Present: Mayor Sean Treacy Morris Alter Jose Blanco Scott Horecky Michael Hyland John T. Hayes, Jr. Trustees Absent: Trustee Greg Jeffers Also Present: Linda E. David, Village Administrator Donal M. Walsh, Jr. Village Attorney Mayor Treacy called the meeting to order with a pledge to the flag. Public Hearings-None Approval of Minutes Trustee Hyland moved, second by Trustee Hayes to approve the minutes of April 29, 1994 as written, motion carried 5-0. Trustee Hyland moved, second by Trustee Horecky to approve the minutes of May 3, 1994 as written, motion carried 5-0. Approval of Warrants Trustee Alter moved, second by Trustee Hayes to approve the warrants and authorize the Treasurer to pay the bills, motion carried 4-1 with Trustee Hyland voting No. Total of the General Fund is $122,665.55 and the Water Department total is $1,359.89. Communications/ Petitions & Requests Mayor Treacy was in receipt of a petition in favor of the proposed delicatessen on Valley Street. Mayor Treacy received a note thanking him for attending the farewell party held for the exchange students. The Mayor has been invited to the Senior Luncheon on May 25th. A memorial weekend service will be held on Sunday, May 29th from 2-4 PM at the Lasdon Country Park and Arboretum to honor our veterans. Correspondence from the New York State UDC has been received inviting the village to submit applications for the current round of funding for its Commercial Revitalization Program. We are hoping to continue the 50/50 project down Cortlandt Street. NYCOM has informed us that we have been awarded a Certificate of Merit for our facade beautification. The Greenway Conservancy for the Hudson River Valley, Inc. has invited municipalities to submit proposals for grant awards of up to $1000. by July 1, 1994. 1 �NYSDOT has announced the second round of the Surface Transportation Enhancement Program (STEP). Applications must be received before August 1, 1994. Linda David received a letter from DOT concerning the signing at the intersection of route 9 and Bedford Road whereby a formal investigation has been initiated and a study will be conducted at the subject location. Mayor Treacy received a letter from Henry Steiner of Farrington Avenue directed to the Village Board, urging the Board to resolve their differences and address the issues at hand right now. The Mayor received a letter from Phil Keimig resigning from the Tree Commission and the Environmental Council due to the fact that he has moved out of town. He stated that he has enjoyed working with Joe DeFeo and felt that Joe is a great asset to the Public Works department and commended him and his crew for a job well done this past winter, (letter placed in his file) A letter was received from George Samaras of Mike's Deli requesting permission to have a promotional Philip Morris van in front of his store on Valley Street.(On next work session agenda) Correspondence from the PTA of Tappan Hill School was received informing us of how supportive merchants of the Tarrytowns were by donating food, beverages, etc. during a recent ziti dinner held as a kick-off event to their annual book fair. A letter Authority felt that and would should be of notice to the Mayor and Board from the Parking was read by Trustee Blanco which stated that this group their work and actions have been ignored and suppressed like the Board to discuss whether the Parking Authority disbanded. (On the next work session agenda) Public Comments-Agenda Items Trustee Hayes moved, second by Trustee Alter to open this section, motion carried. There were no comments from the public; Trustee Hyland moved, second by Trustee Hayes to close this section, carried. Mayor's Report Mayor Treacy reported that the Tree Planting program has started with trees received from DOT. We will be planting trees on Cortlandt Street, five trees have been planted next to the Old Dutch Church and tree requests from residents will be filled soon. Mayor Treacy urged everyone to vote on the school budget on Wednesday, May 18th. Mayor Treacy thanked various store owners for their donations to the picnic for the public works department to be held this Friday at 2 PM at Devries park. Mayor Treacy repeated some of his report from the last meeting since the meeting was not televised. 2 �•ii I : '"' ' • ' • ' ' <•-'• lit: Trustee's Reports Trustee Alter reported that men's softball has started and will be held on Monday, Wednesday and Friday from 6:30PM-8: OOPM; there are several openings for tot camp and day camp, and a women's softball league is in the process of being formed. Trustee Alter stated that there will be a cable meeting tomorrow with the Villages of N. Tarrytown, Tarrytown and Briarcliff to discuss public access. Other consortiums are also negotiating with cable. Trustee Blanco wanted to know if there was still a moratorium on auto repair shops, since there is a new one located on route 9. The Mayor commented there is not a moratorium, code on auto repair shops has been adopted. but a new zoning The Mayor responded as soon as they became aware of this repair shop, the Building Inspector went to the shop to notify them that they are not in compliance with the new code and they must prove to us that the building has not lost its non-conforming uses of automobile repair shop. If an automobile type of business has not been operated in one year, then the use cannot continue. The owner of the property has been required to prove this. Trustee Blanco wanted to know the projected revitalization project on Cortlandt Street. date for the The Mayor responded not until 1995. Trustee Blanco asked if the Hispanic Advisory Committee could be revived. Mayor Treacy felt this was a good idea and appointed Trustee Blanco as the liaison to the committee. Trustee Horecky thanked the Police Department for their quick response to a situation he noticed was occurring on Cortlandt Street. Trustee Hyland commented about the ongoing discussion about new equipment in Barnhart Park. He read a letter from the Recreation Commission recommending the purchase of new equipment for this park. He would like to have a light installed in Barnhart Park. Trustee Hyland commented that the garbage receptacles on Beekman Avenue are useless. He would like these replaced with the wire baskets with a sign attached stating there will be a $50. fine for littering. (Will discuss at the following work