from 4:00 PM to 10:00 PM in Village Hall, North Tarrytown, New
York.

stating the Board of Trustees will act as the Board of Assessors.
In the Matter of John Jandrucko. 141 Devries Avenue.
Tarrytown, New York- Section 14-Block 22-Lot 4

Applicant stated that his assessment of $184,00 which is at 50%
of assessed value,is too high in comparison with other comparable
properties.
The Mayor stated that the Board will review his
grievance and get back to him in a month.
In the Matter of Bernard Lillis and K. Deuel. 51 Devries Avenue.
North Tarrytown. New York-Section 14-Block 26-Lot 13
Applicant stated that the assessment of $169,000 which is at 50%
of assessed value is much too high in comparison to others in the
area.
Applicant stated that in 1986 the house was assessed at
$2 62,500. The Mayor that the Board will review his grievance and
get back to them in a month.
In the Matter of Thomas Hoyt. 18 Fremont Road. North Tarrytown.
New York. Section 11-Block 22-Lot 4
Applicant stated that his property is not one (1) acre as listed,
but should be .30 acres and the assessment of $239,800. which is
at 50% of assessed value, is much too high. The market value in
1984 was assessed at $198,000.

Applicant states that the assessment is much too high as compared
to several houses around her. One house is basically the same as
hers, but much newer and in a choice location.
That house is
assessed much lower and recently two homes were sold in her area
at a much lower price.
The Mayor stated that the Board will
review her grievance and let her know their decision in a month.

Applicant states assessment is much higher than others in that
area. It is a one family house which was built in 1952 and has no
garage. Other houses in the area are newer and some are two
families; they are assessed lower. In 1978 it was assessed at
$55,000. She stated that there is no finished basement and asked
that the data sheet be changed to reflect this. The Mayor stated
the Board will review her grievance and notify her in a month.
In the Matter of Armando DeMichele. 4 38 Bellwood Avenue. North
Tarrytown. New York. Section 14-Block 26-Lot 16
Applicant feels that her assessment is too high and submitted a
copy of a recent appraisal done September 1986. The Mayor stated
that the Board will review her grievance and notify her in a
month.
In the Matter of Patricia Lawlor. 120 Farrinqton Avenue. North
Tarrytown. New York. Section 17-Block 2-Lot 11.12.13
Applicant feels that the vacant lots are assessed too high.
Parcels will be put into one lot and reevaluate each lot.
It
will then be a building lot.
Applicant feels it is worth
$60,000. The Board will review grievance and notify her in a
month.

The comparables in her area were

Applicant states his property is over assessed.
In 1986 it was
appraised at $62,500. and there is only one bathroom and he has
not done any renovations, only painting.
He feels that the
market value should be approximately $112,000. The Board will
review the grievance and notify him in a month.
He also stated that 16-03-17 is not his property and asked that
this be corrected on our records.
In the Matter of Dominick Lopano. 155 N. Washington Street. North
Tarrytown. New York. Section 16-Block 17-Lot 2
Applicant stated that the assessment of $240,000. total value is
much too high. Also, his house is listed as a two(2) family, but
it is only one (1) family. This will be corrected and the Board
will review his grievance and notify him in a month.
In the Matter of Judy Huston. 50 Fremont Road. North Tarrvtown.
New York. Section 11-Block ID-Lot 14
Applicant stated that the assessed total value of $485,000. is
too high as compared to others in her area.
The market value
should be approximately $425,000. The Assessor will take another
look and the Board will review her grievance and notify her in a
month.
In the Matter of John Tucci. 34 Pine Street. North Tarrvtown. New
York. Section 17- Block 11- Lot 8
Applicant stated assessment is too high.
House needs many
repairs, no improvements have been made and there is no driveway.
The Assessor will take a look at it again and the Board will
review the grievance and notify him in a month.
In the Matter of Anthony Sarli. 33 Harwood Avenue.North Tarrytown
New York. Section 14-Block8-Lot 2
Applicant states that assessment is too high, compared to others
in her area which were built after 1913. She disagrees with the
description of the house; the garage is unusable, attic space
should not be considered bedrooms, it is storage space, the house
tilts to one side, converted coal furnace needs replacement. It
is only 1/3 of an acre and the fair market value should be around
$320,000. full value. The Mayor stated that the assessment will
be reviewed again and the Board will notify her in a month.

