should be more open and that the Mayor should allow residents to speak even if the comment section is over. The Mayor responded that if there is not any order in which the meeting is to be conducted, there will be much confusion and disorganization. Armando Galella commented that Dr. Sweet's suggestion made at the last meeting about controlling the pollution on Beekman Avenue with regard to the GM trucks traveling this road, was an excellent suggestion. Don Caetano, Armando Galella and Edna Belanich commented that they felt the Acting Police Chief was doing an excellent job and that the Mayor should not have advertised for a Police Chief. Dr. Sweet stated that he would like to leave a petition at Village Hall for residents to sign. Said petition is addressed to the Supervisor of the Town of Mt. Pleasant and his offices which deals with the General Motors Pilot Agreement. Edna Belanich addressed the Board asking the Board if more snow emergency signs could be erectedon Washington Street. The Mayor would check with the General Foreman. She also asked if we could give the Village of Tarry town more money to help with the clean up of leaves in Patriots Park in the fall. Trustee Hyland replied that Friendship Park is North Tarrytown's responsibility and Patriots Park is Tarrytowns. There being no further comments, the Mayor closed the public comment section. Executive Session Trustee Hyland moved to adjourn to Executive session to discuss personnel matters in the Police Department, seconded by Trustee Alter and motion carried. Discussion ensued on personnel matters in the police department. There being no further business, the Board returned to regular session and the Mayor adjourned the meeting. Substantially more than SOX of the nations consumers are purchasing their gasoline at self-service pumps. These pumps are are usually housed under canopies with fire-suppression systems and focused lighting that not only provide the consumer with protection from the elements but safety in a well light area free of Ice and snow with an automatic fire extinguishing system that can be activated manually as well. The technological improvements associated with gas stations should not be withheld from the local population as this will eliminate competition which will only drive up the cost of gasoline. I The Mobil Station on Broadway and Depyester has a canopy which is i improvement from the prior station configuration. Everywhere businessmen are upgrading their facilities with canopies. Help North Tarrytown realize the benefit of these investments which are generally accompanied by new front aprons and building refacings which in turn provide more Jobs within the community.
