Present: Mayor Sean Treacy Morris Alter Jose Blanco Scott Horecky Michael Hyland John T. Hayes, Jr. Trustees Also Present: Linda E. David, Village Administrator Absent: Trustee Greg Jeffers Mayor Treacy called the public hearing to order at 7:00 PM. Trustee Hayes moved, second by Trustee Alter to open the public hearing, motion carried. Mayor Treacy stated that the State has changed the special franchise for utilities which goes into the non-homestead portion of the levy has increased by $1,000,000. This has made a reduction in the non-homestead tax rate. He commented, at the request of our highway Superintendent, Joe DeFeo we put back the line for part-timer laborers for a total of $35,500. Mr. DeFeo had convinced the Board that there were many projects they could not continue throughout the year without the additional spending. As far as recreation, after discussion with the recreation department, recreation commission and members of the public, youth programs have been restored by $7000. and there are no cuts in any recreation line involving children. He commented that he has received numerous letters and phone calls from residents requesting that recreation budget not be cut. Mayor Treacy commented that the proposed budget calls for an increase in taxes for homestead of 1.13% and non-homestead is a decrease of .54% due to the special franchise increase. He then gave a summary of the proposed budget and stated that the cost for homestead properties will be $10.22 per thousand and non-homestead , $20.21 per $1000. Public Comments Trustee Hayes moved, second by Trustee Alter to open the hearing to public comments, motion carried. Ralph Brady, Director of TNT, thanked the Board for reinstating all the youth programs. Jim Hardy thanked the Board for reinstating men's softball in the budget and asked if they had an idea how much the cost would be for each league. 1 �I I Mayor Treacy commented that we have all intentions of continuing with men's softball. The Village will continue with lighting and maintaining the field, but the fees will be increased. The final figure should be reached by the end of next week. Evelyn Holmes thanked the Board programs in recreation. for not cutting the youth Trustee Alter commented that it has been very tough and a very sensitive situation, but they worked hard and did the best they could. Mayor Treacy commented that we can't cut any more fat from this budget. People must face the reality that we are heading into some very hard times with the General Motors situation. There being no further comments, Trustee Hayes moved, second by Trustee Alter to close the public hearing, carried.
