A Special Meeting of the Board of Trustees of the Village of
North Tarrytown was held on Thursday, April 29, 1993 at 8:00 PM
for the purpose of adopting the budget for the 199 3-1994 fiscal
year -.

Mayor Treacy called the meeting to order with a pledge to the
flag.
The Mayor stated that the adopted budget will have a total
appropriation of $5,833,073.; estimated revenue of $2,568,900. an
appropriated fund balance of $202,000.
The balance of
appropriations raised by the real property tax levy is
$3,062,173., tax rate per $1000. of reassessed valuation to the
homestead portion, $10.11 and non-homestead portion $20.32. The
tax rate for homestead properties will be decreased by 4.46% and
the tax rate for non-homestead will be increased by 12.81%. The
reasons for this increase is the change in the tax law regarding
vacant parcels in the non-homestead section which were removed
and put into the homestead section and also the change in the
special franchise tax. This increase has been caused by NY State.
William Regan commented that of the 12.81% increase, 8%
is due
to the swap from non-homestead to homestead properties, 4% is due
to the special franchise reduction and .81% is for normal
reasons.
Mayor Treacy stated that total taxable assessed evaluation in
homestead is $184,272,749./ non-homestead $58,982,609.

executive session for the purpose of discussing litigation.

In Open Session, Mayor Treacy made a motion, seconded by Trustee
Alter to idemnify Trustee Hyland in the lawsuit of Rodrigues v.
Hyland. The roll call vote was as follows:
