Present: Mayor Gandolfo Trustee Hyland Trustee Cicchetti Trustee Coon Trustee Alter Trustee Apollonio Absent: Trustee Treacy Also Present: William T. Regan, Village Administrator John J. Hughes, Jr. Village Attorney Mayor Gandolfo called the meeting to order with a pledge to the flag. Public Hearing Mayor Gandolfo commented that this hearing was a continuation of the gas station canopies hearing which was held a few weeks ago. She stated that there were some possible changes to the proposed ordinance: Section 25-2.1. Dimensions of Canopy-A canopy installed over a pump island shall not exceed twelve (12) feet per side from the center line of the island to the drip edge of the canopy. The total width of the canopy shall not exceed 24 feet. The maximum length of the canopy shall not exceed 24 feet, measured from drip edge to opposite drip edge. Maximum permitted dimensions of a canopy: Length: 24 feet, width 24 ft. Total area coverage: 576 sq.ft.(24 ft. by 24 ft.) Gasoline stations with multiple islands shall be permitted canopies over each pump island, provided that the total square footage of all canopies combined is 576 sq.ft. or less. There being no comments on the public hearing, Trustee Hyland moved to close the hearing, seconded by Trustee Apollonio and motion carried. Communications, Petitions & Requests Mayor Gandolfo was in receipt of a letter from Murray Blueglass, Superintendent of the Public Schools of the Tarrytowns regarding the financial problems facing the schools. Mr. Blueglass has sent a letter to Governor Cuomo and Robert Smith, chairman of the board of GM requesting their assistance. The Mayor received a letter from Ann Petry requesting that the Mayor send Mrs. Anna DeCarlo a birthday greeting for her 80th birthday, since she has been ill and would appreciate this greeting from the Mayor. 1 �i The Red Cross flag will be raised on Monday at 4PM to commemorate American Red Cross week. Mayor's Report March 25-31 is Phelps Memorial Hospital week. Next week Hitachi Corp. will be honored by the Sleepy Hollow Chamber of Commerce and the Lions Club will be celebrating their 65th Anniversary. The Mayor reported that we have received notice from Counsel that the Court of Appeals has upheld the previous dismissal of the appeal of Gleason v. Village of North Tarrytown decision. The Planning Board meeting will be held on March 15th at 8PM and the Zoning Board will meet on March 22nd at 8PM. Mayor Gandolfo discussed briefly the procedure the Village follows in purchasing any items. The Mayor stated that we recently submitted our 1990 state legislative package to Albany with an extensive proposal. The Mayor will be lobbying our state representatives next week and we are urging all residents to support the state aid requests from the Village and the School. The Mayor introduced Teri Waivada who briefly repeated her explanation of the revision of the concept plan of the Halpern proposal. She reported that she will be discussing with the developer the crease in the building heights,having less housing, incr 2d parking, setting aside units for senior citizens wit* aparate recreation facility and including affordable hoi ig units. Revisions need to be in by May 1, 1990. The Boai a can take no action until the Village has satisfied the requirements of the environmental impact statement. It is a protective measure for the Village whereby it requires the developer to present the Village with a detailed document on every aspect of the proposed development. This document will involve state and county agencies, as well as our own reviewing bureau and is prepared by a scientific specialist. Public hearings will be held so that residents can express their concerns and ideas and the Board will prepare the findings. The developer cannot proceed until the lengthy process is over and the commitments are made. Due to the fact that there were some problems with the cable television, the technicians arrived to try to solve them, therefore True ee Coon moved to call for a recess and move to executive session, seconded by Trustee Hyland and motion carried. 2 �Executive Session Discussion ensued on three pending litigations possibility of their upcoming settlements. and Discussion also ensued on the way in which College management is handling the lottery for their rentals. the Arms Back in regular session, the meeting continued. Public Comments Mr. Tucci of Pine Street again addressed the Board about the roots of the tree uprooting the sidewalk. The Administrator told him that Mr. Gasko of Coffin Tree Service will be taking a look at the tree and giving us a report. Dr. Sweet addressed the Board stating that he heard that GM is negotiating to obtain a large portion of Kingsland Point Park. The Mayor stated that GM is correcting a drainage problem at Devries field so that the Village may be able to erect another ballfield. Dr. Sweet stated that he feels that the school district has engaged in fiscal irresponsibility in the manner in which they have set aside money for the General Motors certorari. Mario Belanich addressed the Board asking if the public comment section could be moved up and why couldn't