Present: Mayor Sean Treacy Morris Alter Jose Blanco John T. Hayes, Jr. Scott Horecky Michael Hyland Greg T. Jeffers Trustees Also Present: Linda David, Village Administrator The meeting was called to order at 6:40 PM with the full Board, Mayor and Village Administrator present. Mayor Sean Treacy presented the $5,871,869 budget. This budget included no new police officers and overtime for a new walking patrol. Discussion was opened by Trustee Hyland who wanted the 1994-1995 budget to contain the addition of two new Police Officers, however, he wanted to do this with no tax rate increase. He wanted to take the money from the contingency fund and hire the two new officers without any tax rate increase. Trustee Jeffers then commented that he couldn't afford any more taxes and wants the lowest tax rate possible. He also said that even though the Republicans wanted him to vote against this budget, he could not do that since it made sense. Trustee Hyland also stated that he thought this budget was a mistake, that 14 cops were not enough and he felt we could add two more Police Officers and take the money from the contingency fund. Mayor Treacy said that he presented a 0% budget and would love to keep it but unfortunately couldn't. He said it was not possible to add two new Police Officers and still have a 0% tax rate increase. He also said if General Motors litigation was resolved, we would have the money for the Police Officers. Before Mayor Treacy moved the resolution to adopt the budget, Deputy Mayor Alter corrected the budget amount in the resolution to read $5,871,869 and seconded the motion. Nay Nay Nay �Trustee Hyland had to leave at this time. All other budget, tax and assessment resolutions passed unanimously with no other discussions. The meeting was adjourned at 7:20 PM. Said adoption being pursuant to the Provisions of Chapter 809 of the Laws of 1954 and the Budget Manuals for Villages and the Uniform System of Accounts as set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York. MOVED; Trustee Alter Meeting Date: Resolution #: SECONDED: Trustee Hayes VOTE: 4-3 04-29-94 04-56-94 Be It Resolved that the Tax rate be levied pursuant to law and that the Rate be $10.2341 per thousand for homestead properties and $20.2278 per thousand for non-homestead properties, for the fiscal year June 1, 1994 through May 31, 1995. MOVED: Trustee Alter Meeting Date: Resolution #: SECONDED: Trustee Hayes VOTE: 6-0 04-29-94 04-57-94 Be It Resolved that the Mayor be authorized to sign the Tax Warrant in the amount of $3,105,507. for the collection of the 1994-1995 taxes, and that the same be presented to the Treasurer and Tax Collector with the Assessment Roll. MOVED: Trustee Alter Meeting Date: Resolution #: SECONDED: Trustee Blanco VOTE: 6-0 04-29-94 04-58-94 Be It Resolved that the tax payments be in two equal installments, the first installment is payable on June 1, 1994 and continuing up to and including June 30, 1994 and the second installment payable commencing December 1, 1994 and continuing up to and including December 31, 1994. Said adoption being pursuant -to the provisions of Chapter 809 of the Laws of 1954 and the Budget Manuals for Villages and the Uniform SYstem of Accounts as set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York.
