Present: Deputy Mayor Morris Alter Steven Baderian Michael Hyland John T. Hayes, Jr. Also Present: Absent: Trustees Linda E. David, Village Administrator Donal M. Walsh, Jr. Village Attorney Mayor Sean Treacy Trustee Nicholas Cicchetti Trustee Greg Jeffers Deputy Mayor Alter called the meeting to order with a pledge to the flag and before starting the regular order of business, he presented Police Officer Frank Hrotko with a Certificate of Appreciation for saving the life of a choking infant by calming the mother on the telephone and instructing her on what to do. Public Hearing Deputy Mayor Alter read attached public hearing notice regarding the Village's grant application. Trustee Hyland moved, second by Trustee Hayes to open the public hearing, motion carried. There being no comments from the public, Trustee Hyland moved, second by Trustee Hayes to close the public hearing, motion carried. Deputy Mayor gave a brief explanation of the grant application. Linda David explained that the grant application for Sykes park is a joint venture with Tarrytown. Approval of Minutes Trustee Hyland moved, second by Trustee Hayes to approve the minutes of the January 4, 1994 meeting as written, motion carried 4-0. Approval of Warrants Trustee Hayes moved, second by Trustee Hyland to approve the warrants and authorize the Treasurer to pay the bills, motion carried 4-0. Total of the General Fund is $68,195. and the Water Fund total is $4,543.33. Communications, Petitions and Requests Deputy Clerk read attached correspondence from the Board of Fire Wardens regarding action taken at their January 11th meeting. Trustee Hyland moved, second by Trustee Hayes to approve these actions, motion carried 4-0. Public Comments-Agenda Items Trustee Hyland moved, second by Trustee Hayes to open the public comment section, motion carried. There being no comments, Trustee Hyland moved, second by Trustee Hayes to close the public aomment section, motion carried. 1 �Mayor's Report Deputy Mayor read correspondence from Carolyn Jones of Hunter Avenue complimenting the village on the beautiful improvements on Beekman Avenue and asked if the village could contact the owner of the building at the corner of Washington Street and Beekman Avenue to remove the graffiti on the side of the building. Mayor Treacy has contacted the owner and it will be taken care of. Correspondence was read from the Senior Community Coalition Council of the Dominican Sisters Family Health Services, Inc. complimenting North Tarrytown on the great job the Meals on Wheels program is doing since they have taken it over from Alice Brothers. They would like someone from the village to join this council. Deputy Mayor stated that Mayor Treacy will serve on this council. There will be a meeting with General Motors on March 1st. We have been in touch with the New York State Attorney General's office who have offered the village options on how to strengthen our ordinance regarding General Motors. The incident at LaTerazza bar is still under investigation. The Adult Zoning Council is being researched. Deputy Mayor commented that snow removal has been a very big battle so far this year. Our highway department was able to borrow some salt from the Town of Mt. Pleasant while we are awaiting our shipment to come in and he thanked them for this. There will be no recycling this week due to the holiday. Trustee Reports Trustee Hayes commented that there will be a Library Board meeting on January 20th and he will have a report at our next board meeting. Trustees Hyland and Baderian had no report. Administrator's Report Linda David reported on the agendas for the Zoning Board meeting on January 19th at 8PM, Planning Board meeting on January 20th at 8PM and ARB meeting on January 2 6th at 8PM. The Administrator read the Prosecutor's report. Resolutions-Attached Old Business-None New Business-None Public Comments Trustee Hyland moved, second by Trustee Hayes to open the public comment section, motion carried. 2 �^ I Frank Rizzi commented that various code violations exist at 20 Hudson Street. He heard that it was converted from a two-family house into a three-family house, but that no one was allowed to go into the house to check this out. He felt that the Assessor should reassess the house. Donal Walsh stated that the practice of reassessing must first go through a procedure that is set forth under state law today. There being no further comments, Trustee Hyland moved, second by Trustee Hayes to close the public comment section and adjourn to executive session to discuss a personnel matter. Executive Session Discussion ensued on a personnel matter in the Recreation Department. Back in regular session, Resolution #01-16-94 was passed.