�In the Matter of Rene Hernandez. 168 Cortlandt Street. North
Tarrytown. New York Section 16- Block 11-Lot 13
Applicant states assessment of $128,00 (50%) is much too high;
there are only two(2) apartments and a store. No one came to
reassess the building at 170 Cortlandt Street. There is one
apartment behind the laundry. The Mayor stated that the Assessor
will go back to reevaluate 170 Cortlandt Street and he will be
notified of the Board's decision on both properties in a month.
In the Matter of Nicholas Robinson. 258 Kelbourne Avenue. North
Tarrytown. New York. Section 14-Block 13- Lot 1H
Applicant states that he never received any correspondence on the
reassessment. He has been in this house for over eighteen years
and the owner is still listed as Fairlie. The Assessor will send
copies of the property record card and sheet of comparables so
that he can look into other assessments.
He feels that his
assessment is too high and should be brought down to $171,000
(50%) and not $225,000. There is no access to Village roads. The
Board will review the grievance and notify him in a month.
In the Matter of Carol Manca. 16 Hudson Terrace. North Tarrytown.
New York. Section 17-Block 13-Lot 4G-4V, and Karen Cicciarone. 18
Hudson Terrace. North Tarrytown. New York. Section 17-Block
Both applicants felt their assessments were too high in
comparison to others. There seems to be a discrepancy in the
houses on this street; four and five family houses are not
assessed high enough, there is no consistency. The separate lot
will be combined into one which will be revalued as one lot.
This will provide a tax break.
The Board will review the
grievance of both applicants and notify them in a month.
In the Matter of Gerald Connors. 238 Hunter Avenue. North
Tarrvtown. New York. Section 14-Block 3-Lot 1C
Applicant stated data inventory card is incorrect and that the
assessment is too high. In 1987 the market value was $307,000.
total value. Larger homes in his area are not assessed correctly.
They will reevaluate the property and he will be notified in a
month.
In the Matter of Pam and John Sherwood. 14 Francis Street. North
Tarrytown. New York Section 15-Block 9-Lot 14
Applicants stated asssessment of $79,000. (50%) is too high.
Other comparables are assessed at less than theirs. The Board
will look at the other comparables and the applicants will be
notified of their decision in a month.

Tarrvtovn. New York. Section 15-Block 4-Lot 8

Applicant feels assessment is too high. They share a common
driveway.
They have been trying to sell the house and they are
having a difficult time. The Board will look at the comparables
and review the values of others.
She will be notified in a
month.
In the Matter ofJoseph Ortiz. 22 Hudson Street. North Tarrytown.
New York. Section 16-Block3-Lots 23 &amp; 23B
Applicant states this is not a two(2) family house as listed on
data sheet; there is a piece of land in the back that is not his
but belongs to the railroad. He gave them a copy of the survey.
The Board will review the grievance and notify him in a month.
In the Matter of Armando Galella. 40 Depeyster Street. North
Tarrytown. New York Section 16-Block 14-Lot 1- Vacant Land
16-14-1.1
Applicant states that the properties around him are assessed much
lower, $159,000. and $130,000.(50%).
His is too high at
$165,000.(50%). The Mayor stated that he can get a break in taxes
if he combines all parcels into one.
The Board will review
comparables and notify him in a month.
In the Matter of John Gaydos. 25 Bedford Road. North Tarrytown.
New York. Section 17-Block 11-Lot 5
Applicants state assessment is much too high at $105,500. (50%)
value.
They paid $15,000. for the house in 1953. It was built
in 1924 and in need of alot of repairs. In comparison to the
Hennesey and Gagliardi property, their assessment is out of line.
The Assessor will take a look inside the house to reevaluate it.
The Board will notify them in a month.
In the Matter of Lucille Mathison. 21 Holland Avenue.
Tarrytown. New York. Section 17-Block 21-Lot 84

Applicant states assessment of $196,500. (50%) is too high, as
compared with 104 Rice Avenue which is a four family house. An
appraisal done in 1984 shows a value of $130,000.
Also 256 N. Broadway. Section 17-Block 13-Lot 4.D. Gas Station
The assessment on the gas station is very high in comparison to
other similar stations. In 1984 it was appraised at $35,000. now
it is assessed at $106,600. (50%). The Board will review both
parcels and get in touch with applicants in a month.

