Present: Mayor Gandolfo Trustee Treacy Trustee Hyl&nd Trustee Cicchetti Trustee Alter Trustee Apollonio Also Present: William T. Regan, Village Administrator Absent: Trustee Coon John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Trustee Hyland asked that everyone rise for a moment of silence for Vincent Chebetar who passed away last week. He was a long time resident and fireman of the Village. Public Hearings-Hone Approval of Minutes Trustee Hyland moved to a approve the minutes of February 6, 1990, seconded by Trustee Apollonio. Trustee Treacy stated that on page two in the first paragraph, our recreation budget should read New York State budget in Albany. With that one correction, motion was carried. Trustee Hyland moved to approve the minutes of the Special meeting held on February 15, 1990 as written, seconded by Trustee Apollonio and motion carried. Communications, Petitions & Requests The Deputy Village Clerk was in receipt of a letter from the Town of Mt. Pleasant informing us that the use of eleven machines for election day has been granted. The Mayor was in receipt of a letter from the Public Relations Manager at Phelps Memorial Hospital asking that the Village proclaim March 31, 1990, National Children's Day. They have requested that the Fire Department bring an ambulance for the children to see during their tours at 10AM, 12 Noon and 2 PM;also that the Police Department fingerprint the children that day. The Mayor stated that the Police Department and Fire Department will also be notified of this request. 1 �Mayor Gandolfo was in receipt of a letter from the Hudson River Fishermen's Association asking the Board to sign an affidavit with regard to the closing of Kings land Point Park or any County park. A group of fishermen have filed a lawsuit stating that the County cannot close any parks without a full impact study. Mayor Gandolfo announced that the Architectural Review Board will meet on February 28, 1990 at 8 PM. Mayor Gandolfo gave a brief discussion on the GM PILOT agreement and its financial impact on the Village. She showed a few slides which showed how much revenue is being lost each year since this agreement. Before 1985 General Motors paid 48.75% of the the taxes and after 1985, only 25.4%, leaving the residents with a greater burden. Mayor Gandolfo introduced Teri Waivada who was appointed by the Board of Trustees as the Village's Coordinator/Consultant for the Redevelopment Project. She gave a brief review of the implementation process which could take eighteen months. Technicians will be working with the Board on the revision of the Halpern project. The Mayor stated that the Village will be reimbursed by Halpern Associates for Ms. Waivada's salary. Administrator's Report The Administrator reported that we will be holding a tax lein sale for unpaid village taxes. Total amount is approximately $49,500. As reported at the last meeting, Pace University is sponsoring an intern program which will be starting shortly. We will have a student starting with us who will be evaluating our communication system. The Administrator reported that the new sanitation truck should be delivered on March 15, the ceiling in central fire headquarters has been painted, fire whistle regulator has been repaired. The Administrator reported that they are in the process of reviewing each department's budget request. The Mayor announced that the Planning Board will meet on March 15, and the Zoning Board will meet on March 21. Trustee's Reports Trustee Apollonio reported that the pagers are working out very well, in that they are getting many more men responding to calls. 2 �He read the Fire Councils monthly report(attached)• Trustee Hyland moved to approve the fire council request to take apparatus and fire chief's cars out of town for parades on May 5, 1990 and October 13, 1990, seconded by Trustee Treacy and motion carried. Under fire code enforcement, Trustee Apollonio reported that the occupancy signs are being put up; they are in the process of inspecting Robins Nest at Phelps Memorial Hospital. Trustee Alter reported that a recreation budget meeting was being held tonight and their requests will be forwarded to the Board. There are many recreation programs already in progress, some soon to begin, and day camp is in the planning stages and tot camp registration will be held on May 5 and must be done in person. A circus trip to the Meadowlands will be held on March 17, 1990. Trustee Alter recently met with Mr. Elkins of Westchester County Recreation & Parks to discuss the closing of Kingsland Point Park and he is now calling him every week. Over two thousand letters were received by the County about the closing of the parks, rallies were also held and hopefully within the next two weeks, Mr. Elkins will give Trustee Alter a definite answer. The Devries field improvements are under way, GM has done their part in closing in the field drainage canal. Hopefully by next spring, we may have another ballfield. Trustee Cicchetti reported that by March 20 the Budget Officer will have prepared and filed the tentative budget with the Village Clerk and on March 31 the Board will review and preliminary alteration of the