Y. Present: Frank Rey, Mayor Michael Hyland, Trustee John Hayes, Trustee Morris Alter, Trustee James Nazemetz, Trustee James Timmings, Trustee Sean Treacy, Trustee Also present: William T. Regan, Village Administrator Frank Anzovino, Treasurer Sanjay Shah, Deputy Treasurer Mayor Rey opened the meeting with a pledge to the flag. Mayor Rey asked Village Administrator Regan to give a brief summary of the budget before the Board entertained comments from the residents. Mr. Regan summarized the proposed budget. Trustee Nazemetz asked Mr. Regan to define homestead and non-homestead. Mr. Regan explained that when the reassessment was done two years ago, properties were divided into homestead and non-homestead properties to protect the homestead properties. Homestead is a one, two or three family home, and as a result of this homestead protection, homesteads will never pay more than 60.2 8% of the property tax levy, and non-homestead, which is everything else, commercial, industrial, vacant land will always pay the remainder. Mr. Donald Caetano asked the Village Administrator who was at fault for the 100 College Arms error. Mr. Regan responded that Finnegan Associates put it on the tax roll as part of their reassessment and the Assessor at the time did not pick up the error, so it remained on the tax roll, and when the tax bills went out last year, the management protested based on their status under HUD, and the village had to remove 100 College Arms from the tax roll. Mr. Caetano suggested that Finnegan Associates accept the liability in this case, and Mr. Regan responded that because the Village was unhappy in certain areas of the reassessment done by them, that the Village did not pay the full amount of their bill, and they settled for a lower fee. He also explained that 100 College Arms is assessed for the land only, and not on the building. Trustee Alter commented that College Arms in effect pays a PILOT to the Village. Mr. Mario Belanich asked about the GM PILOT for the rail facility. Mayor Rey responded that the Village is in negotiations to settle for a dollar amount. Mr. Belanich also asked the Village to reconsider eliminating the animal control warden. He also asked if the Village is considering re-instating a Police K-9 unit. Mayor Rey responded that; he has asked the Police Chief to look into particulars and report back to the Board. Mr. Caetano asked how much it costs the Village to have the Mt. �Pleasant animal warden present in the Village. Mr. Regan responded that there is no charge to the Village. Police Chief Hayes responded that the Mt. Pleasant Animal Warden is in the Village 2 days a week and deals strictly with dogs and cats. The Village animal warden works 3 days a week and is on call nights and weekends and deals with all animals, domestic and wild life, and has recently been licensed by the Conservation Department to handle wild animals, and provides many services. The Village animal warden uses her own personal vehicle but is given an allowance. Mr. Anthony Fiorello of 3 Birch Close askegl about revenue from the garbage collection from the commercial sector. Mr. Regan stated that 2 pick-ups a week are allowed, and some accounts pay for extra pickups. Mr. Frank Rizzi addressed the Board and stated that certain businesses on Beekman Avenue leave many barrels of garbage to be picked up by Village sanitation and he also noted that private carters at one time picked up from these businesses. He feels the Village and the taxpayers are subsidizing these businesses. Mayor Rey stated that the Village will re-evaluate the amounts of garbage being picked up to see if it is in excess of the code. Mr. Caetano asked if there was a breakdown of revenues the Village receives from the extra garbage pick-ups. He also suggested that they look into Meinke Muffler and the amount of garbage picked up at that site. Mayor Rey answered Mr. Caetano's question regarding the breakdown of revenues and noted that the amount was shown on the proposed budget. Mr. Fiorello suggested curbside pick-up. This would eliminate a worker going 100 feet into the property, and possibly could reduce the work force by 2 workers. Mr. Hyland pointed out that there was a lot of senior citizens in the Village and he couldn't see them dragging a heavy container down a driveway. Mr, Fiorello suggested putting a sign on the senior's windows and Mr. Hyland stated that the Village would still need an additional v/orker. Mr. Hyland also stated one of the best services the Village has to offer is the garbage collection, and feels that it should not be tampered with. Mr. Belanich asked about the proposed amount in the budget for Warner Library and how did we arrive at that figure, He feels that the Village should pay based on the number of cards issued to residents of North Tarrytown. Mayor Rey stressed the free services the library offers. He also questioned the item on the budget for the skating attendant at the Tarrytown Lakes, Mayor' responded that it was our contribution to the cost of hiring an attendant. Mr. Belanich also questioned the amount paid to maintain Patriots Park. Mr.Fitzpatrick questioned budget item Maintainer of Alarms. Mr. Regan explained that last year this item was budgeted at less, however, in July the contract went out to bid, and Mr. Morabito was the lowest bidder. New budget reflects the amount bid. 2 �Mr. Fiorello questioned dumping fees at Charles Point. Mr. Rizzi asked who prepared the budget. Mayor Rey responded that this was the budget former Mayor Gandolfo presented to the Board. She requested input from all Department Heads. Mr. Caetano asked about the rental income from the apartment over the Water Department Garage, and Mr. Rizzi asked who paid the rent. The Treasurer commented that the rent comes from Social Services through the Section 8 program. Mr. Caetano commented that he figured the rental income to be over $9,000 a year. At this point, a long disussion ensued over the cost of repairs of the Water Department garage. Mr. Galella stated that the Village should not be in the real estate business, it should be in the business of collecting taxes. Mr. Blalock suggested that a special committee citizens be set up to review real estate matters. of private He also asked why the C. 0. C. has not had an increase in its allocations for the past 4 years. Mr. Checchi responded it was based on a percentage. Mr. Checchi also noted that previous administrations had decided to stay with the percentage formula. Mayor Rey stated that a Citizens Budget Review committee made the recommendation not to transfer more than $225,000 from the water department. They also suggested increasing water rates. Mr. Nicholas cicchetti commented that the homestead tax rate would be 5% more if the water department transfer was less than $225,000. He also suggested that the board look into the actual dates to improve the quality of the water system as mandated by the State. Mr. Galella feels raising the water rates would mean double taxation for the residents of the Village. Mr. Belanich pointed out that taxes are deductible, water bills are not. Mr. Galella suggested that the Village pay its laborers more than the $6.24 it presently offers now. He suggested they should be paid similar to the Meter Maids at $7.50 per hour. Mr. Checchi described the duties of the Meter Enforcement Officer and asked that the Board consider increasing her salary. Mr. Belanich noted that the Village health insurance was increased by 15%.
