Present: Mayor Gandolfo Trustee Hyland Trustee Treacy Trustee Coon Trustee Cicchetti Trustee Alter Also Present: Absent: William T. Regan, Village Administrator John J. Hughes, Jr. Village Attorney Trustee Apollonio Mayor £ 'idolfo called the meeting to order with the pledge to the fl^ -ublic Hearing- None Approval of Minutes Trustee Coon moved to approve the minutes of March 6, 1990 as written, seconded by Trustee Alter and motion carried 4-0 with Trustee Treacy abstaining because he was not present at that meeting. Due to the fact that Trustee Coon had to leave early, the Mayor asked that he give his report first. Trustee Coon thanked the Mayor and fellow board members for listening to his views and ideas over the past two years and felt that his views for the most part were given a fair and impartial hearing by them. He wished the new board success and hoped that everyone would work together on the new projects and primarily the problems they are facing with the GM PILOT agreement. Mayor Gandolfo then presented Trustee Coon with a plaque in appreciation of his dedicated service as a trustee and praised him for his professionalism during his term in office and stated that he will be missed. Communications, Petitions 6 Requests The Deputy Clerk was in receipt of a letter from Leonard Galante of the Central Veterans Committee requesting permission to hold their annual Memorial Day parade on May 28, 1990. Mayor Gandolfo received a copy of a letter from Richard Zablocki, Senior Tax Consultant of General Motors to Assessor Carrie Prezzano and the Town Assessor inviting village and town officials to inspect their new rail facility on March 22. Since the letter arrived too late, they will be inspecting it on April 4th. 1 �I Mayor Gandolfo was in receipt of a letter from Congresswoman Nita Lowey regarding the crisis in the schools;Ms. Lowey has written to Governor Cuomo and GM President Roger Smith asking for their help. The Mayor was in receipt of a copy of a letter from Senator Spano to Tara Maceyak, a student of Sleepy Hollow, in response to her letter asking for his help in the Tarrytown Schools financial crisis. He will be putting all his efforts into developing a budget proposal which recognizes the unique needs of the Tarrytown school district. The Mayor received a letter from Larry O'Dowd, Quartermaster of the VFW,asking for help in contacting the Westchester/Rockland newspaper to find out why there was no coverage by the newspaper of the observance of POW/MIA week, even though he wrote to them in advance. Perhaps she could prevent this from happening again. Mayor Gandolfo was in receipt of a letter from William Patten on a zoning board matter and alleged violations behind the William Smith Memorials on Dell street. These concerns will be referred to the Building Inspector and Village Counsel. Mayor Gandolfo was in receipt of a letter from the management of College Arms (Arco-New Castle Real Estate Management Corp.) regarding the waiting list at College Arms. The Mayor received many letters regarding the bicycle ban at the Rockefeller State Park, the majority of which were opposed to this ban. Senator Spano wrote supporting those people who oppose this ban. Trustee's Reports In the absence of Trustee Apollonio, the Mayor read the fire wardens report(attached); Trustee Treacy moved to approve the action taken, seconded by Trustee Alter and motion carried 4-0. Trustee Alter reported that the Devries Avenue master plan will be ready to look at sometime this week. The summer recreation brochure is being prepared now. He also reported that Kingsland Point Park will be staying open this summer. Trustee Cicchetti reported that the expenditure report for February shows that with 75% of the fiscal year over, we have expended approximately 72%. He stated that since the proposed budget will be increasing taxes approximately 12%, it is important to raise more revenues and look ahead and ask the State for funds so that we can try to reduce this figure. 2 �Trustee Cicchetti reported that even though the census forms list Tarry town instead of N. Tarrytown, when they are processed by the Census bureau they will be counted in the right tract and block number. Trustee Treacy stated that one possibility to help increase revenues is to increase the cable franchise fee if the other communities are agreeable; every bit helps. He reported that contract negotiations have begun with the police. Their contract expires June 1, 1990. Trustee Treacy stated that there were many people in attendance at the public hearing held last Friday regarding the bicycle ban in Rockefeller StatePark. A moratorium has been enacted for six months so that the parks department can study the issue and possible alternatives such as different routes, permits, etc. Hopefully, the group can get together to come to some