                  <text>A Special Meeting of the Board of Trustees of the Village of
North Tarrytown was held on Friday, April 29, 1994 at 6:00 PM for
the purpose of adopting the budget for the 1994-1995 fiscal year.

Also Present: Linda David, Village Administrator
The meeting was called to order at 6:40 PM with the full Board,
Mayor and Village Administrator present.
Mayor Sean Treacy presented the $5,871,869 budget. This budget
included no new police officers and overtime for a new walking
patrol.
Discussion was opened by Trustee Hyland who wanted the 1994-1995
budget to contain the addition of two new Police Officers,
however, he wanted to do this with no tax rate increase. He
wanted to take the money from the contingency fund and hire the
two new officers without any tax rate increase.
Trustee Jeffers then commented that he couldn't afford any more
taxes and wants the lowest tax rate possible. He also said that
even though the Republicans wanted him
to vote against this
budget, he could not do that since it made sense.
Trustee Hyland also stated that he thought this budget was a
mistake, that 14 cops were not enough and he felt we could add
two more Police Officers and take the money from the contingency
fund.
Mayor Treacy said that he presented a 0% budget and would love to
keep it but unfortunately couldn't. He said it was not possible
to add two new Police Officers and still have a 0% tax rate
increase.
He also said if General Motors litigation was
resolved, we would have the money for the Police Officers.
Before Mayor Treacy moved the resolution to adopt the budget,
Deputy Mayor Alter corrected the budget amount in the resolution
to read $5,871,869 and seconded the motion. At this point a vote
was taken.
