Present: Richard Weiss, Chairman Karin Adir Ralph Gunderman Carol Manca Doug Maass Absent Terence McGlynn Also Present: Sean McCarthy (Building Inspector, Village of Sleepy Hollow) Anthony DelVecchio (Recording Secretary) Announcements: None. Agenda: 1) Estate of Laurence Rockefeller 2) Minutes for December 2007 1) Estate of Laurance Rockefeller North Broadway Zone change North Broadway Zone change - Andy Tung is representing this application along with attorney, Kyle McGovern. Andy Tung stated that the estate of Laurence Rockefeller wants to rezone 12 acres of property behind the Sleepy Hollow Cemetery. He stated that the Sleepy Hollow Cemetery is going to purchase the land. He also stated that the applicant will then seek that the parcel be rezoned from R1 to CEM (Cemetery use). He stated that the estate will then look to proceed with a Planning Board application for sub-dividing 2 acres of the parcel as an option to favor the Rock family cemetery. He spoke about the topography of the parcel and of the surrounding areas. Andy Tung spoke about access for the Rockefeller family cemetery. The Chair stated that the wetlands should be protected. He also stated that the landscaping buffer should be maintained so that the current wooded appearance is maintained. Ralph Gunderman asked if the zoning were approved, would the applicant need to return to the Committee for site specific approval. Sean McCarthy responded yes. He stated that there will be a 2-step process. He stated that the re-zoning will require a consistency finding as well as the site specific approval. Doug Maass asked if the current parcel is taxed. Sean McCarthy responded that the existing parcel is on the Village tax map but it is undeveloped land. �Andy Tung presented a plan showing what could be built on this parcel under the current zoning. He stated that 3 houses can be built. Carol Manca asked how many graves the new parcel can accommodate. Andy Tung responded that he did not know. The Chair asked if the Committee had any other questions for the applicant. There were none. The Chair stated that LWRP Policy 25(b) is applicable to this application. Doug Maass made a motion of consistency with LWRP Policy 25(b). It was found to be consistent with the LWRP (5-0). 2) Other Bob Ciani asked about the Village process for objecting to a neighbor adding an extension onto their home. The Chair provided guidance on the Committee’s jurisdiction as well as the Village’s approval process. Doug Maass gave an overview on the Philipse Manor train station renovations. He stated that the Metro North is dumping debris into the wetlands. Doug Maass stated that he wrote a letter to Metro North detailing the issue. He stated that the Metro North is now cleaning up the site. He stated that Metro North should delineate their property more clearly. Sean McCarthy gave an overview on the Peabody Field wetlands. He stated that the Village is seeking as-built approval from the US Army Corps of Engineers. He stated that a wetlands assessment needs to be performed. He stated that some remediation might be required. The Committee asked about the Planning Board application. Sean McCarthy stated that the application is on the Planning Board’s agenda. He stated that the application will come to the Committee for a consistency finding. The Chair officially welcomed Carol Manca to the Committee. 3) Minutes The minutes from the December 2007 meeting were reviewed.