the old banner be put back. The Mayor replied that during the rerun of the meeting on cable TV, the meeting is not televised after 10 PM and therefore, the business portion is omitted if comments were held earlier, and the new banner was put up because it was time for a change and the same person who made the first one also made the new one. Administrator's Report The Administrator reported that Election Day will be held on March 20, 1990 from 7AM-9PM, Registration Day is on March 10 from Noon to 9PM, March 13th is the last day for Village Clerk to receive application for absentee ballot which is to be mailed to qualified voter, March 14th is the last day for an absentee ballot to be mailed to voter and March 19th is the last day for clerk to receive personal application for absentee ballot. The Administrator discussed the purchasing procedures in the Village and stated that on one particular purchase, quotes were received for the matting for the fire department vehicles; Berger, $4280.,Carpet Giant, $4600., and Ross Hardware, $6912. Since Berger was the lowest quote, we bought the matting from them. 3 �The Administrator received a news release from the Department of Environmental Conservation issuing a warning to property owners to beware that "clean fill" is not always really clean. Clean fill is normal soil, sand and dirt and demolition debris. Trustee's Reports Trustee Apollonio reported that the stairs in Rescue Hose have been repaired. There have been code violations on several buildings within the village. Since the last meeting the inspectors have done six inspections and two re inspect ions; the hospital and Robins Nest will be inspected starting next week and should take approximately three weeks. Trustee Apollonio reported that there has been an increase in manpower at fires and ambulance calls have had a decrease in response time by 10-20 seconds. This is due to the pagers. Trustee Alter reported that Recreation is sponsoring a trip to the circus at the Meadowlands on March 17 at 9AM, tickets are $18-$22. Trustee Alter stated that with regard to Kingsland Point park closing, there is nothing official as yet, but it looks very optimistic. As far as GM negotiating with the County to buy Kingsland Point, Trustee Alter has not heard anything about this but he would check into this. Aerobics has started at Morse School and the N.Tarrytown Dad's Club registration is in the works. Trustee Alter has received the resignation of Charles Ortiz from the Recreation Commission. Trustee Alter moved to accept this resignation with regrets, seconded by Trustee Hyland and motion carried. Trustee Cicchetti stated that although we have forwarded our proposal to the state for this session, it is very important to join with other municipalities and the state in pushing hard and consistently for state legislation that will alleviate the burden of the regressive real property tax and justify financial state assistance in North Tarrytown. He proposed that certain items be reviewed at the next work session such as increasing non real estate revenues for the village,state mandated recycling, environmental and energy proposals, consolidate highway program for local roads. Trustee Cicchetti reported that the Bureau of Census has accepted our figures and that we have saved approximately $155,000. in health insurance fees over the past two years. 4 �Trustee Hyland continued reading the police report from the last meeting. The Public Works department is in the process of repairing curbs along College Avenue, Valley and Depeyster Streets. He reported that for every ton we recycle, we save seventeen trees. Trustee Coon reported that the Library has submitted their budget. Last year they asked for a $19,000. increase. The Village Board of Trustees gave up an increase in their salaries so as to pay the library a sum which was $8000. over and above the contract figure of $176,000. The additional funds were to be a one time amount to the library. They are now asking for an additional $27,700. combined from both villages and states that the library staff will have to cut back on services if this amount is not received, yet the library director is getting a significant increase. Trustee Coon reported that many residents in the Manors have complained about the police knocking on their doors because cars are parked on the streets. He asked that the police be advised to maintain status quo until the Board meets again with the Phil ipse Manor Improvement Association and a solution is agreed upon with regard to parking on the street. Old Business- None New Business The date of the next work session is March 13 jointly with the Recreation Commission, March 21 at 7:30 PM the Board will meet to confirm the results of the election, March 27, regular Board meeting and April 2,the Organization meeting. Approval of Warrants Trustee Hyland made a motion to approve the warrants and authorize the treasurer to pay the bills, seconded by Trustee Alter and motion carried. The amount of the General fund was $15,103.47. There was no warrant from the water department. There being no further business, the Mayor adjourned the meeting.