tentative budget by the Board of Trustees will take place. A public hearing will be held on April 15 on the tentative budget and by May 1 the budget will be adopted. Trustee Cicchetti reported that in approximately three weeks people will be receiving a questionnaire on the census and should be returned by April 4. Anyone who needs help in filling these out can call 694-1930 and if anyone is interested in working on the census, call 694-1932. He commented that our auditors from last year, Bennett & Kielson, have submitted a proposal of $11,000. for this coming year. He stated that he felt the Board should discuss this amount before awarding them the contract. Trustee Treacy was in receipt of a letter from the Hudson Valley Cycling Association that an action is in place by the NY State Parks Department to ban the use of all bicycles in Rockefeller State Preserve, effective April 1. 3 �There is a movement to try to protest this. A petition will be circulated from the Hudson Valley Cycling Association and anyone who is interested should sign it. On the same subject, Trustee Treacy received a letter from Robert Whalen, who has been riding his bike on the trails for many years expressing his concern about the closing of the trails to cyclists. Trustee Treacy made a motion stating that the Board of Trustees protests the elimination of bicycling in Rockefeller State Park, seconded by Trustee Cicchetti and motion carried. A copy of resolution will be sent to our Senators and Assemblymen. Trustee Treacy reported that a recent letter from Ann Petry requesting a stop sign at the intersection of route 448 was sent to Department of Transportation. After investigation, DOT states that the sign is not warranted because there have not been enough accidents in that area. It seems foolish to have to wait for accidents to occur before erecting a sign. Trustee Treacy stated that he and the Mayor met with the gas station owners a couple of weeks ago to discuss the proposed canopy ordinance. They reevaluated the situation to what the owners wanted. The proposed ordinance was amended and perhaps a compromise can be reached with the owners. He stated that the public hearing on the gas station canopies will be reopened on March 6th. TRustee Treacy moved to untable motion which was tabled at the previous meeting, seconded by Trustee Hyland and motion carried. Trustee Treacy moved that the Board of Trustees request from the State Comptroller an opinion on how PILOT payment monies are applied, seconded by Trustee Hyland and motion carried. Trustee Treacy reported that he is applying for a small grant from the Heritage Task Force for improvements to Hudson River Valley. It will used for the espinade and greenway which is proposed on River street. Trustee Hyland finished reading last month's police report. He commended the Assistant Foreman, Joe DeFeo, on a job well done during last weekend's snowfall. Lines are being painted throughout the Village and there is a No Parking sign 7AM-7PM on one side of Kendall Avenue. Resolutions- Attached Old Business-Hone 4 �New Business- The next work session will be March 13, the next Board meetings will be held on March 6 and March 27. Approval of Warrants Trustee Hyland moved to approve the warrants and authorize the treasurer to pay the bills, seconded by Trustee Alter and motion carried. General Fund total is $177,331.83 and the Water Department Fund is $34,913.53. Public Comments Mario Belanich addressed the Board stating he felt public comment section was too late, the old banner should be put back in the Board room and also who was to pay Mrs. Waivada salary. The Mayor told him the cost is passed on to the applicant or the developer, who in this case is Halpern. Miguel Jimenez stated that anyone who might need help in filling out their census questionnaire can go to the First Reformed Church, Community Opportunity Center or the Rock of Salvation Church and someone will be there to help them. Mr. Tucci of Pine Street stated that there are roots of a tree that are uprooting his driveway. The Administrator stated that they have already looked into this matter and it is 90% on his property and therefore, not only is it his tree, but it is a healthy tree and we cannot cut it down. The Mayor stated that she would talk to the General Foreman and perhaps some of the roots can be cut. Kay Lingardo asked the Mayor why all correspondence is not read at a Board meeting. The Mayor stated that correspondence addressed to the Board of Trustees is usually read and if they had to read all correspondence received, it would take forever. Mrs. Lingardo then read a copy of a letter addressed to William Regan from the Board of Elections regarding the objections filed by the independent party which she requested be made part of the official minutes. Mrs. Lingardo complimented the Mayor on her presentation of the PILOT program earlier in the meeting, but stated that several things must be done before 1995, one being that the Board should go to court against General Motors for this PILOT agreement. Two residents addressed the Board stating that the Village should not be going out of town for hiring people and purchasing items.
