Present: Mayor Gandolfo Trustee Treacy Trustee Hyland Trustee Marren Trustee Rey Trustee Cicchetti Trustee Alter Also Present: William T. Regan, Village Administrator John J. Hughes, Village Attorney Mayor Gandolfo opened the budget hearing stating that copies of the budget were made available at Village Hall and there are copies available now. She opened the hearing to public comments. Edna Belanich and other residents questioned why there was no line item in the budget for the reinstatement of the K-9 unit. The Mayor stated that this is only the proposed budget and it can be discussed at the budget meeting the following night. Trustee Marren questioned why the village discontinued the unit and Mayor Gandolfo stated that two of them were ill and the cost of training new dogs would be quite costly. Also, Lt. Brophy stated that the dogs were not used too often and if we do need dogs, we call on Tarrytown. Several residents commented that that there should not be a transfer of money from the Water Department to the General Fund. They wanted to know what would happen if there was a major water main break? The Deputy Treasurer stated that there is a surplus of $216,000. in the water department fund balance to take care of any major problems. We have had water main breaks in the past and have taken care of them. The Mayor stated that this practice of transferring funds has been taking place for approximately twenty years or more and that there is sufficient money in the operating budget. Mario Belanich commented that a cost of living increase should be given instead of a salary increase. 1 c 1 �I Trustees Cicchetti and Treacy stated that the increases that have been given recently are not out of line with the average cost of living increases. If cost of living increases were given and the cost of living rose very high, we would have to give our employees very large raises and taxes would go up accordingly. Mayor Gandolfo commented that there will be revisions to the budget before it is adopted. One consideration is canceling the street festival which will save some money. Also, the revitalization of Beekroan Avenue will still be in progress and it will be difficult to hold a festival. Mayor Gandolfo stated that although there are proposed increases for the Mayor and the Board in the budget, they probably will not be taking them. Walter Ceconi questioned the line item for Complus. The Mayor stated that this is the computer company the Village has hired to send out the parking violations. A percentage of the revenue which is received goes towards their fee; the rest of the money goes into the General fund. Several residents questioned the proposed increase for the Village Justice and those residents felt that his salary was already too high. Mr. Armando Galella commented that the new Assessor's salary is too high and suggested reappointing Mrs. Prezzano instead. Mayor Gandolfo stated that, although Mrs. Prezzano is very knowledgeable in residential properties, it is very important that we have someone highly qualified with commercial properties as well, especially with the PILOT agreement ending in 1995. She also stated that we are paying Mr. Balog consulting fees right now which we will not have to pay after he becomes the Assessor. This will result in a savings. Mr. Frank Rizzi questioned the Code Enforcement Officer's salary. The Mayor stated that the two salaries combined is $24,000. and well worth it because many summonses have been issued and landlords taken to court for violations. Mr. Armando Galella asked if there were any grants in the works. The Administrator stated that they have presented a legislative packet to the State through Senator Spano but the State has not adopted their budget yet. There being no further public comments, Mayor Gandolfo adjourned the public hearing.
