Present: Mayor Sean Treacy Steven Baderian Michael Hyland John T. Hayes, Jr. Greg T. Jeffers Trustees Also Present: William T. Regan, Village Administrator Absent: Morris Alter Nicholas Cicchetti Trustees Mayor Treacy called the meeting to order with a pledge to the flag. Mayor Treacy commented that the purpose of tonight's meeting is to review the proposed budget for the fiscal year 1993 and to allow public comments. William Regan, Village Administrator gave a brief overview of the proposed budget with a few statistics: The total budget is $5,864,223,00. which reflects an increase in expenditures of less than one percent. The rate for homestead properties would be a zero percent increase and the rate for non-homestead would increase by 1.98%. The average homestead property owner would pay $1,539.82 in taxes and the average non-homestead property owner would pay $2,095.36 in taxes. The assessment numbers are not final yet and there is a possibility that the non-homestead portion of the assessments may go up, therefore possibly reducing the 1.98% increase. Mayor Treacy congratulated former Mayor Rey on keeping the increase in taxes to zero percent for homestead properties. He commented that there were a few changes in the proposed budget that he would recommend to the Board. He recommended reducing the $75,000. anticipated revenue from the rail facility by half to $37,500. and using the other half next year, increasing the proposed transfer from the water department from $75,000. to $90,000., replacing the $1000. in the youth counseling fund and increasing our engineering services to $5000. since the Village will be in need of a great deal of engineering services in the upcoming year. He also proposed the Village put $50,000. of our surplus into a risk retention fund until we reach a total of $135,000. He has asked that the department heads reduce their budgets by 10% and has recommended a hiring freeze. With the savings, he commented that we could look into creating a tax stabilization reserve fund to try to reduce the impact from the loss of revenue in the 1 �future. He also suggested reducing the capital budget by $125,000., thereby eliminating the purchase of the employees parking lot. Mayor Treacy commented that he and the Administrator have reviewed the budget and have been able to reduce it by approximately $34,000. by cutting a small amount in certain areas. Mayor Treacy opened the hearing to public comments. Mrs. Sohn of 103 Farrington Avenue commented on the letter she wrote to the Board regarding the erosion problem on the stream bank behind her house. The Administrator gave a brief explanation of her problem and commented that since this comes under the Wetlands Ordinance, the Village will need a permit from the Planning Board before they can resolve this problem. The Mayor stated that the Board will discuss this further at their next work session on April 27th. Dr. Richard Sweet, N. Washington Street, asked if the $125,000. for the purchase of the lot was to be financed from the CDB6 grant money. Mayor Treacy commented that the grant money will be used to improve Beekman Avenue from Teresa to Kendall Avenue and the purchase of the lot would have been through a five year BAN. Mario Belanich, N. Washington Street asked why the non-homestead assessed valuation figure decreased. The Administrator commented that this is primarily the special franchise portion of the tax roll which is the utility portion such as NY Telephone, Con Edison, etc. which is set by the State of New York and goes down every year. Mayor Treacy commented that for years Village officials have been complaining about the state's mandate costs on municipalities and we have no choice but to pass it on to the taxpayer or reduce services. George Samaras of Mike's Deli on Valley Street asked if paving of that street will be considered under the street maintenance portion of the budget. The Administrator commented that it will be done this year. Dr. Sweet asked for an explanation of the increase in the transfer of funds from the water department. Mayor Treacy commented that if there is a surplus in the water fund we are allowed to transfer funds in order to stabilize our tax rate and it is a common practice throughout the state. 2 �The Mayor commented that New York City has doubled the amount of money we have to pay for the purchase of water from them. The current rate is $62,000. and they have increased it to $125,000. This will necessitate an increase in the water rates. Mario Belanich commented about not being able to use the water bill as a taxable. Mayor Treacy commented that if the amount of money that a normal one family homeowner pays was transferred to your taxes and we eliminated the transfer from the water fund, it will not benefit them; GM will see the greatest benefit. This is the way for the Village to gain some revenue from GM. Because of the tier system in water billing, GM pays the highest amount per cubic foot. Frank Rey, former Mayor commented that he did not feel that it was fair to cut the money received from the GM rail facility in half for this year's budget. When he became Mayor, he inherited the revenue from the sale of the water department building in his first budget and it was accepted by his Board from the Democratic Board. Mayor Treacy commented that the agreement has not been signed yet and that he suggested reducing the payment in half to carry it over to next year's budget. When Mr. Rey was Mayor, he needed to keep all of the money from the sale of the building in the budget in order not to have a deficit budget. Frank Rey suggested that Mayor Treacy not cut the recreation budget; it is the lowest in the County. Mayor Treacy commented that he is asking all department heads to try and cut their budget by 10%.
