Present: Mayor Sean Treacy Greg T. Jeffers Morris Alter Nicholas Cicchetti Michael Hyland John T. Hayes, Jr. Trustees Absent: Trustee Steven Baderian Also Present: William T. Regan, Village Administrator Donal M. Walsh, Jr. Village Attorney Mayor Treacy called the meeting to order with a pledge to the flag. Mayor Treacy commented that he had Certificates of Appreciation for all those who helped make the Street Festival a great success. He presented certifcates to Nina Suchy, William Regan and Dr. Michael Masias. He also had certificates for Chris Rezza Henry Atterbury and Michelle DeAcutis who were not present. Public Hearings Mayor Treacy read the attached public hearing notice regarding senior citizen tax exemptions. Trustee Hyland moved to open the public hearing, Trustee Alter and motion carried. second by There being no public comments, Trustee Hyland moved, second by Trustee Hayes to close the hearing, motion carried. Resolution #10/125/93 was read and passed 5-0. Approval of Minutes Trustee Hyland moved, second by Trustee Jeffers to approve the minutes of October 5, 1993 as written, motion carried 5-0. Approval of Warrants Trustee Hyland moved to approve the warrants and authorize the Treasurer to pay the bills, second by Trustee Alter. Trustee Hyland asked to hold payment of the bills for fire prevention week, motion carried 5-0. Total of the General Fund is $222,561.08 and the Water Department fund total is $9597.72. Communications, Petitions & Requests Mayor Treacy read correspondence from Carol Sondheimer, Associate Director of Scenic Hudson informing the village that they are pleased to lend their support to the proposal to create a park and promenade on the Hudson River Waterfront. The Mayor was in receipt of copies of letters from three residents of 1 Riverside Drive addressed to Jim Margotta and Robert Stiloski thanking them for all they have done to date in 1 �I I i i helping the residents of this building by correcting some of the terrible living conditions that exist there. (Copies of letters placed in their personnel files) Mayor Treacy was in receipt of a copy of a memo from Detective Caixeiro to Chief Brophy commending Officer Checchi for demonstrating a sense of responsibility and commitment to duty during two recent arrests. (Copy placed in personnel file) Mayor Treacy read correspondence from Eileen Pilla, Mayor of Tarrytown confirming a meeting on October 21 at Tarrytown Village Hall to discuss the Continental Cable franchise. Trustee Alter will attend as our representative. The Mayor received correspondence from Mayor Pilla asking that our village reconsider participating in the Youth Court Program for the 1994-95 year. Mayor Treacy read a letter from Edna Belanich commending our General Foreman, Joe DeFeo and his crew for a job performance well done during repaving of Washington Street. (Letter placed in his personnel file) Public Comments-Agenda Items Trustee Hyland moved, second by Trustee Hayes to open the public comment section, motion carried. Mario Belanich wanted information on the law firms being hired by the village in the GM matter. Mayor Treacy commented that the village wanted to be represented by experts in the field who are of the high caliber as those attorneys who work for General Motors in order to insure that things are done properly and that the site is clean. Mr. Belanich requested that two public comment sections be held during the Board meetings. Mayor's Report Mayor Treacy stated that there are two resolutions on the agenda tonight to hire two attorneys in our dealings with GM. The Board was very impressed with these attorneys who are skilled in environmental and municipal law. The Mayor commented that with regard to the ISTEA program, he has signed off on three different applications; the Greenway project, refurbishing of the Philipse Manor station for the Hudson Valley Writers Center and the restoration of the route 9 corridor up to route 448. The Mayor, Bill Regan and Andres Valdespino will be attending a meeting at the County tomorrow regarding CDBG monies. The Mayor has spoken to the owner of the Van Tassel Apartments regarding the crime in that building and he wants to work with the Village in increasing security. Sergeant Ferguson has discussed security assessment with him and there will be a tenants meeting at Morse School. He reported that the Tenants' Patrol at 100 College Avenue has been reborn. 