Present: Mayor Frank Rey James J. Timmings, III Morris Alter James J. Nazemetz Michael Hyland (Arrived Late) John T. Hayes, Jr. Trustees Also Present: William T. Regan, Village Administrator Brian Murphy, Village Attorney Absent: Trustee Sean Treacy Mayor Rey called the meeting to order with a pledge to the flag. Public Hearings- None Approval of Minutes Trustee Alter moved to approve the minutes of August 20, 1991 as written, second by Trustee Nazemetz and motion carried. Approval of Warrants Trustee Timmings moved to approve the warrants and authorize the Treasurer to pay the bills, seconded by Trustee Alter and motion carried. Total of General fund is $94,449.89 and the Water Fund is $125,990. Communications/ Petitions & Requests Mayor Rey read a letter from Steven Salman thanking the Mayor for his appointment to the Planning Board. He also made comments regarding the Halpern proposal. ( Part of official minutes) The Deputy Clerk was in receipt of a letter from Sophia's Bar & Restaurant at 49 Chestnut Street informing the Village of their intent to renew their liquor license. (Referred to Police Chief) Deputy Clerk read correspondence from R.C. Sweet, Chairman of the Conservation Advisory Council stating that due to the increasing demands on the viability and quality of our environment, he hoped that the Board would implement the Village Tree Commission as soon as possible. He will provide the Board with the names of two members of the CAC to be designated to the Commission. Public Comments Nick Cicchetti commented that in connection with Dr. Sweet's letter, the CAC is very concerned about the number of' sycamore trees that will be removed with the highway work and the widening 1 �i of Rte. 448. The Sleepy Hollow Manor's Taxpayer's Association has expressed concern and has recommended that the Board move forward in getting the Tree Commission back in motion and to see exactly what their powers are. The Association has asked if there will be any public hearings on this proposed widening. Mr. Cicchetti also hoped this Board will actively pursue this issue before it gets out of hand. The Mayor commented that recently a representative came from the State to answer questions and this Board hopes to be cooperating with the Town of Mt. Pleasant on the total project. Mr. Cicchetti asked what the outcome was of the meetings that were held sometime ago with the Village, the Counsel and representatives of the school Board regarding a tax revenue for the Village as a result of the reassessment of the GM property. He also wanted to know if any of this expected money was listed as revenue when the budget was prepared. Mayor Rey commented that the attorneys from the Village and GM are continuing with discussions, but nothing has been finalized as far as a figure and that $3 0,000. was projected for this. There being no further comments, Trustee Hyland moved to closed the public comment section, second by Trustee Timmings and motion carried 5-0. Mayor's Report Mayor Rey commented that the litter situation is not improving as quickly as he would like and asked that everyone in the Village try and do their share in keeping our Village clean. Mayor Rey stated that he has appointed Steven Salman to the Planning Board to fill an unexpired term and that Mr. Salman will be present at the September meeting. The Mayor was in receipt of a letter from Annagret Rice resigning from the Architectural Review Board effective October 1, 1991. Resignation was accepted with regrets and letter will be sent. Administrator's Report William Regan reported work on the Street Festival is continuing, and anyone interested in a vendor's space can contact the Recreation Department. We are looking for a part-time clerk to help with our records management inventory for which we received a grant from the state. The tree that fell in Barnhart Park was inspected by the Tree Commissioner and will be removed this week and the other trees in the park will be pruned. Resolutions-None 2 �I f¥? Old Business Mayor Rey stated that littering is still a problem and that he would like an effort made on the part of the merchants to keep the sidewalks in front of their stores clean of debris. Trustee Hyland stated the Task Force has suggested that the merchants clean in front of their stores and in the gutter twice a day. New Business The next regular board meeting will be held on September 24th. Public Comments Walter Ceconi commented the part-timer who has been sweeping the streets should be taught how to clean. Trustee Hyland stated that we have since hired a new part-timer. Executive Session Trustee Hyland moved to adjourn to executive session to discuss litigation, personnel and labor negotiations, seconded by Trustee Timmings and motion carried 5-0. Discussion ensued on litigation but no formal action was taken. Discussion ensued on teamsters negotiations. As per our d i s c u s s i o n in early J u l y , I was a m e m b e r of the Planning Board about 10 y e a r s a g o , when the Rockefel1er State Park was a p p r o v e d . I take great pride in having been part of that decision m a k i n g p r o c e s s . Our Village now faces another important crossroad, that of olanning sections of the Beekman Avenue area for d e v e l o p m e n t . The question that we should be asking ourselves i s : "Do we want to direct our destiny or do we wish to relegate our rights to o t h e r s ? " Before my a p p o i n t m e n t b e c o m e s o f f i c i a l , I would like the o p p o r t u n i t y to present my o p i n i o n in regard to "..he M a 1 p e r n Plan. U n f o r t u n a t e l y a prior commitment precludes IIK- from being at this Board Meeting and I have had to resort to this letter intsead of being here in p e r s o n . w >? are a quaint Hudson Valley Village of about 8„ 000 in n u n b e r . What do we want to be as a result of any c o n s t r u c t i o n or development? We can i n c r e a s e our numbers somewhat, but must remember that our b o r d e r s will not be e n l a r g i n g . We can go along with a proposal which will not increase our b o u n d a r i e s , but will increase our p o p u l a t i o n from 1640%+, '.<••?. can increase somewhat numerically, imnrove our present aging housing stock and plan to- do some new construction on empty property. However, new construction means making d e c i s i o n s as to density,type of construction, staging of c o n s t r u c t i o n , etc. Since this is t!ie first major area to open up for construction in many years it is proper to give our r e s i d e n t s full rein in the planning process. Another thing about the Halpern Plan that thoroughly confuses me Is that many of the same people who criticized the signing of a 10 year a g r e e m e n t with G . M . now think nothing of giving what amounts to a lifetime carte blanche contract for construction to H a l p e r n . The G , M . agreement wa J tier! to specific payments over a definite period of time. Halpern provides nothing but a p r o m i s e better things to come, forever. I really feel that it is time to cut the cord with Halpern and to live up to the p r o m i s e s that: were made in the last e l e c t i o n . In a d d i t i o n , let the Village become r e s p o n s i b l e for p l a n n i n g , try to interest others in construction on these R i t e s , and consider d e v e l o p i n g a w o r k i n g relationship with Dura cell to utilize their property in a manner befitting a n u a i. n t Hudson Valley Village o f a Imut 8,000.
