October 10, 2007
The meeting was called to order by Richard Weiss, Chair at 8:14 p.m. The Chair noted that a
quorum was present.

Addition &amp; alteration

1) Minutes The minutes from the July 2007 meeting were reviewed.
Doug Maass made a motion to approve the minutes as submitted. Ralph Gunderman seconded.
It was unanimous (4-0).

2) Julio Zhingri

New parking lot -

The Chair asked about the application before the Committee.
Sean McCarthy stated that the initial application was for a retaining wall. He stated that after
further review, the retaining wall was installed for a new parking lot. He stated that the
applicant needs to show how the cars will enter and exit as well as how the parking lot will be
landscaped.
The Chair stated that based on the lack of information provided by the applicant, it cannot be
determined if this application is within the Committee’s jurisdiction.
Doug Maass stated that based on the scale of the plan, the property is located 500-feet off of
Beekman Avenue. He stated that he could not locate the property.

�There was an open discussion on the location of the property.
Sean McCarthy stated that there are some landscaping, storm water and lighting issues that will
need to be included. He stated that Planning Board approval is needed for site plan approval as
well.
The Chair asked if the Planning Board noted which LWRP policy the Planning Board is
concerned about.
Sean McCarthy responded no.
The Committee agreed that unless the Planning Board can provide a specific LWRP policy that
the Planning Board wants the Committee to review with regards to this application, the
Committee cannot find a policy that is applicable to this application.
The Chair stated that if the Planning Board provides more guidance on a specific LWRP policy,
the Committee would require a complete set of plans.
This matter was referred back to the Planning Board for clarification.

3) Carlos Rodrigues

7 Hudson Street

Addition &amp; alteration -

Sean McCarthy stated that this application is the result of an enforcement issue. He stated that
the applicant was found to be increasing the occupancy of the dwelling from 5 units to 6 units.
He stated that since this application is located in the RF district, it requires approval of the
Village Trustees as well as site plan approval from the Planning Board.
Ralph Gunderman asked about the scope of the additional work.
Sean McCarthy stated that the attic plan shows the additional space that was being illegally
added. He stated that a stop work order was issued.
The Chair stated that the plan is not accurate.
Ralph Gunderman asked about the work performed on the roof.
Sean McCarthy responded that the roof was a gable roof and the applicant made modifications
to the overall structure of the roof.
The Chair stated that the footprint is remaining the same. He stated that the views from the
street are blocked from the front of the house.
The Chair stated that based on the application, there does not seem to be any LWRP policies
that are applicable to this application.
Doug Maass asked about the parking plan.

�Sean McCarthy responded that the parking plan might not be a valid plan. He stated that the
parking plan might cause the additional dwelling unit to be disallowed.
The Chair stated that policy 1(i) might be applicable to this application.
The Committee reviewed policy 1(i).
The Committee unanimously agreed that this application is not applicable to the LWRP.

4) Other There was an open discussion on the wetlands issue at Peabody field.
The Committee requested that the Planning Board keep the Committee informed of their
actions regarding the wetlands issue.

Ralph Gunderman stated that the island at the Headless Horseman statue needs landscaping.
Sean McCarthy stated that the Village is planning to landscape the entire island.

Ralph Gunderman stated that the erection of the Headless Horseman statue should have come
before the Committee.