type of agreement. Assemblyman Peter Sullivan is in favor of the ban, therefore, Trustee Treacy asked all those cyclists to lobby Peter Sullivan in having the ban rescinded. Trustee Treacy stated that he and Trustee Hyland attended an awards dinner for the ambulance corp. last Saturday and he was very impressed with the group who answer these calls; they are doing an excellent job. The Mayor suggested that we invite those who received awards to a future meeting and present them with a certificate of appreciation. Trustee Hyland read the police report for February and entered it into the official minutes. He reported that the area of Hudson Street behind village garage has been cleaned up. Trustee Hyland read a report in which he commended Larry Verdi for his exceptional work and cooperation during the past several months as assistant auto mechanic. Trustee Hyland moved, that the Board of Trustees extend their appreciation to Larry Verdi for his assistance as acting auto mechanic for the past several months, seconded by Trustee Cicchetti and motion carried unanimously, Copy of report placed in his file. 3 �I Administrator's Report The Administrator stated that there is a sign posted going around the Tarrytown lakes which was put there by the village of Tarrytown directing truck traffic over five tons to go over County House Road to divert their truck traffic problem going into the village. We will be erecting another sign directing traffic not to turn there because there is a weight limit of five tons on this road. We will be calling on the County scales periodically and the truckers will get the message not to make the right turn onto County House Road. Public Comments Alex Fudali spoke briefly on the importance of the census and urged everyone to fill theirs out and mail it back because it is one way of obtaining additional funds.He asked if the Hispanics would be provided with any help in filling out their census. Frank Rey stated that there is an 8 00 number on the form that they can call for assistance. Mr. Mario Belanich asked if the BOOT program has been cost effective and Trustee Treacy stated we have collected $25,000. since the program was implemented. Mrs. Vydareny commented that in Long Island they put the BOOT on the cars after three summonses. Mrs. Belanich addressed the Board asking if something could be done about the noise level of the motorcycles which are again appearing with the good weather. The Administrator will notify the police to patrol the area around Patriots Park more closely. Resolutions are attached. Old Business The Village Attorney gave an update on the Sprinkler Code ordinance. He stated that the Department of State is asking for municipalities to provide them with the reasons for having passed this ordinance before it can be enforced upon property owners. He stated that a couple of reasons are that we now have fewer volunteers to respond to fires and our streets are very narrow whereby trucks have a difficult time getting to fires. The total of General fund is $252,225.19 and the water department fund is $94,694.84. Executive Session Trustee Treacy moved to adjourn to executive session to discuss personnel matters and litigation, seconded by Trustee Alter and motion carried. Discussion ensued on several grievances of the police department. On the PBA grievance regarding the replacement of the carpet in the PBA room which was damaged by water, the Board unanimously denied this grievance. The PBA grievance concerning the flashlights and the replacement of the flooring at the desk area were also denied unanimously by the Board of Trustees, but the flooring will be replaced in June or July out of the 1990-91 budget. The grievance filed by Officer Checchi for time off for funeral arrangements for wife's grandmother was denied unanimously by the Board of Trustees. Discussion ensued on the conditions of the 85-87 Cortlandt Street building. The Board unanimously voted that the Village Administrator would review the situation with the Building Inspector the next day and consult with the Village's structural engineer to determine if evacuation of the premises is necessary at this time. Discussion also ensued on the authorization of payment of invoices to Robert Balog and Charles Riley in conjunction with the Village reassessment project. After discussion on the problem of Joseph DiMichele, Jr. of Amos Street with obtaining a certificate of occupancy, the Board unanimously authorized the Village Attorney to prepare an easement agreement for Mr. DiMichele,Jr. Discussion ensued Administrator. on a merit 5 increase for the Village �A f t e r reconvening t o regular following resolutions: session, the Board passed the R e s o l u t i o n # 3/027/90 Be i t Resolved, t h e Board of Trustees a u t h o r i z e s the payment o f i n v o i c e s from Robert W.