Applicant states that the assessment of $177,500, (50%) is too
high. The square footage of the living area is also high. It was
marked at 2141 when it should be 1888. The Mayor stated that the
data may be changed after it is reviewed again. Applicant will be
notified in a month.
In the Matter of Afonso Dinis.
69 Chestnut Street.
Tarrytown. New York. Section 16- Block 06- Lot 23

Applicant claims that the data is incorrect. His house is listed
as a five family home which in fact is only a three family home
(now homestead). Linda Tsdafoy stated that the data sheet now
reflects three families. Applicant states that there is no
separate patio,and the assessed value of $148,800.( 50%) is too
high; in 1983 they only paid $95,000. The Board will review this
matter and will be in touch with applicants in a month.
In the Matter of Mario Fastigqi. 18 Chestnut Street.
Tarrvtown. New York. Section 16- Block 13- Lot 05

Applicant claims that the data is incorrect. The data states
that there are three baths but there are only two; also there
are four bedrooms not six.
The house is assessed at
$146,000.(50%) which is too high. The market value is $230,000.
They have been trying to sell the home for the two or three years
for $265,000. and have not been able to. The Board will review
this matter and they will have Carrie Prezzano visit the home
again to reevaluate it.
In the Matter of Rodney Rodriques. 31 Beekman Avenue.
Tarrytown. New York. Section 15- Block 13- Lot 16

Applicant states that the assessment of $167,800.(50%) is too
high.
The property was appraised at full value of $200,000 in January,
1990. He will bring in a copy of the appraisal. The Board will
review this matter and will be in touch with the applicant in a
month.
In the Matter of Edward Friedner.
2 8 Lakeview Avenue. North
Tarrytown. New York. Section 11- Block 1R- Lot 01
Applicant states that the assessed value of
$262,200 is too
high. They want the size to be corrected from 3.10 to 2.37 acres
unimproved land. Applicant would like to combine both lots after
it is reviewed and would like it to be billed as a non-buildable
lot. The Board will review this matter and will be in touch with
the applicant in a month.

Tarrytown. New York. Section 14- Block 08- Lot 3B

Applicant stated that the assessment is too high on the paper
street. In 1951, there was a court case where a decision was made
to reduce the assessment on paper streets. His was reduced from
$14,000. to $7,000. and should not go any higher.
There are
utilities underground which makes the property useless.
The
Board will review the grievance and he will be notified in a
month.
In the Matter of Bernard Aeschbacher. 5 Millard Avenue. North
Tarrytown. New York. Section 14- Block 15- Lot 06
Applicant stated that their property is also a paper street which
has a value of $50.00 and the $14,000 assessment is too high. It
is not a buildable lot. The Board will review the grievance and
look into the value again. Applicant will be notified in a month.
In the Matter of Georae Kuntz. 7 Farrinaton Avenue.
Tarrvtown. New York. Section 14- Block 05- Lot 1A &amp; 2

Applicant stated that their property is on a paper street at an
assessed value of $156,500.(50%) which is much too high. This
includes only one lot, the two building lots that were sold are
not included. In the case in 1951 that was brought to court by
Winfield Morse,
the decision was to make a reduction in
assessment on the paper streets. The Board will take a look at
these values and contact the applicant within a month.
In the Matter of James Paolantonio. 158 Depeyster Street. North
Tarrytown. New York. Section 16- Block-8 Lots 16. 18A. &amp; 15
Applicant stated that the assessed value of $90,500.(50%) is way
out of line.
The three lots are 5000 sq.ft.combined and are not
buildable lots. The vacant land is assessed at $48,500. and
$12,400.(50%).
The Board will go back and look at the parcels
separately and together and will be in touch with the applciant
within a month. Perhaps they can be combined into one and would
be taxed at the Homestead rate.
There being no other applicants,