session) Trustee Hayes repeated his fire report from the last meeting since the meeting was not televised. Resolutions-Attached Old Business-None New Business-None Public Comments Trustee Hayes moved, second by Trustee Blanco to open the public comment section, motion carried. Mr. Kavicky thanked the Board for putting up new nets at the tennis courts on Andrews Lane. George Samaras asked if his request for the Board to send a memo to the Zoning Board regarding their disapproval of the proposed new deli on Valley Street had been sent. The Administrator commented that the memo will be given to the Zoning Board members at Wednesday night's meeting. Sam Gittens wanted to know why there is only one police officer on the walking patrol when originally there was $88,000. for the walking patrol and commented that one officer cannot deter crime. Mayor Treacy commented that there is only $18,000. allocated for walking patrol; two men were sent in error and the newspaper article was wrong. The $88,000. was for.overtime. Many villages and towns have a single man walking patrol such as Yonkers, Mt. Vernon and Tarrytown. Eli Samaras asked if the Mayor signed the memo going to the Zoning Board and the Mayor responded no because he felt this law has been a failure. Mario Belanich wanted to know if there was someone interested in buying GM. The Mayor commented that there have been many developers who expressed an interest, but nothing positive as yet. Miguel Jimenez congratulated the Mayor and Board for having a Spanish speaking officer in the DARE program. Sal Donzella commented that he hoped the Village would refrain from putting any housing on the GM property, it should be strictly limited to commercial business because the cost to educate children is very high and school taxes will go way up. In a conversation with Chief Brophy and Village Administrator regarding the Police Department and village spending, Chief Brophy taped a conversation between himself, the Chief and the Village Administrator without the Mayor's knowledge and played portions of the conversation to the newspaper reporter. Mayor Treacy stated that he has the greatest respect for Officer Corona and he is a great asset to the Village. He would suggest that, in order to save money, Sergeant Ferguson be moved out of DARE and Officer Corona be put into the DARE program. Miguel Jimenez commented that the Mayor and Board should work with the Chief. George Samaras suggested two officers be on walking patrol on a split shift and commented that the Mayor was in favor of the law regarding delis, etc. when it was adopted; why not now. Mayor Treacy stated that a few years ago we noticed that there were too many bars and delis so the Board adopted this law in an effort to attract new business, not to protect delis. This has not happened and he believes this law is inhibiting new business. Don Caetano commented that people who fear new business are not good business people. Sam Gittens asked for the attorney to explain precisely what the law says. Donal Walsh stated that a zoning ordinance and a zoning law are different; an ordinance sets a distance; he then gave a brief explanation of the law. More discussion ensued on this ordinance. There being no further comments from the public, Trustee Alter moved, second by Trustee Hayes to close the public comment section, motion carried. Respectfully submitted, Angela^ Everett-Deputy Village Clerk 5 �Meeting Date: Resolution #: 05-17-94 05-71-94 Whereas, the Lower Hudson Valley Area of Westchester County has been the victim of an overall economic recession caused by corporate mergers, such as General Foods with Philip Morris, and downsizing most notably at IBM whose employment in the county declined from 12,000 to 8,000 in 1993, and also the announced closure of the General Motor's plant in North Tarrytown in 1996 and , Whereas, During the recession Westchester County lost approximately 10 percent of its jobs in the private sector due to the unprecedented decline in white collar employment and a continual decline in the number of manufacturing jobs which were down 5.9% from one year earlier and dropped to 4 6,200 from the 1981 figure of 74,000, and Whereas, representatives from the municipalities herein have recognized the need to focus attention on the economic development of their respective municipalities and the entire lower Hudson Valley Area, and Whereas, it is the desire of "Historic River Towns of Westchester" to cooperate with respect to improving tourism in the Lower Hudson Valley Area, and Whereas, the Village of North Tarrytown, believes that is it desirous to join this group, Now, Therefore, Be It Resolved, that the Mayor is hereby authorized to execute the attached agreement and it is further resolved, that the Board authorizes the payment of $1,000 per year toward the associated costs of membership in this group. Respectfully submitted, Angela <Everett-Deputy Village Clerk 5 �Meeting Date: 05-17-94 Resolution #: 05-71-94 Whereas, the Lower Hudson Valley Area of Westchester County has been the victim of an overall economic recession caused by corporate mergers, such as General Foods with Philip Morris, and downsizing most notably at IBM whose employment in the county declined from 12,000 to 8,000 in 1993, and also the announced closure of the General Motor's plant in North Tarrytown in 1996 and , Whereas, During the recession Westchester County lost approximately 10 percent of its jobs in the private sector due to the unprecedented decline in white collar employment and a continual decline in the number of manufacturing jobs which were down 5.9% from one year earlier and dropped to 4 6,200 from the 1981 figure of 74,000, and Whereas, representatives from the municipalities herein have recognized the need to focus attention on the economic development of their respective municipalities and the entire lower Hudson Valley Area, and Whereas, it is the desire of "Historic River Towns of Westchester" to cooperate with respect to improving tourism in the Lower Hudson Valley Area, and Whereas, the Village of North Tarrytown, believes that is it desirous to join this group, Now, Therefore, Be It Resolved, that the Mayor is hereby authorized to execute the attached agreement and it is further resolved, that the Board authorizes the payment of $1,000 per year toward the associated costs of membership in this group.