2 �L Mayor Treacy read a proclamation by Governor Cuomo proclaiming the week of October 18-22 as School Board Recognition week. Mayor Treacy proclaimed this week as School Board Recognition week in North Tarrytown. Administrator's Report William Regan reported that he has applied for a police grant that would allow us to hire three additional police officers at $25,000. a year for three years. The new dump truck and the roller have arrived. William Regan reported that the paving of the section of Washington Street to Valley Street cannot be completed due to the fact that Con Ed repaired a gas leak in that area and they must wait at least 3 0-40 days to make sure everything is okay. Leaf pick-up season has begun. Our leaves are taken to the Phelps compost site and compost will be used in the Spring. We have received bids on the electrical service in the Municipal building and the Administrator would like to discuss the lowest bid of Stack Electric company at the next work session. William Regan read the Zoning Board agenda for October 20th and the Planning Board agenda for October 21st; both held at 8:00 PM. Trustee Reports Trustee Jeffers commented he was misquoted in a recent newspaper article stating he was criticizing the Mayor regarding the police department. He stated that this was not true. Trustee Alter reported that the playground equipment at Devries Park has been installed; the picnic shelter is almost completed and the ballfield is in excellent condition. Trustee Cicchetti reported that a Search Committee has been formed to review applications submitted by candidates for the position of Village Administrator. The committee consists of himself, Trustees Alter and Hayes and three local residents; Peg Slavin, Brad Kenyon and David Malloy. The position has been advertised in several newspapers and we have received many resumes. ' The committee hopes to give their recommendations to the Board by early December. Trustee Hyland had no report. Trustee Hayes reported that he attended a Recognition Day for Tarrytown and North Tarrytown held at the Reformed Church. Th** Fire Department is still accepting any donations. The Library Board will meet this Thursday and will report on the amount of money made at their annual book fair that was held on October 9-10. They also sold key chains with pens attached and mirrors a this fair. Resolutions-Attached 3 �I Old Business Mayor Treacy reported that we are going out to bid on the Commercial Revitalization Project on November 8, 1993. He showed drawings of the project which were done by Ron Turnquist. He commented that this is a 50/50 program shared by the state and the storeowner. He thanked Jerry Logan of the Sleepy Hollow Chamber of Commerce for his help in this program. Mew Business The Mayor reported that there will be a children's opera held on October 31, 1993 at 5 PM at the Music Hall which is for the benefit of the Headless Horseman monument. Mayor Treacy stated that he wrote a letter to the manager of the Grand Union regarding shopping carts left on village streets stating that he has directed the highway department to pick up and destroy any carts found if something is not done by Grand Union within the next two weeks. He commented that he would like to call for a public hearing to amend Chapter 37. Trustee Cicchetti moved, second by Trustee Alter to call for a public hearing on November 16, 1993 at 8:00 PM to amend Chapter 37 entitled "Nuisances", motion carried 5-0. Trustee Cicchetti moved, second by Trustee Hayes to call for a public hearing on November 16,1993 at 8:00 PM regarding changing the speed limit on route 9, motion carried. Public Comments Martin Kavicky commented that eliminating the curve at the top of Bedford Road did not make things any better. He also wanted to know if we could change our cable company. Mayor Treacy commented that engineers from the State have stated that this was the best way to do it. As far as the cable companies, it is a matter of dollars and cents. Liberty Cable would like to present us with a proposal. The village will be able to regulate basic service rates and regulate what Cable can charge on certain components of the system. Mario Belanich commented that the Mayor should also send a letter to C-Town regarding shopping carts and that he thought a resolution was passed in which the Grand Union would have to pay $25. for every shopping cart the village picked up. The Mayor commented that he believed that this was talked about but no resolution was ever passed. There being no further comments, Trustee Hyland moved, second by Trustee Alter to close the public comment section, carried. Executive Session-Nona Being no further business, Trustee Hyland moved, Trustee Alter to adjourn the meeting, motion carried. MOVED: Trustee Hayes SECONDED: Trustee Alter VOTE: 5-0 �Meeting Date: Resolution #: 10/19/93 10/124/93 Whereas: the next General Village Election for officers will be held on Tuesday, March 15, 1994; and Whereas: the Board of Trustees must designate by resolution and publish the offices which are to be filled in such election and the terms thereof, now, therefore, be it rosolved: Section 1: That the Board of Trustees designates the following offices as vacant at the end of the current official year, to be filled at the Village election to be held on Tuesday, March 15, 1994 for the following terms: Three (3) Trustees-- Two (2) Years Each Section 2: The Village Clerk is hereby directed to publish the resolution in full in the Daily News, a newspaper of general circulation within the village of North Tarrytown.
