Present: Also Present: Absent: I Mayor Sean Treacy Greg T. Jeffers Morris Alter Nicholas Cicchetti Michael Hyland John T. Hayes, Jr. Trustees Donal M. Walsh, Jr., Village Attorney Steven Baderian Mayor Treacy called the meeting to order with a pledge to the flag. PUBLIC HEARINGS Mayor Treacy read the attached public hearing notice regarding amending Chapter 57 entitled "Vehicle and Traffic" Section 57-5. Trustee Hyland moved, second by Trustee Hayes to open the public hearing, motion carried. Since there were no comments from the public Trustee Hyland moved, second by Trustee Alter to close the public hearing, motion carried. APPROVAL QF MINUTES Trustee Hyland made a motion to approve the minutes of December 7, 1993 with a correcton on Page 5 Paragraph 3, to reinstate as "The Mayor responded College Arms building is waiting for HUD funding to replace the incinerator at College Arms with a compactor.", seconded by Trustee Hayes, motion carried. APPROVAL OF WARRANTS I Trustee Hyland moved, second by Trustee Hayes to approve the warrants and authorize the Treasurer to pay the bills, motion carried 5-0, Total of the General Fund is $99,851.58 and the Water Department Fund total $605.31. COMMUNCATIONS, PETITIONS AND REQUEST Mayor Treacy read the attached correspondence from the Fire Council regarding action that took place at their December 16th meeting. Trustee Hyland moved, second by Trustee Alter to approve these actions and motion carried 5-0. Mayor Treacy read the Fire Prevention Board and Architectural Review Board agendas for December and January. 1 �The Mayor stated that he received a letter from Superintendent of Schools, Don Kusel giving permission to use the upper Morse School lot for residential parking during the holiday season. This will begin on December 22, 1993 at 5:00PM through January 2, 1994. Mayor Treacy received a letter dated December 16,1993 from the Holy Cross Rectory stating the the contractor who installed the new curbs and sidewalks had disturbed the old main which caused water pouring into the basement. Mayor Treacy stated that the insurance company will be in touch with the contractors. Mayor Treacy also received a thank you letter from Mr. John Dobkin of Historic Hudson Valley for meeting with him and hopes to work closely with the Village in the future. Mayor Treacy received a petition from the residents of North Tarrytown and family and friends of Victor Manuel Llaja who passed away on November 14, 1993 at the Terraza Bar. This bar has been a troubled place and the above mentioned are asking for justice. Mayor Treacy stated that 211 people signed the petition and that the Liquor Authority is being notified. This situation is going through due process which takes time, but action will be taken. Trustee Hayes received a letter honoring Henry Konklin a chemistry teacher at Sleepy Hollow High School. The American Chemical Society awarded Mr. Konklin the "Nichols Foundation Chemistry Teachers Award". The award is given to an outstanding high-school chemistry teacher within the New York area. Trustee Hayes commented that we should be proud to have an excellent teacher in our school system. Trustee Hyland made a motion to open the public comments section, seconded by Trustee Cicchetti. Motion carried. Being no comments from the public, Trustee Hyland moved to close the public hearing seconded by Trustee Jeffers, and carried. MAYOR'S REPORT Mayor Treacy stated that the Village and General Motors' lawyers met on December 16, 1993 with Judge Broderick. A quideline was established and a court hearing will be held on March 1, 1994. Mayor Treacy commented that the (CAT) Program is in effect, all residents who are interested should contact Detective James Reddy at 631-0300 for further information. Mayor Treacy stated that the Meals on Wheels Program will begin on January 3, 1994. Alice Brothers who set up the program is now retiring. Henry Atterbury, Superintendent of the Recreation Department will continue the program. An old police car will be used. The meals are $2.25 at cost from Phelps Memorial Hospital. Ms. Brothers served 11 residents, this number will increase to 20 residents daily. 2 �<Z%3 The Mayor commented that the Village Officials took a tour of the Kykuit Museum recently. It will officially open in May, 1994. The tour will begin at the Philipsburg Manor Restoration. The Mayor commented that there will be no recycling during the holidays but residents may use the drop-off site on River Street. The Mayor stated that according to the expenditure report, 53% of the budget is still available. RESOLUTIONS - ATTACHED The Mayor stated that we have hired a new Village Administrator he thanked the search committee members for their great efforts. Members of the committee included Trustee Cicchetti, Trustee Hayes, Trustee Alter, Peggy Slavin, David Maloy and Brad Kenyon. He really appreciated the work of volunteers in our community. Mayor Treacy introduced Linda David as our Village Administrator/Clerk. Linda has an excellent administrative background. She has worked for the City of Yonkers and the City of Peekskill. The Mayor believes that she will be a highly valued employee for the Village of North Tarrytown. Ms. David stated that she is looking forward to working in the Village of North Tarrytown and would like to get to know everyone on an individual basis and also looks forward to the challenges ahead. Mayor Treacy called for a public hearing on the Highway Commercial District to be held on January 4, 1994. Trustee Hyland moved, seconded by Trustee Hayes. Motion carried. Being no further business, Trustee Hyland moved to adjourn the meeting, seconded by Trustee Hayes. Motion carried.
